About working group report in the matter of university’s property complex development



An Academic Board of Igor Sikorsky Kyiv Polytechnic Institute examined “A work gang report on development of university’s property complex during the period from 1972 to 2019” Sergiy Ohinskyi (representative person from university’s internal auditing) stood with at the meeting on 11 February 2019. He created the working group for data vetting that was mentioned in a Semen’s Shyrochyn lecture “Architecture of Igor Sikorsky Kyiv Polytechnic Institute” that was told by him on 26 January at the sci-tech library of Igor Sikorsky Kyiv Polytechnic Institute and in his article in one of the Internet resources. It was done in accordance with Resolution of the Cabinet of Ministers of Ukraine from 28th September 2011 №1001.  University’s experts, representatives of student’s trade union committee and of student’s council of campus were a part of the asset.

The working group filed down a great deal of materials from university’s and other organization’s chanceries. It was found out the general outlay of Igor Sikorsky Kyiv Polytechnic Institute Shyrochyn always laid on wasn’t registered with appropriate public authorities in 1991 at all. So, it’s obvious the appropriate detailed documentation to the “General outlay” wasn’t worked out. Sergiy Oginskyi emphasized that in fact development at the Igor Sikorsky Kyiv Polytechnic Institute’s territory in the early ‘90s of XX century was headed lead not only because of external reasons (changes in principles of financial funding of constitutions after fall of the Soviet Union and also dropped funding of major construction work all over the country) but because of internal reasons too.

One of the major reasons was irresponsibility and violation of pro-rector from administrative work of that time Eduard Nazarenko who didn’t take measures to make administration of Igor Sikorsky Kyiv Polytechnic Institute’s to rule property in accordance with agrarian reform in 1990. What about other moments of Semen’s Shyrochyn speaking the working group found out the man used his own fantasies and manipulations during the speech and showed elementary incompetence in the aspects of land matters history and in prevailing legislation of Ukraine.

Sergiy’s Ohinskyi report gave rise to active discussions among the audience. In the front of the Academic Council’s members spoke out ex-vice-rectors of administrative work Mykola Pechenyk and Yaroslav Korniyenko, Dean of Faculty of Physics and Mathematics Volodymyr Vanin, head of sci-tech library Oksana Bruy and head of students’ trade-union committee Andriy Havrushkevych.

All discussion members made an accent on non-allowability to deface the facts of university’s recent past, they talked about scattered instances when it was necessary to bring the end to encroachment on university’s property and grounds, also they had some ideas about bringing the case before the court against people and media who slander and hurt university’s image.

Finally, the Academic Council decided to:

  1. Develop project of the site plan of Phase 2 of the second order of Igor Sikorsky Kyiv Polytechnic Institute’s complex development during the period from1991 to 1997 wasn’t registered and stages “Project” and “Detailed documentation” of Phase 2 of the second order of Igor Sikorsky Kyiv Polytechnic Institute’s complex development weren’t masterminded.
  2. Accept the practice of land-use on the university’s area in 1991-2019 as the effective one. It gave an opportunity to enlarge land resources with more than 10 hectares.
  3. Define that there’s no front office’s contraventions such as non-implementation of “Site plan of Igor Sikorsky Kyiv Polytechnic Institute”
  4. Recommend the authority of H.I Denysenko Scientific and Technical Library to go to law on the occasion of defense of rights and legitimate interest of Igor Sikorsky Kyiv Polytechnic Institute against people and media who slander and hurt university’s image.
  5. Recommend university authority to engage law firms by tendering in order to having a professional support in court actions. Include in university’s budget expenses for legal services in order to defend good will of Igor Sikorsky Kyiv Polytechnic Institute.
  6. Recommend the authority of H.I Denysenko Scientific and Technical Library to hold activities only in accordance with university’s Provisions and Statute in education, science and technology sectors in order to educate future science and technology intellectuals of Ukraine.

Voted 158 Academic Council members of which “for” – 155, “against” – 2, and “abstained” – 1.
