Rules of the internal order of the National Technical University of Ukraine "Igor Sikorsky Kyiv Polytechnic Institute"
1. GENERAL PROVISIONS
1.1. In the National Technical University of Ukraine "Igor Sikorsky Kyiv Polytechnic Institute" (hereinafter - Igor Sikorsky Kyiv Polytechnic Institute), labor and educational discipline is based on the conscious and conscientious performance of all employees and students of their labor and educational duties, and is an integral condition of high quality work and training. The proper fulfillment of labor duties and requirements of the curriculum is the first rule for each member of the Igor Sikorsky Kyiv Polytechnic Institute staff.
1.2. The purpose of these Rules is:
1.2.1. Regulation of the internal order in the Igor Sikorsky Kyiv Polytechnic Institute.
1.2.2. Determining the procedure for recruiting and dismissing employees.
1.2.3. Determining the basic rights and obligations of employees and students.
1.2.4. Regulation of the order concerning the application of the incentives for success in work and study, disciplinary penalties, measures of public influence.
1.3. These Rules apply to all staff and students of the Igor Sikorsky Kyiv Polytechnic Institute.
1.3.1. Third parties who are temporarily on the premises of the Igor Sikorsky Kyiv Polytechnic Institute, including the tenants, their employees and visitors, are obliged to strictly adhere to the requirements of these Rules in the part concerning the rules of conduct on the premises of the Igor Sikorsky Kyiv Polytechnic Institute.
1.4. Working hours of companies, institutions, and organizations renting premises of the Igor Sikorsky Kyiv Polytechnic Institute cannot contradict the working hours of academic buildings, halls of residence and other buildings and structures of the Igor Sikorsky Kyiv Polytechnic Institute, as stated in the lease agreement.
1.5. In accordance with the Constitution of Ukraine, Ukrainian citizens have the right to work, that is, to receive guaranteed work with payment in accordance with its scope, quality, and not lower than the minimum wage established by the state, including the right to choose a profession, type of occupation and work in accordance with the vocation, abilities, training, education, and taking into account social needs.
1.6. In the Igor Sikorsky Kyiv Polytechnic Institute, labor discipline is based on the conscious and conscientious performance of the labor duties by employees, and is a prerequisite for the organization of effective work and educational process.
1.7. Labor and academic discipline are achieved using the methods of persuasion and encouragement for diligent work and learning. Measures of disciplinary and social influence apply to the violators of discipline.
1.8. All forms of discrimination in the field of work and education are prohibited, in particular the violation of the principle of equality of rights and opportunities, direct or indirect restriction of the rights of workers and students depending on race, skin color, political, religious or other beliefs, sex, gender identity, sexual orientation , ethnic, social and foreign origin, age, health, disability, suspicion or presence of a HIV / AIDS, family or property status, family responsibilities, place of residence, membership in a trade union or other association of citizens, participation in a strike, appeal or intention to appeal to a court or other authorities to protect their rights or supporting other employees and students in the protection of their rights, language or other characteristics.
1.9. All issues related to the application of internal rules shall be resolved by the rector or authorized person within the limits of the powers granted to him, and in cases stipulated by the current legislation and these Rules, jointly or in agreement with the trade union committee of employees.
2. INTERNAL CODE OF CONDUCT
2.1. Working time arrangements
2.1.1. A five-day or six-day working week is set up by the rector of the Igor Sikorsky Kyiv Polytechnic Institute in agreement with the trade union committee of employees, taking into account the specifics of the work of the relevant personnel unit.
2.1.2. A five-day working week with two days off (Saturday and Sunday) and a six-day working week with one day off (Sunday) is set up for the employees.
2.1.3. In accordance with the current legislation, the length of working hours of the Igor Sikorsky Kyiv Polytechnic Institute employees is 40 hours a week.
2.1.4. The working time of scientific and pedagogical workers is 36 hours per week (shortened working hours). The working time of a scientific-pedagogical worker includes the time of his educational, methodological, scientific, organizational work, other labor duties and contract requirements.
2.1.5. The working time of a scientific worker includes the time of his scientific, research, advisory, expert, organizational work, other labor duties and contract requirements.
2.1.6. The working time of a teacher (other than a teaching methodology expert) includes the time of his educational, methodological, organizational work, other labor duties and contract requirements.
2.2. Working hours
2.2.1. The following schedule is set up for the employees who have a five-day working week in the Igor Sikorsky Kyiv Polytechnic Institute:
- start of work: 9.00;
- break for rest and meals: 13.00 - 13.45;
- end of work: Monday to Thursday - 18.00, Friday - 16.45.
In some cases, by order of the rector, in agreement with the trade union committee of employees, another schedule may be set up for the employees working within a five-day working week.
2.2.2. The following schedule is set up for employees who have a six-day working week in the Igor Sikorsky Kyiv Polytechnic Institute:
- start of work: 9.00;
- break for rest and meals: 13.00 - 14.00;
- end of work: from Monday to Friday - 17.00, Saturday - 14.00 (without a break for lunch).
By rector's order, in agreement with the trade union committee of staff, another time of start and end of work may be set up for the educational support staff, educational and training personnel and other employees whose work is related to the provision of the educational process.
2.2.3. The following working schedule is set up for scientific and pedagogical workers of the Igor Sikorsky Kyiv Polytechnic Institute:
- Start of work: 9.00 (when conducting the first class the start of work is set according to the schedule of classes / consultations for the current week);
- End of work: 15.00 (when conducting classes / consultations - completion of work according to the schedule of classes and consultations for the current week).
The first class begins at 8.30.
One academic hour of a class is 45 minutes.
Break between classes is 20 minutes, and the break between academic hours of a class - 5 minutes;
- in the absence of classes - the beginning and the end of work may vary according to the schedule of working hours of scientific and pedagogical staff, approved at the meeting of the department (it may change for a month, for a semester, etc.).
2.2.4. A variable schedule of work within a week's length of work is set up for some categories of employees, to which a five- or six-day working week cannot be set because of the specifics of the unit's activities. The rector or the authorized person in agreement with the trade union committee of employees approves the work schedules of the employees of each unit.
2.3. Work of employees, training and residence of students, as well as third of parties in the premises of the Igor Sikorsky Kyiv Polytechnic Institute subdivisions are additionally regulated:
- in libraries - the rules of using the library;
- in halls of residence - the rules of the internal order in halls of residence of the Igor Sikorsky Kyiv Polytechnic Institute, Regulations on check-in and stay in halls of residence on the Igor Sikorsky Kyiv Polytechnic Institute campus;
- in curriculum offices, educational and scientific laboratories, computer classrooms, etc. – safety rules, occupational safety and health, relevant instructions, etc.
2.4. The work of self-government bodies of the Igor Sikorsky Kyiv Polytechnic Institute is regulated by the current legislation, the Statute of the Igor Sikorsky Kyiv Polytechnic Institute and the provisions on such bodies.
2.5. On the eve of holidays, days off, and non-working days, the duration of the work of the Igor Sikorsky Kyiv Polytechnic Institute employees reduces by one hour (except for the employees with shortened working hours).
2.6. By agreement between the employee and the Igor Sikorsky Kyiv Polytechnic Institute, during the employee’s recruitment and afterwards, a part-time day or a part-time working week may be set up with determining the length of work, its schedule and payment of labor proportionally to hours worked. Part-time work is determined by the work schedule agreed by the head of the unit, the head of the trade union bureau and the vice rector by the field of work. The work schedule is kept in the personnel file of an employee at the Personnel and Archives Department.
2.7. In the absence of an employee at work, the rector or authorized person is obliged to take urgent measures to replace him with another employee.
2.8. Overtime work and work on weekends, festive and non-working days are not allowed.
2.9. The involvement of individual employees to work in their established weekends is allowed in exceptional cases stipulated by the current legislation, by written order of the rector or authorized person, with the consent of the trade union committee of employees. Work in a day off may be compensated by the parties’ agreement to provide another day off or in cash in double amount.
2.10. The introduction of the final record of working time, so that the length of working time for the accounting period does not exceed the normal quantity of working hours, is allowed, in agreement with the trade union committee of employees, for the employees of the continuously functioning structural units of the Igor Sikorsky Kyiv Polytechnic Institute, where a daily or weekly working time, established for this category of workers, can not be met according to the conditions of work. The employees of this category are involved in work in generally established days off, holidays, and non-working days. This time is included in the standard of working time. Days off are provided for them with accordance to the schedule. In this case, work on holidays or non-working days is paid for a single hourly or daily rate above the monthly salary (rate). At the request of an employee who works on a holiday or on a non-working day, he may be given another day off.
2.11. Prior to starting work, each employee of the Igor Sikorsky Kyiv Polytechnic Institute (except for academic and teaching staff), is obliged to check in upon arrival to work, and after the end of the working day - check out in a corresponding journal.
2.12. The head of the department develops and coordinates the work schedule of academic and teaching staff in the Igor Sikorsky Kyiv Polytechnic Institute, indicating the employee’s time according to the individual monthly work plan.
2.13. The head of the structural unit is required to organize the record of working time of the subordinate employees.
2.14. A duty of the employees of the Igor Sikorsky Kyiv Polytechnic Institute after the end of working time on days off, holidays, and non-working days may be taken in exceptional cases only with the consent of the trade union committee of employees. It is not allowed to encourage employees to go on duty more than once a month.
2.15. In case of the involvement of employees into duty after the end of the working day, the appearance of the employee with either fixed or irregular working hours on the day of duty is postponed to a later time. The duration of duty or work together with the duty can not exceed the normal duration of the working day.
2.16. Duties on days off, holidays, and non-working days are offset during the following 10 calendar days by the provision of days of rest (days off) of the same duration as the duty.
2.17. The order of holidays’ granting is determined by schedules, which are approved by the rector or an authorized person, in agreement with the trade union committee of employees (trade union representative), and brought to the attention of all employees. When drawing up schedules, the schedule of educational process (workflow), personal interests of employees and the possibilities of their recreation are taken into account.
2.18. The specific period of annual leave is agreed between the employee and the rector or the authorized person within the established holiday schedule.
2.19. The division of annual leave into parts of any duration is allowed at the request of the employee, under the stipulation that the main continuous part thereof will be not less than 14 calendar days.
2.20. The unused part of the annual leave shall be given to the employee, as a rule, by the end of the working year, but not later than 12 months after the end of the working year for which the leave is granted.
2.21. It is prohibited not to provide annual leave of full duration for two consecutive years, as well as the failure to provide annual leave for employees under eighteen years, as well as employees entitled to additional leave due to harmful working conditions.
2.22. Academic and teaching staff is forbidden:
- to change the schedule of classes and the schedule of work at one’s own discretion;
- to lengthen or reduce the duration of classes and breaks between them;
- to delegate the execution of labor duties.
2.23. The involvement of employees in work not stipulated by the employment contract, and the involvement of students into work unrelated to the educational process, may be carried out only with their consent or in cases stipulated by the current legislation.
3. EDUCATIONAL PROCESS
3.1. The organization of the educational process is carried out in accordance with the provisions on the organization of the educational process.
4. PROCEDURE FOR THE RECRUITMENT AND DISMISSAL OF EMPLOYEES
4.1. The employees of the Igor Sikorsky Kyiv Polytechnic Institute are hired in accordance with the employment contracts, contracts, including selection on a competitive basis and as indicated in the current legislation.
4.2. When hiring, the employer shall demand from the person being employed to:
- submit a work-record book drawn up in accordance with the established procedure;
- provide a passport;
- submit a military service record card or a temporary certificate for the persons liable for military service or a certificate of assignment to military recruiting stations for persons of preinduction age;
- Submit a document about education or professional training (diploma, certificate) for those who are hired for work requiring special knowledge (copies of these documents are certified by the personnel and archives department and remain in the employee’s file);
- provide a health certificate, in cases stipulated by the current legislation.
4.3. An employee can not be admitted to work without an employment contract drawn up by the rector's order, and reports from the central executive body on the issues of ensuring the formation and implementation of a state policy on administration of a unified contribution for compulsory state social insurance on the acceptance of an employee to work in accordance with the procedure established by the Cabinet of Ministers of Ukraine.
4.4. Employment (or admission to study) of persons liable for military service and army conscripts is carried out only after their registration for military service in military registration and enlistment office.
4.5. When concluding an employment contract, it is prohibited to require persons, starting work, to provide information about their party, racial, religious and national affiliation, origin, and documents whose submission is not stipulated by the current legislation.
4.6. The positions of academic and teaching staff are replaced in accordance with the current legislation.
4.7. The employees of the Igor Sikorsky Kyiv Polytechnic Institute may have a second job in accordance with the current legislation.
4.8. Employment is formalized by the order of the rector of the Igor Sikorsky Kyiv Polytechnic Institute and is brought to the attention of the employee.
4.9. The maintenance of work-record books is carried out in accordance with the Instruction on the procedure for conducting work-record books at enterprises, institutions and organizations, approved by the joint order of the Ministry of Labor, Ministry of Justice and the Ministry of Social Protection of the Population of Ukraine of July 29, 1993, No. 58.
4.10. Work-record books of persons working part-time are conducted at the primary place of employment.
4.11. Recording the information in the work-record book about a part-time work is carried out at the request of the employee at the primary place of employment.
4.12. For the employees who start work for the first time the work-record book is drawn up not later than five days after hiring.
4.13. The work-record book for persons working on hourly wages is provided if this work is the primary one.
4.14. Employees’ work-record books are stored as documents of strict accountability in the Igor Sikorsky Kyiv Polytechnic Institute.
4.15. Responsibility for the organization of keeping records, storing and issuing work-record books is the responsibility of the rector or the authorized person.
4.16. When hiring or transferring an employee to another job in accordance with the established procedure, the rector or the authorized person is obliged:
- to explain to the employee his rights and obligations and inform the employee about work conditions, the presence at the workplace, where he will work, of hazardous and abusive production factors that have not yet been eliminated, and the possible consequences of their impact on health, about his rights to benefits and compensation for work in such conditions in accordance with current legislation and collective agreement;
- to familiarize the employee with the Statute, the Rules of the internal order, the Collective agreement, the Anti-corruption programme, the Code of Honor of the Igor Sikorsky Kyiv Polytechnic Institute and the Regulation on the objects of intellectual property rights, created in the Igor Sikorsky Kyiv Polytechnic Institute;
- to determine the workplace of the employee, provide it with the tools necessary for work;
- to instruct the employee on safety, occupational sanitation, occupational health and fire safety.
4.17. Termination of an employment contract is carried out on the grounds stipulated by the current legislation and contract terms.
4.18. Termination of an employment contract on the initiative of the employer is allowed in cases stipulated by the current legislation and contract terms.
4.19. Academic and teaching staff may be dismissed due to reduction in the number of employees or staff size, usually only after the end of the studying year.
4.20. Termination of an employment contract is formalized by the rector’s order.
4.21. Upon dismissal, the employee shall properly arrange and hand over a leaving checklist to the Human Resources and Archives Department.
4.22. The rector or authorized person is obliged to issue to the employee a duly recorded work-record book on the day of dismissal and to make payments it in accordance with the current legislation.
4.23. The day of dismissal is the last day of work.
5. MAIN RIGHTS OF EMPLOYEES
5.1. Employees of the Igor Sikorsky Kyiv Polytechnic Institute have the right:
5.1.1. To rest, to healthy and safe working conditions, to unite in trade unions and to resolve collective labor conflicts (disputes) in accordance with the procedure established by law, to participate in the management of the Igor Sikorsky Kyiv Polytechnic Institute, to have social and pension provision in accordance with the procedure established by the current legislation, the right to apply to the court for the resolution of labor disputes, regardless of the nature of the work performed or occupied position and other rights established by the current legislation and the Statute of the Igor Sikorsky Kyiv Polytechnic Institute;
5.1.2. To elect and be elected to a higher body of public self-government, the Academic Council of the Igor Sikorsky Kyiv Polytechnic Institute, faculty / institute.
5.2. Academic and teaching staff has also the right:
5.2.1. For academic freedom, realized in the interests of the individual, society and humanity as a whole.
5.2.2. For academic mobility for professional activities.
5.2.3. To protect professional honor and dignity.
5.2.4. To choose the methods and means of studying that provide the high quality of the learning process.
5.2.5. To ensure the arrangement of appropriate working conditions, increase own professional level, organization of rest and mode of life, established by the current legislation, normative acts of the Igor Sikorsky Kyiv Polytechnic Institute, the terms of an individual employment contract and a collective agreement.
5.2.6. At no additional charge to use library, information resources, educational, scientific, sports, cultural and educational departments of the Igor Sikorsky Kyiv Polytechnic Institute in accordance with the procedure and on the terms specified by the Igor Sikorsky Kyiv Polytechnic Institute.
5.2.7. To protect intellectual property rights.
5.2.8. For training and development, and internship at least once every five years.
5.2.9. For nominal and other scholarships, as well as prizes established by the state, legal and private persons.
5.3. Researchers have also right:
5.3.1. To take a reasoned decision to refuse to participate in scientific (scientific and technical) activities, the results of which may violate the rights of the scientist or another person, society, harm the natural environment or violate the ethical norms of the scientific community.
5.3.2. For material support of research carried out at the expense of the state budget and other sources of financing in accordance with the legislation of Ukraine.
5.3.3. For an objective assessment of their activities and the receipt of material rewards in accordance with the qualifications, scientific results, quality and complexity of the work performed, as well as for the receipt of income or other remuneration from the implementation of scientific or scientific and technical (applied) results of their activities.
5.3.4. To conduct scientific and pedagogical activity, to provide advisory assistance, and to be an expert in accordance with the legislation of Ukraine.
5.3.5. To improve one’s own qualifications.
6. Obligations of the employees of the Igor Sikorsky Kyiv Polytechnic Institute
6.1. The employees of the Igor Sikorsky Kyiv Polytechnic Institute are obliged:
6.1.1. To adhere to the legislation of Ukraine, the Statute of Igor Sikorsky Kyiv Polytechnic Institute, the Code of Honor of the Igor Sikorsky Kyiv Polytechnic Institute, these Rules and other normative documents of the Igor Sikorsky Kyiv Polytechnic Institute.
6.1.2. To follow the Anti-corruption Program of the Igor Sikorsky Kyiv Polytechnic Institute, and take measures to prevent corruption.
6.1.3. To confine oneself to workplace discipline (arrive on time, adhere to the established working hours, use working time to perform employment duties, etc.).
6.1.4. To perform the work stipulated by the employment agreement (contract) in accordance with job descriptions, regulations approved in accordance with the established procedure, the Directory of qualification characteristics of occupations of workers, tariff-qualifying directories of works and professions.
6.1.5. To improve productivity, improve quality of work, work honestly, adhere to workplace discipline, use working time for effective work, timely and accurately execute orders of the Igor Sikorsky Kyiv Polytechnic Institute authorities and the direct manager of the structural unit.
6.1.6. To comply with the requirements for occupational safety and health, occupational sanitation and hygiene, and fire safety, as provided by the relevant rules and regulations.
6.1.7. To keep one’s own workplace, equipment, and inventory in good condition.
6.1.8. To take care of the property of the Igor Sikorsky Kyiv Polytechnic Institute, to spend energy resources economically and rationally, and to instill in students respect for state property.
6.1.9. To take measures for the immediate elimination of circumstances that impede the performance of official duties. In case of impossibility to eliminate these circumstances by one’s own efforts, immediately bring the information about the relevant circumstances to the attention of the manager.
6.1.10. To take all necessary measures to maintain the authority of the Igor Sikorsky Kyiv Polytechnic Institute and protect its business reputation.
6.1.11. To comply with the Code of Conduct of the Igor Sikorsky Kyiv Polytechnic Institute, and the norms of ethics, morality, respect for the honor and dignity of the members of the staff and students, instilling love for Ukraine, educating them in the spirit of Ukrainian patriotism and respect for the Constitution of Ukraine and state symbols of Ukraine.
6.1.12. To avoid illegal and immoral activities, be disciplined and tidy, adhere to the rules of conduct, and maintain a culture of speech.
6.1.13. To take care of honor and dignity of employees and students, as well as to refrain from acts that infringe on the legal rights and interests of the Igor Sikorsky Kyiv Polytechnic Institute.
6.1.14. To promote a healthy lifestyle among students.
6.2. Academic and teaching staff is also obliged:
6.2.1. To provide teaching of the disciplines of the relevant educational program, to conduct scientific activity at high scientific-theoretical and methodological levels.
6.2.2. To increase professional level, pedagogical skills, scientific qualification.
6.2.3. To develop the independence, initiative, and creative abilities of students.
6.2.4. To adhere to the norms of pedagogical ethics.
6.3. Researchers are also required:
6.3.1. To conduct scientific research and (or) scientific and technical (experimental) developments in accordance with concluded agreements (contracts).
6.3.2. To present results of scientific and scientific-technical activity in the form of scientific reports, publications, etc.
6.3.3. To pass the certification according to the established procedure for correspondence with the position occupied.
6.3.4. To constantly improve one’s own qualification.
6.3.5. To adhere to the ethical standards of the scientific community.
7. MAIN OBLIGATIONS OF THE Igor Sikorsky Kyiv Polytechnic Institute
7.1. Igor Sikorsky Kyiv Polytechnic Institute is obliged to:
7.1.1. Provide the necessary organizational and economic conditions for the implementation of educational process at the level of educational standards for the effective work of academic and teaching staff and other employees of the Igor Sikorsky Kyiv Polytechnic Institute according to their specialty or qualification.
7.1.2. Identify the employee’s workplace; provide it with the tools necessary for work.
7.1.3. Improve the educational process, to introduce in practice the best work experience, offers of academic and teaching staff, and other employees, aimed at improving the work of the Igor Sikorsky Kyiv Polytechnic Institute.
7.1.4. Pay wages to employees in due time.
7.1.5. Give vacation to the employees of the Igor Sikorsky Kyiv Polytechnic Institute according to the current legislation and vacation schedule.
7.1.6. Provide safety equipment, occupational sanitation and hygiene, fire safety, proper technical equipment for all workplaces, and the creation of healthy and safe working conditions necessary for employees to fulfill their employment duties.
7.1.7. Observe the conditions of the current legislation, the collective agreement, the Charter of the Igor Sikorsky Kyiv Polytechnic Institute and these Rules.
7.1.8. Improve the system of management, contractual and workplace discipline.
7.1.9. Provide nutritional conditions for students and employees of the Igor Sikorsky Kyiv Polytechnic Institute.
7.1.10. Provide protection of the material base of the Igor Sikorsky Kyiv Polytechnic Institute, order in the territory of the Igor Sikorsky Kyiv Polytechnic Institute.
8. STUDENTS HAVE RIGHT FOR:
8.1. Free choice of study form.
8.2. Safe and harmless conditions of study, work and everyday life.
8.3. Employment in extracurricular time.
8.4. Additional paid leave at the primary place of employment due to studying; reduced working hours and other benefits provided by applicable legislation for persons who combine work with education.
8.5. Free use of libraries, information funds, educational, scientific and sports bases of the Igor Sikorsky Kyiv Polytechnic Institute in the order and on the terms of the Igor Sikorsky Kyiv Polytechnic Institute.
8.6. Gratuitous provision of information for training in accessible formats, using technologies that take into account limitation of life, due to the state of health (for people with special educational needs).
8.7. Use of production, cultural and educational, domestic, recreation bases of the Igor Sikorsky Kyiv Polytechnic Institute in the manner stipulated by the Statute of the Igor Sikorsky Kyiv Polytechnic Institute and the current legislation.
8.8. Provision of a hall of residence for the term of study in accordance with the procedure established by the current legislation.
8.9. Participation in research, developmental works, conferences, symposiums, exhibitions, contests, etc., for presenting one’s own works for publication.
8.10 Participation in events on educational, scientific, research, sports, artistic, public activities conducted in Ukraine and abroad, in accordance with the procedure established by the current legislation.
8.11. Participation in discussion and solving the questions of improvement of educational process, research work, appointment of scholarships, organization of leisure, life, health improvement.
8.12. Participation in public associations.
8.13. Participation in the activities of the bodies of public self-governance of the Igor Sikorsky Kyiv Polytechnic Institute, institutes, faculties, departments, academic council of the Igor Sikorsky Kyiv Polytechnic Institute, student self-government bodies.
8.14. The choice of academic disciplines within the limits provided by the relevant educational program and the work curriculum, making up not less than 25% of the total number of ECTS credits provided for the given level of higher education. At the same time, students of a certain level of higher education have the right to choose the academic disciplines offered for other levels of higher education, in agreement with the head of the corresponding faculty or department.
8.15. Studying at the same time in several educational programs, as well as in several higher educational institutions, on the condition that student receives only one higher education for each degree at the expense of the state (local) budget.
8.16. Academic mobility, including international.
8.17. Receiving social assistance in cases stipulated by the current legislation.
8.18. 8.19. Academic leave or a break in the study with the preservation of individual rights of the applicant of higher education, as well as to resume education in accordance with the procedure established by the central executive authority in the field of education and science.
8.20. Participation in the formation of an individual curriculum.
8.21. Moral and / or material incentives for academic achievement, research and public work, for artistic and sporting achievements, etc.
8.22. Protection against any form of exploitation, physical and psychological violence.
8.23. Free practice in enterprises, institutions, institutions and organizations, as well as for the payment of labor during the performance of production functions in accordance with the current legislation.
8.24. Vacation leave of not less than eight calendar weeks for the school year.
8.25. Obtaining targeted government grants for higher education in accordance with the procedure established by the Cabinet of Ministers of Ukraine.
8.26. Appeals against actions of the Igor Sikorsky Kyiv Polytechnic Institute management bodies and their officials, pedagogical and scientific and pedagogical workers.
8.27. Special training and rehabilitation support and free access to the Igor Sikorsky Kyiv Polytechnic Institute infrastructure in accordance with medical and social testimony in the presence of disabilities due to the state of health.
9. STUDENTS OF THE Igor Sikorsky Kyiv Polytechnic Institute ARE OBLIGED TO:
9.1. Adhere to the Statute of the Igor Sikorsky Kyiv Polytechnic Institute, Regulations on the organization of the educational process, Rules of the internal order in halls of residence, these Rules and legislation of Ukraine, etc.
9.2. Systematically and profoundly acquire knowledge, practical skills in a specialty; work conscientiously on raising one’s own educational, scientific and general cultural level.
9.3 Fulfill the requirements of the curriculum in terms defined by the curriculum of the educational process.
9.4. Attend classes and monitoring activities stipulated by the schedule of educational process.
9.5 Inform dean’s office about the impossibility of attending classes for valid reasons; sit (re-sit) examinations, credits, tests, etc. In case of failure to attend classes or monitoring activities due to valid reasons, the student shall submit duly drawn up supporting documents within 3 days after return to study.
9.6. Exit the study premises in the case of a reasoned request from a teacher if the student’s behavior prevents the conduct of the class.
9.7. Treat the property of the Igor Sikorsky Kyiv Polytechnic Institute (premises, furniture, equipment, inventory, manuals, books, instruments, etc.) carefully and neatly.
9.8. Execute orders of the rector, vice-rectors, deans, heads of structural units, curators and other responsible persons.
10. USE OF OBJECTS AND MAINTENANCE OF ORDER IN THE TERRITORY OF THE Igor Sikorsky Kyiv Polytechnic Institute
10.1. Premises and territory of the Igor Sikorsky Kyiv Polytechnic Institute shall be used in accordance with their functional purpose. Responsibility for the use of premises and territory of the Igor Sikorsky Kyiv Polytechnic Institute, according to the functional purpose, is assigned to the heads of structural units in accordance with the orders of the rector.
10.2 The administration provides preparation of the Igor Sikorsky Kyiv Polytechnic Institute objects for exploitation, their proper exploitation, protection of objects, territory, property, as well as maintenance of order in the territory and on the premises of the Igor Sikorsky Kyiv Polytechnic Institute.
11. RULES OF BEHAVIOR ON THE PREMISES OF THE Igor Sikorsky Kyiv Polytechnic Institute
11.1 During the stay on the premises of the Igor Sikorsky Kyiv Polytechnic Institute students, employees of the Igor Sikorsky Kyiv Polytechnic Institute and third parties (tenants and visitors, etc.) shall adhere to the following rules of conduct:
11.1.1. To adhere to the ethics of business communication, the culture of expression, to prevent the use of expressive and / or obscene words and gestures, expletives, heated discussions, etc.
11.1.2. To adhere to sanitary and hygienic rules and regulations.
11.1.3. To show respect for the personal dignity of a person, his national and religious beliefs, and the reputation of the Igor Sikorsky Kyiv Polytechnic Institute, to show mutual goodwill, exactingness and respect for people, their cultural, national, spiritual and historical values.
11.1.4. Do not use personal electronic devices (player, mobile phone, tablet, etc.) that prevent to conduct classes (provide educational information, and process it by students) and monitoring activities.
11.1.5. To take off a headgear, except for women's hats, on the premises of the Igor Sikorsky Kyiv Polytechnic Institute (except for cases of medical indications and religious beliefs).
11.1.6. To place informational materials (advertising, postcards, etc.) on the premises of the Igor Sikorsky Kyiv Polytechnic Institute only with the permission of the designated person of the Igor Sikorsky Kyiv Polytechnic Institute.
11.1.7. To conduct mass meetings and rallies, and entertainment activities on the premises of the Igor Sikorsky Kyiv Polytechnic Institute only with the permission of the designated person.
11.1.8. To come to the Igor Sikorsky Kyiv Polytechnic Institute in time to be ready for work or study at the beginning of the class or work.
11.1.9. In order to create a scientific and business atmosphere at the university during the educational process, to adhere to sanitary and hygiene norms, to inculcate an aesthetic sense and the clothes culture for employees and students, it is recommended to adhere to the rules of business communication and business dress code, namely: to wear clean, fresh and ironed clothing that meets commonly accepted standards of business style in society.
11.1.10 To take care of honor and authority of the Igor Sikorsky Kyiv Polytechnic Institute, to prevent illegal and immoral acts, to behave worthily on the premises of the Igor Sikorsky Kyiv Polytechnic Institute and in other public places.
11.1.11. To move freely within the territory of the Igor Sikorsky Kyiv Polytechnic Institute, except for those places where it is forbidden to be for safety reasons.
11.2. IN THE Igor Sikorsky Kyiv Polytechnic Institute, IT IS PROHIBITED TO:
11.2.1. Conduct any political campaign and encourage for a violation of law or order.
11.2.2. Apply physical violence, psychological pressure, and cause actual bodily harm. Intimidation and bullying are unacceptable behavior patterns.
11.2.3. To bring and / or drink spirits, alcoholic beverages (except for medicines), to be in a state of intoxication, to bring, use and distribute narcotic drugs, psychotropic substances, as well as smoking blends, to take other actions that entail administrative and / or other legal liability by current legislation.
11.2.4. To smoke on the premises of the Igor Sikorsky Kyiv Polytechnic Institute, including hookah, electronic cigarettes, etc.
11.2.5. To bring explosives, flammable and toxic substances, firearms, pneumatic, gas and cold weapons, as well as other things that are dangerous to others.
11.2.6. To gamble.
11.2.7. To move furniture, equipment, other items of value, to take inventory out of laboratories, educational and other premises without the permission of the administration of the Igor Sikorsky Kyiv Polytechnic Institute.
11.2.8. To damage the property of the Igor Sikorsky Kyiv Polytechnic Institute or use it for other than the purpose specified.
11.2.9. To draw or inscribe on the walls, tables and / or other places on the premises without the permission of the designated person.
11.2.10. To use scooters, bicycles, roller skates, boards and / or similar vehicles on the premises of the Igor Sikorsky Kyiv Polytechnic Institute.
11.2.11. To obstruct passageways, create obstacles for traffic.
11.2.12. To scream, make noise, play musical instruments, use sound reproduction equipment that break the silence and create obstacles to the educational process.
12. INCENTIVES FOR SUCCESS IN WORK AND EDUCATION
12.1. The following incentives can be applied for employees’ exemplary performance of their duties, long and flawless work, innovation and other achievements in the work:
- awarding a certificate;
- bonus pay.
12.2. For the achievement of high results in professional activities, employees may submit to the awarding of state awards, the awarding of honorary titles, state badges, and certificates, other types of moral and material incentives.
12.3. Employees who successfully and conscientiously fulfill their job responsibilities are primarily provided with benefits and social benefits, as well as the benefits of advancement in work.
12.4 The following incentives may be applied to the students for achievement of high results in studies, research work, sports or active participation in social life of the Igor Sikorsky Kyiv Polytechnic Institute:
- bonus pay;
- awarding a certificate;
- awarding a valuable gift;
- awarding a nominal scholarship;
- providing subsidized vacation packages.
12.5 Collective Agreements may provide for other types of incentives for employees and students.
12.6. The incentives are announced by the order of the Rector and are brought to the attention of the Igor Sikorsky Kyiv Polytechnic Institute staff or the corresponding department of the Igor Sikorsky Kyiv Polytechnic Institute therewith making an entry in the work-record book of an employee or in a personal file of a student.
13. PENALTIES FOR VIOLATION OF DISCIPLINE
13.1. For violation of labor discipline, one of the following measures may be imposed on the employee:
13.2. Dismissal as a disciplinary penalty can be applied in accordance with Art. 40, Art. 41 of the Labor Code of Ukraine.
13.3 The rector of the university imposes disciplinary penalties.
13.4 Employees elected to trade union bodies and unrelieved from work activities may not be subjected to disciplinary penalty without the prior consent of the body they are members of; heads of trade unions in the Igor Sikorsky Kyiv Polytechnic Institute subdivisions - without the prior consent of the relevant trade union body of the Igor Sikorsky Kyiv Polytechnic Institute. Prior to the disciplinary penalty, the rector or authorized person shall demand written explanations from the violator of labor discipline. In case of refusal of the employee to provide written explanations, an appropriate act draws up.
13.5 Disciplinary penalties are imposed by the rector immediately after the misdemeanor is discovered, but no later than one month from the day of its detection, not including the time of dismissal of the worker due to temporary incapacity for work or his stay on leave.
13.6 A disciplinary penalty may not be imposed later than six months from the date of the misdemeanor.
13.7. Only one disciplinary penalty is imposed for each violation of labor discipline.
13.8 Disciplinary penalty is announced in the order of the rector and is communicated to the employee against signed receipt within 3 days.
13.9 If during the year from the day of the disciplinary imposition the employee will not be subject to a new disciplinary penalty, this employee will not be deemed to be previously imposed a penalty.
13.10 If the employee did not violate labor discipline and proved to be a conscientious employee, then the penalty may be canceled before the end of a year. During the term of the disciplinary penalty, incentives are not applicable to the employee.
13.11. The rector has the right, instead of imposing a disciplinary penalty, to refer the issue of violations of labor discipline to the consideration of the staff or its body.
13.12. For violations of these Rules by students, measures of public influence may include – remark on inadmissibility of violation of these Rules or one of the measures of penalty:
13.13. When choosing a measure, the charge takes into account the severity of the misconduct, the reasons and circumstances under which it was committed, the previous behavior of the violator, and his psychophysical and emotional state at the time of the misdemeanor and other significant circumstances.
13.14. Students may be expelled in accordance with the current legislation - in agreement with the students' self-government bodies and the trade union committee of students, if they are members of a trade union.
13.15. The expulsion of the student carries out upon the order of the rector. Information about expulsion is then recorded in the personal file of the student.
13.16. Before applying the disciplinary sanction, the rector or authorized person shall demand written explanations from the offender. In case of refusal of the offender to provide written explanations, an appropriate act draws up.
13.17. The rector imposes disciplinary penalties on the submission of the head of the structural unit immediately after the violation is discovered, but not later than one month from the date of its detection, not taking into account the time of the violator’s illness or his stay on vacation. The disciplinary penalty can not be imposed later than six months from the date of the violation.
13.18. Disciplinary penalty is announced in the order of the rector and is communicated to the violator against signed receipt. Information about the disciplinary penalty shall be recorded in the personal file of the student.
13.19 If during the year from the day of the disciplinary imposition the student will not be subject to a new disciplinary penalty, this student will not be deemed to be previously imposed a penalty
13.20 If a student did not admit a new discipline violation and performed his duties conscientiously, the penalty may be canceled before the end of a year.
13.21. During the term of the disciplinary penalty, incentives are not applicable to the student.
13.22. The rector has the right, instead of imposing a disciplinary penalty, to refer the issue of violation of discipline to the consideration of student authorities and the student trade union committee if the violator is a member of the union.
