The seminar "Crisis Management in the Context of Global Socio-Economic Transformations", jointly organized by Igor Sikorsky Kyiv Polytechnic Institute and Poznan University of Technology (PUT), took place on December 5, 2023. This is the second international seminar jointly organized by Igor Sikorsky Kyiv Polytechnic Institute and Poznan University of Technology. The first one took place in the difficult times of blackouts on December 6, 2022. Then the participants discussed the topic "Human, social and economic aspects of security".
The seminar was held within the framework of the NATO Science for Peace and Security Program under the SPS G6119 project "Strengthening the capacity of local communities to cope with crisis situations", which is jointly implemented by the Faculty of Management and Marketing of Igor Sikorsky Kyiv Polytechnic Institute and the Faculty of Engineering Management of the PUT. It was held online.
The co-organizers of the seminar were: from Igor Sikorsky Kyiv Polytechnic Institute - the Department of International Economics of the Faculty of Management and Marketing together with the Faculty of Sociology and Law, from the side of the PUT - the Department of Entrepreneurship and Business Communication of the Faculty of Management Engineering. The main topics of discussion were the problems of behavioral principles of anti-crisis management of local communities; anti-crisis management at the local level and its practical aspects; building the entrepreneurial potential of local communities in the post-war context.
Participants were greeted by Dean of the Faculty of Management Engineering of the PUT Hanna Vlodarkevych-Klimek, Vice-Rector for Educational Work of Igor Sikorsky Kyiv Polytechnic Institute Anatoliy Melnychenko, Dean of the Faculty of Management and Marketing of Igor Sikorsky Kyiv Polytechnic Institute Maryna Kravchenko, Director of the Institute of Management and Information Systems of the PUT Yoanna Kalkovska, and Associate Professor of the Department of Entrepreneurship and Business Communications of the Faculty of Management Engineering of this university Oksana Erdeli.
A special feature of this year's seminar was the invitation of the head of the district most affected by the aggressive russian invasion of Kyiv region, acting head of the Bucha district council Vladyslav Khakhulin. Also present was Serhiy Pidlisnyi, head of the legal department of the Bucha District Council.
The seminar was divided into three sections: "Behavioral aspects of anti-crisis management of local communities" (moderated by Professor Magdalena Vyrvitska of the PUT), "Anti-crisis management at the local level: practical aspects" (moderated by Associate Professor Grzegorz Dachlke of the PUT) and "Building the entrepreneurial potential of local communities in the post-war context" (moderated by Professor Serhiy Voitko of the KPI).
At the first section, Professor of the Department of Entrepreneurship and Business Communication at the PUT Yevhen Revtyuk made a presentation on "Trust in State Institutions in Poland and Ukraine", and Malgorzata Pavlak, Director of the District Labor Office in Poznan, presented a report on "Solidarity with Ukraine Program as a comprehensive assistance to Ukrainian citizens in entering the labor market".
In the second section, Grzegorz Dachlke delivered an extremely relevant report "Preparing for Emergency and Crisis Situations. Analyzing the vulnerability of society to disruptions in the functioning of critical infrastructure". The second report was "Civil Protection in Poland. Problems. Between Opportunities and Expectations", prepared by Pawel Kurosh, Director of the Security and Crisis Management Department of the PUT.
The third section was devoted to the situation of internally displaced persons and issues related to their financial and social security. We focused on the Bucha district. The plan for the reconstruction and further development of this district for the period 2023-2027 was considered. The participants also paid attention to the analysis of available sources of assistance, support from the state, foreign partners and private structures. They also discussed the restoration and repair of administrative buildings and social infrastructure, as well as improving public services. The speakers were Associate Professor Yaroslava Glushchenko from the Department of International Economics at Igor Sikorsky Kyiv Polytechnic Institute and Vladyslav Khakhulin. They prepared a keynote presentation entitled "The Concept of Socio-Economic Revival of the Bucha Community". The participants were able to better understand the essence of crisis management and the problems of restoring the regions most affected by the hostilities and occupation by Russia. They also discussed the current issues of ensuring effective crisis management in the face of emergencies, economic and social changes. The strengths and weaknesses of Ukraine and Poland in risk management and in building the entrepreneurial potential of local communities in Ukraine for post-war reconstruction were also discussed.
Thus, the seminar was an important step in deepening the understanding of crisis management mechanisms.
