Rector's report of M.Z. Zgurovsky for consideration at the session of the professors and lecturers of Igor Sikorsky Kyiv Polytechnic Institute on August 28, 2020

Dear lecturers, scientists, staff!

Let me congratulate you on the twenty-ninth anniversary of the proclamation of Ukraine’s independence and the one hundred and twenty-second anniversary of the founding of the Igor Sikorsky Kyiv Polytechnic Institute.

Unfortunately, the unfavourable epidemiological situation in the country does not allow us to traditionally get together to hold a regular session of the professors and lecturers of Igor Sikorsky Kyiv Polytechnic Institute. Therefore, for the first time in many years, you can get acquainted with the report at the session of professors and lecturers of Igor Sikorsky Kyiv Polytechnic Institute in its printed and electronic versions. Your remarks and suggestions for further work of the university are asked to be presented in the session module of the professors and lecturers in the automated system "Electronic Campus".

The coronavirus crisis came as a surprise not only to Ukraine but to the entire world community. In a short time it forced to significantly restructure the activities of almost all parts of society, changing the nature of production processes and human communications. According to the World Bank, the world economy fell by 3% and the Ukrainian economy by 7.2%. The education system of most countries, as well as Ukraine, was forced to move mainly to distance and blended forms of learning during the COVID-19.

Against the background of these destabilizing factors during the last year there have been significant changes in the higher education system of the country, which directly affects the conditions of functioning of the Higher education institutions. Universities are transferred to formula funding, which is determined by the quality of their work and a clear demand for the results of this work by the economy and society. The quality of work of Higher education institutions will be determined by monitoring the real competitiveness of their graduates in the labour market and the results of accreditation of educational programs by the National Agency for Higher Education Quality Assurance. The state order of universities will depend on it andwill be determined on a competitive basis. In order to obtain the status of a scientific institution, which will also have a significant impact on the funding of universities, they must undergo scientific certification according to the same requirements as the institutions of academies of sciences.
