On November 21 the students of the faculty of sociology and law of Igor Sikorsky Kyiv Polytechnic Institute was found with a group of employees of the Ministry of internally displaced from the occupied territories persons, refugees and accommodation of Georgia, headed by Minister Sozar Subari and the Minister of the temporarily occupied territories and internally displaced persons of Ukraine Vadym Chernysh.
The meeting was organized for students of the new master's program on FSP "conflict Resolution and mediation".
The Sozar Subari, told the participants about the experience of Georgia in overcoming the problems of refugees and internally displaced persons. This experience for Ukraine is important and instructive, because of the trials endured by the people who are in the occupation of Crimea and fighting in Eastern Ukraine were forced to leave their homes, very similar to those faced by the citizens of Georgia, of which the war of 1992-1993 and 2008 were also deprived of a roof over your head.
On the scale of the problems it had to solve Georgia, evident in statistics provided by Sozar Subari, now occupied 22% of the country, and the category of internally displaced persons owns 7% of its population. "The main task – to return our territory. But we can't forget about the people who left them and today have no housing. So we decided to begin extensive construction to ensure their apartments and houses," – he explained one of the main tasks in which it now operates by Ministry. Today, housing has already provided 42% of families of refugees and internally displaced persons. Finally, he said, the problem needs to be solved for two or three years. Moreover, even after release the relatives for these people, cities and villages new housing will remain in their property.
And yet, he talked not only about the current problems of their country, but about what preceded their appearance, and the circumstances of the recent history of Georgia. He talked without hiding any of the achievements of the previous years, serious mistakes, which made the leadership of the state. It was a story not a passive witness but an active participant in many events that changed the history of Georgia: a student a Sozar Subari participated in social movements, then, with weapons in hands defended its territorial integrity during the war 1992 – 1993, he worked in non-governmental organizations and the media, in the middle of the two thousandth was the defender (as in Georgia called the office of the Ombudsman), in 2012 – 2013 he headed the Ministry of corrections and legal assistance of Georgia, and his current position is with 2014. So his arguments about the issues that still need to be resolved in his country and how exactly this should be done are expert assessments and, at the same time, successful practices.
Quite frankly Sozar Subari, responded to students ' questions. In particular, answering the question about the mistakes of the leaders, who headed the government, he said that one of the factors of growth of separatist sentiment in the occupied regions was the lack of friendly dialogue between the authorities and than immediately it was used by Russia. And speaking of painful problems in the field in which he is engaged, among the most important he called the issue of creating jobs for displaced persons. In General, communicating with students, the Minister of internally displaced from the occupied territories persons, refugees and accommodation of Georgia told a lot of things that may be useful for future specialists on conflict management and mediation.
About the need to consider the experience of Georgia in Ukraine, said after the speech Sozar Subari, the Minister of the temporarily occupied territories and internally displaced persons of Ukraine Vadym Chernysh. Working with refugees, according to his words, that is overcoming the negative consequences of conflicts, which develop according to certain laws and, at times, artificially heated not only from within but also from outside. Therefore, you should know these laws and methods of conflict prevention, to borrow the experience of others, actively use this knowledge in actual practice.
"I am absolutely convinced that the exchange of experience on overcoming the acute problems, which was discussed today, will strengthen our cooperation and friendship.
