1. General terms

1.1 Accommodation of students, postgraduates, students of preparatory department of faculties (institutes) is provided with warrants (referrals) on condition that it had been approved by the Trade Union Student Committee and Campus Student Council. An agreement (contract) is signed at the time of housing.

1.2 A person who settles in the hostel is obliged to personally present a passport to the passport registration officer of the dormitory, and give hostel head (warden of the hostel) a warrant which certifies the right to take a place in a hostel. The room must be prepaid, at least a month in advance. The person must be trained on techniques of fire safety, operating with electrical appliances, household radio and gas equipment, as well as the use of elevators (if they are available in the dormitory). He must learn the rules of internal regulations, including the procedure of eviction from the hostel. Instruction is carried out by hostel head (warden of the hostel) and is confirmed by the signature of the dweller in a special journal.

2. Living conditions

2.1. Entrance and exit of the hostel dormitory is possible exclusively with the help of passes.

2.2. Residents of the dormitory are given a resident pass.

2.2.1. Resident pass is property of NTUU "KPI".

2.2.2. Pass is given for a period of residence in a hostel for the academic year.

2.2.3. It is prohibited to give the pass to other persons for use.

2.2.4. The resident is obliged to follow the serviceability and integrity of the pass.

2.2.5. In case the integrity of the permit, graphic image, or electronic component was damaged, or the pass was lost, the resident is required on the same day but not later than 16:00 of the next working day to compensate the cost of the pass to the university and have a new pass issued.

2.2.6. When evicted from the hostel or moving away for vacation the hostel resident is obliged to give the pass to the head of the hostel.

2.3. For relatives who came to the residents of the hostel a guest pass is issued.

2.3.1. A guest pass is property of NTUU "KPI".

2.3.2. Guest pass is issued in the department of campus accommodation for a period of the guest`s stay with the dormitory resident.

2.3.3. It is prohibited to give the pass to other persons for use.

2.3.4. Hostel resident is obliged to give a guest pass to head of the hostel on the day of guest's check-out, but no later than at 10:00 the next working day. If the day when the guest is checking out falls on a non-work day, guest pass must be given to the hostel controller.

2.3.5. In case the integrity of the permit, graphic image, or electronic component was damaged, or the pass was lost, the resident, whom the guest had visited, is required on the same day but not later than 10:00 of the next working day to compensate the cost of the pass to the university, and if necessary, have it updated.

2.4. A visitor who came to the hostel resident is given a visitor pass.

2.4.1. The pass is property of NTUU "KPI".

2.4.2. The pass is issued by controller at the entrance control post of the hostel for a period of visitor`s stay at the resident of the hostel.

2.4.3. It is prohibited to give the pass for other persons for use.

2.4.4. Hostel resident is obliged to show the visitor out till 23:00 and give the pass to controller of the hostel.

2.4.5. In case the integrity of the permit, graphic image, or electronic component was damaged, or the pass was lost, the resident, who had the visitor, is required on the same day but not later than 10:00 of the next working day to compensate the cost of the pass to the university, have it renewed, and return to the entrance control post of the hostel.

2.5. The entrance to the hostel is permitted:

2.5.1. Freely for the residents of the hostel upon presentation of the permit;

2.5.2. From 01:00 to 06:00 with a record in a special journal with further consideration at a meeting of the Coordinating Council, accommodation commission of the faculty/institute or hostel student council, where reasons of late arrival to the hostel and implementation of appropriate measures will be discussed;

2.5.3. For visitors - from 8:00 to 22:00. At the entrance to the hostel the visitor leaves an identity document and he is recorded in the book of visitors. Hostel resident is required to personally meet the guest, give his pass to hostel controller,  and show the guest out when leaving the hostel. Residents, who invited the guests, bear the responsibility for visitors` leaving the hostel on time and their compliance with rules of internal regulations. Visitors must leave the hostel not later than 23:00.

2.6. In each room, where the students live, there is a  person (monitor) responsible for the implementation of fire safety rules, as well as rules of internal regulations in dormitories of the NTUU "KPI".

3. The rights and responsibilities of the dormitory residents

3.1. The residents of the hostel are entitled to:

3.1.1. Use the educational, cultural, community and sports premises, equipment and property of the hostel;

3.1.2. Require timely repair or change of equipment, furniture, bed-linen, as well as clear the faults of domestic equipment;

3.1.3. Elect student council of the hostel and to be elected to its membership;

3.1.4. Via student council of the hostel to participate in solving issues connected with the improvement of living conditions, organization of educational work and leisure activities, work of the staff etc.

3.2. The residents of the hostel are obliged to:

3.2.1. Know and strictly comply with internal regulations; 3.2.2. Pay for living in accordance with the provisions of payment;

3.2.3. Maintain cleanliness and order in their rooms, blocks and public places;

3.2.4. To participate in public service (two hours per month) for the direct benefit of the dormitory and campus residents;

3.2.5. Take care of the state property - premises, equipment, and property of the hostel, use heat, electricity, gas, and water economically;

3.2.6. Ensure the availability of duplicate keys to the rooms and dormitory block for the head of the hostel and in case of their absence or replacing door lock to give the appropriate duplicate;

3.2.7. Apply for repair of electric, sanitary equipment and furniture timely;

3.2.8. Notify the head of the hostel and student hostel council of all emergencies in the hostel immediately;

3.2.9. Refund caused material damage according to the current legislation;

3.2.10. Comply with safety laws and, fire safety regulations when using electric and gas appliances. Additional electrical household appliances and radio, computer and other devices of hostel residents are to be registrated by head of the hostel;

3.2.11. At the end of study or in case of early deprivation of the right to stay in a hostel to give in the state property that was in use and the room in neat and appropriate state and move out of the dormitory during 2-week period from the  issuance date of order or instruction;

3.3. Residents of the hostel are prohibited to:

3.3.1. Move from one room to another unauthorizedly.

3.3.2. Penetrate and facilitate the penetration of other persons to the hostel outside the entrance control post.

3.3.3. Give a hostel pass to other persons.

3.3.4. Process and transfer equipment and furniture from one room to another or take them out from work rooms without permission of head of the hostel.

3.3.5. Remodel and repair electrical equipment.

3.3.6. Use electro-heating appliances and electric cookers in dwelling rooms.

3.3.7. Turn 2 kW (and more) power electrical devices, simultaneously switch on electrical appliances of total 2 kW (and more) capacity in a room, plug in electrical appliances of total capacity of 2 kW (and more) in a single socket.

3.3.8. Carry out electrical work in the rooms and dormitories.

3.3.9. Hold mass events in the dormitory and the surrounding area without written permission of the head of the hostel.

3.3.10. Keep unauthorized persons after 23:00 without written permission of the head of the campus.

3.3.11. Take any actions that endanger life and health of people or can cause damage to property, equipment of the hostel and university.

3.3.12. Store and use alcoholic beverages (including low-alcohol beverages), narcotic and toxic substances, store devices and their parts for  use of narcotic, toxic and tobacco containing substances, be in the dormitory in state of  intoxication after consuming alcohol, drugs, toxic or other intoxicating substances.

3.3.13. Organize and participate in gambling.

3.3.14. Keep edged, air-powered weapons and firearms.

3.3.15. Smoke.

3.3.16. Break the silence from 22:00 to 08:00 hours.

3.3.17. Turn radio, computer and audio equipment in volume, exceeding the audibility of the room.

3.3.18. Keep pets in the hostel.

4. Encouragement and penalties

4.1. For active participation in cultural events, works to maintain proper condition of the room, dormitory and the surrounding area, residents of the hostel can be encouraged.

4.2. For violation of "Rules of Internal Regulations in Student Dormitories of the NTUU "KPI" "and for actions incompatible with the title of the student, the residents are imposed following penalties:

  • reprimand;
  • rebuke;
  • impossibility of accommodation to the hostel for the next academic year;
  • termination of the agreement (contract) on residence;
  • expulsion from the university.

4.3. In due course encouragement and penalties concerning residents of the dormitory are announced by vice-rector for scientific and pedagogical work, dean (head of the institute), head of the campus in agreement with the Trade Union Committee of Students and Campus Student Council.
