On the 6th of September principal of the NTU "Igor Sikorsky Kyiv Polytechnic Institute" Mykhailo Zghurovsky met with the representatives of the student's government.
Also meeting was attended by vice-rectors, scientific secretary, campus director and chairman of the trade union of employees of the university.
At the suggestion of the principal, communication was held in the format of questions and answers.
The first subject that participants discussed was naming university after Igor Sikorsky and the procedure by which it was conducted. The Principal told about the circumstances in which came up the idea of assigning KPI the name of one of its most famous students: this was related to the plans of the previous Ministry of Education and Science of Ukraine governance to abolish the status of "National" for all universities that it had. It means that the name of university should have been changed in any case. "This gave impetus to our university community to start thinking about how to act on this occasion, - mentioned Mykhailo Zghurovsky, - to keep the name "Kyiv Politechnic" or take an advantage of this opportunity and add something important to it.
The idea of naming the university after one of its most notable student was discussed at the session of Administrative Council and submitted for consideration of Academic Council of university. On the 14(th) of March MMI performed with a proposal of assigning the name of Igor Sikorsky to university. Then at the meeting it was decided to put the issue to a broad discussion on the scientific councils of faculties and institutes, which by the way include 10% of students representatives.
In general, as principal explained , everything was done in accordance with the procedure laid down by law. More detailed about what standards and what legal documents guided the headship of university when deciding on assigning the name of Sikorsky to university, told Scientific Secretary Anatoliy Melnichenko. As for the students allegedly ignorance, about which activists said at the meeting and wrote in social networks, it is, according to the principal, not least of all appeared because of incomplete understanding of their functions and not very precise fulfillment of their duties by students representatives in the administration, considering that they should inform their comrades on all questions of university life. "Students delegated to some authorities are obliged to communicate with those who elected them there".
Also, in order to refute some distorted during discussions in social networks facts about education in the KPI and activities of Igor Sikorsky, the principal told about his life and achievements and stressed that this figure worthy that his name was immortalized in the designation of the KPI.
As well the participants of the meeting discussed problems of violation of the rights of students during recruitment to the Armed Forces of Ukraine. These things happened during the last recruiting campaign, so literally they had to be hastily dealt with. However, in the end, agreement was reached with city military commissariat and with the one in Solominskiy district that further such thing will not be allowed. Moreover, from now on the meetings with commissariat representatives during delivering agendas to students must be present vice-rector on educational work Petro Kirichok.
One of the questions that interested students was the construction of a new dormitory.
The answer was somewhat broader, because it affected solving all housing problems not only for students but also for teachers. These problems are solving through the implementation of investment projects. In KPI, as principal stated, these projects are only social. Besides, decision whether the university should take part in it, is taken by the appropriate governmental commission, composed of student representatives, trade union organizations of various faculties, representatives of business services, lawyers and others. "As a matter of principle, in this model acting illegally and improperly is impossible", - said Mykhailo Zghurovsky. More information on investment projects of the university told the chairman of the employees trade union Vitaliy Molchanov.
In particular, he said that now is being completed a dormitory for 500 persons on the Vyborzka street and it must be put into operation in 2017.
Quite a lot was said during the meeting about the full transition of faculties and institutes on electronic schedule, not duplicating it with usual paper versions, that previously were hung near the dean's offices. One reason for this, as informed participants first vice-rector of the university Yuriy Yakimenko, - is the task of transferring KPI information structure into the network and the extension in the use of "electronic campus".
Among other issues, of overcoming which student wanted to know, were the questions of allotment of space for students council on several faculties, completion of the courtyard in the pavilion number 1, finishing the refurbishment of dormitories with energy-saving equipment, replacement of windows and so on. All these issues as principal assured, will be transferred to the heads of relevant departments and will stay under control until their resolution.
Totally separate topic was payment for lodging in dormitories. It significantly increases.
Though, according to the director of the campus Alexander Ishchenko, the university decided that in September students will pay according to the old fares. At the same time KPI and other 14 Ukrainian universities appealed to the government demanding to increase budgetary subsidies on utilities for educational institutions. Further, there are two options: the first - if the government agrees with these requirements, fares for students will not go up, second - if it doesn't happen, the worst options are possible up to closing dormitories in winter because of inability to pay the bills for heat. So today everybody is actively working to prevent the second option.
In this context, the principal praised activity of student union and its members, who apart from taking part in all local and national events concerning protecting the rights of students, not once have initiated solutions to such problems before the government. Chairman of the student union Andriy Havrushkevich, in his turn, invoked students to declare their position not just by sitting at a computer keyboard, but also through participation in public events, aimed at real solutions to their problems.
Among other questions discussed in this conversation, were mobile service quality in academic buildings and providing Internet to dormitories by KPI-Telecom. As Mykhailo Zghurovsky explained, unlike other companies-providers, the activity of KPI-Telecom related not only to providing Internet, but also to developing Information Network of the university. Therefore, not always there are enough resources to cope with both these tasks at once. Nonetheless the situation is improving, albeit not as fast as desired. But compared to what was several years ago, this improvement is very noticeable. However, the issue of quality is the most important, and it will be given maximum attention. "Quality of KPI-Telecom services greatly depends on the frequency of our meetings" - noted during this conversation vice-rector of future development Oleksiy Novikov and reminded that in previous term such meetings were held once a week and should be resumed.
The principal gave the full answer to the question of the final implementation of the Bologna system in the KPI. He described the features of the system and told how it is implemented in different countries. He also dwelt on the prospects of the full providing student mobility in our circumstances and noted that until our country is not a member of the European Union - to achieve this impossible.
And finally on the question about the prospects of saving part of the dormitory number 12 for students of ITS answered first Vice-rector Yuriy Yakimenko. He described the work regarding transmission of all dormitory areas for the needs of students of this university department.

6 вересня ректор НТУУ "КПІ ім. Ігоря Сікорського" Михайло Згуровський зустрівся з представниками студентського активу університету.
У зустрічі також взяли участь проректори, вчений секретар, директор студмістечка та голова профкому співробітників університету.
За пропозицією ректора, спілкування пройшло у форматі запитань та відповідей.
Першою темою, яку порушили учасники, стала тема присвоєння університету імені Ігоря Сікорського та процедури, за якою це проводилося. Ректор розповів про обставини, за яких виникла ідея про присвоєння КПІ імені одного з його найвідоміших вихованців: це було пов'язано з планами попереднього керівництва МОН України скасувати статус "Національний" для всіх вишів, які його мали. Тобто, назва університету мала б бути зміненою в будь-якому разі. "Це дало поштовх для того, щоб наша університетська громада почала думати, як у цьому випадку діяти, – зауважив Михайло Згуровський, – залишити назву "Київський політехнічний" чи, можливо, скористатися цією нагодою і щось важливе додати до неї". Їдею присвоєння університету імені одного з його відомих вихованців було обговорено на засіданні Адміністративної ради і винесено на розгляд Вченої ради університету. 14 березня з пропозицією присвоїти університету ім'я Ігоря Сікорського виступив ММІ. Тоді ж на засіданні було прийнято рішення винести це питання на широке обговорення на вчених радах факультетів та інститутів, до складу яких, до речі, входить і 10% представників студентства.
Загалом, як пояснив ректор, усе було зроблено відповідно до процедури, визначеної законодавством. Докладніше про те, якими нормами і якими нормативно-правовими документами керувалося керівництво університету при вирішенні питання щодо присвоєння вишу імені Сікорського, розповів вчений секретар Анатолій Мельниченко. Що ж до буцімто непоінформованості студентів, про яку писали в соцмережах і говорили на зустрічі активісти, то вона, за словами ректора, не в останню чергу виникла через неповне розуміння своїх функцій і не зовсім чітке виконання представниками студентства в органах управління університету своїх обов'язків, адже вони мусять інформувати своїх товаришів про всі питання університетського життя. "Студенти, делеговані до якихось органів, обов'язково мають спілкуватися з тими, хто обрав їх туди".
А ще, задля того щоб спростувати деякі викривлені під час обговорення в соцмережах факти щодо навчання в КПІ та діяльності Ігоря Сікорського, ректор розповів про його життя та досягнення і наголосив, що ця постать гідна того, щоб його ім'я було увічнено в назві КПІ.
Торкнулися учасники зустрічі й проблеми порушення прав студентів під час призову до лав Збройних сил України. Такі факти мали місце під час останньої призовної кампанії, тож їх доводилося вирішувати буквально в пожежному порядку. Проте, врешті-решт, було досягнуто домовленостей з міськвоєнкомом і воєнкомом Солом'янського району, що надалі подібні речі допускатися не будуть. Понад те, відтепер на зустрічах з представниками військкомату під час вручення повісток студентам обов'язково буде присутнім і проректор з навчально-виховної роботи Петро Киричок.
Одним із питань, які цікавили студентів, було питання будівництва нового гуртожитку. Відповідь на нього була дещо ширшою, адже торкнулася вона взагалі вирішення житлової проблеми не лише студентів, але й викладачів. Розв'язуються ці проблеми завдяки реалізації інвестиційних проектів. У КПІ, як підкреслив ректор, такі проекти мають виключно соціальний характер. Понад те, рішення про участь у них університету приймаються відповідною громадською комісією, до складу якої входять представники студентства, профспілкових організацій різних факультетів, представники господарських служб, юристи та інші. "В такій моделі чинити незаконні, непрозорі, некоректні дії неможливо в принципі", – сказав Михайло Згуровський. Докладніше про інвестиційні проекти університету розповів голова профкому співробітників Віталій Молчанов. Зокрема, він повідомив і про те, що нині добудовується гуртожиток на 500 місць по вулиці Виборзькій, і його мають здати в експлуатацію в 2017 році.
Доволі багато говорилося під час зустрічі про повний перехід факультетів та інститутів на електронний розклад занять без дублювання його звичними для всіх паперовими варіантами, які раніше вивішувалися біля деканатів. Однією з причин цього, як повідомив учасникам перший проректор університету Юрій Якименко, – є завдання переведення інформаційної структури КПІ в мережу і поширення сфери використання системи "Електронний кампус".
Серед інших проблем, про хід подолання яких хотіли дізнатися студенти, були питання виділення приміщень для роботи студрад кількох факультетів, завершення будівництва у внутрішньому дворику в корпусі №1, завершення переобладнання гуртожитків енергоощадним обладнанням, заміни вікон тощо. Всі ці питання, як запевнив ректор, будуть передані керівникам відповідних підрозділів і перебуватимуть на контролі до повного їх вирішення.
Окремо йшла мова про оплату проживання в гуртожитках. Вона суттєво зростає. Утім, за словами директора студмістечка Олександра Іщенка, в університеті прийнято рішення, що за вересень студенти платитимуть за старими тарифами. Водночас КПІ, а разом з ним ще 14 українських вишів, звернулися до уряду з вимогою підвищити бюджетні дотації на оплату комунальних послуг для навчальних закладів. Надалі існує два варіанти: перший – якщо уряд погодиться з цими вимогами, тоді для студентів тарифи підвищуватися не будуть, другий – якщо цього не буде, можливі найгірші варіанти, аж до закриття гуртожитків узимку через неможливість сплати рахунків за тепло. Тож нині ведеться активна робота, щоб другий варіант унеможливити.
У цьому контексті ректор високо відгукнувся про діяльність студентської профспілки та її активістів, які не лише беруть участь у всіх міських і загальнодержавних заходах щодо захисту прав студентів, але й неодноразово ініціювали вирішення таких питань перед урядом. Голова студентської профспілки Андрій Гаврушкевич, у свою чергу, закликав студентів заявляти про свою позицію не лише сидячи за клавіатурою комп'ютера, але й шляхом участі в громадських акціях, спрямованих на реальне вирішення їх проблем.
Серед інших проблем, що обговорювалися під час цього спілкування, були питання якості мобільного зв'язку в навчальних корпусах і забезпечення Інтернетом гуртожитків компанією КПІ-Телеком. Як пояснив Михайло Згуровський, на відміну від інших компаній-провайдеров, діяльність КПІ-Телеком стосується не лише забезпечення Інтернетом, а й розвитку інформаційної мережі університету. Тому й не завжди у цього підрозділу вистачає ресурсів на вирішення зразу обох цих завдань. Однак ситуація нехай і не так швидко, як хотілося б, але поліпшується. А якщо порівняти з тим, що було кілька років тому, це поліпшення є дуже помітним. Утім, питання якості є найважливішим, і йому буде приділено максимальну увагу. "Якість послуг КПІ-Телекома суттєво залежить від частоти наших зустрічей", – зауважив під час цієї розмови проректор з перспективного розвитку Олексій Новіков, і нагадав, що такі зустрічі в минулому семестрі проводилися раз на тиждень, тож варто їх поновити.
Розгорнуту відповідь на запитання про остаточне впровадження в КПІ Болонської системи дав ректор. Він розповів про особливості цієї системи і про те, як її впроваджено в різних країнах. Він також зупинився на перспективах повного забезпечення студентської мобільності в наших умовах і зауважив, що доки наша держава не стала членом Європейського Союзу, домогтися цього неможливо.
І наостанок на запитання щодо перспектив збереження частини гуртожитку №12 за студентами ІТС відповів перший проректор Юрій Якименко. Він розповів про роботу щодо передання усіх приміщень цього гуртожитку для потреб студентів цього підрозділу університету.
Підсумки зустрічі підбив ректор університету Михайло Згуровський. І завершилася вона оплесками усіх присутніх.
