In today's environment, higher education requires not only compliance with legal requirements, but also a high level of internal responsibility from each employee. That is why our KPI has begun to implement the “compliance + values” approach, which is recommended by the Organization for Economic Cooperation and Development (OECD, 2020) as one of the most effective ways to strengthen integrity in public sector organizations.

This approach involves a harmonious combination of external regulatory mechanisms (compliance), which ensure clarity, predictability, and control over compliance with rules, with the development of internal values that form a culture of ethical behavior based on beliefs, responsibility, and personal initiative.
The formation of a culture of integrity in this format has several key advantages:
– the risk of a formal attitude towards ethical standards is reduced – employees act not only according to instructions, but also with an understanding of their social significance;
– Strengthens public trust in the institution – transparency and accountability become real, rather than declarative, principles;
– Creates a stable environment of integrity in which lawful and ethical behavior becomes an integral part of the organizational culture.
In the near future, KPI plans to hold a series of events aimed at implementing this approach. “We believe that only a combination of clear rules and the internal convictions of employees can guarantee the effective and honest work of KPI. It is this approach that allows us not only to combat manifestations of dishonesty, but also to systematically prevent them,” emphasizes University Rector Anatoliy Melnychenko.
The implementation of the “compliance + values” principle is not a one-time event, but a long-term strategy aimed at increasing institutional stability, strengthening trust, and establishing high ethical standards in daily work.
