According to the results of the competition of the National Agency for Civil Service “The best practices for introducing educational innovations in professional training of civil servants” Igor Sikorsky Kyiv Polytechnic Institute took the third prize for preparing master’s courses in “Public Administration and Administration” in the field of study “Public Administration and e-Government”.
The competition was organized in the framework of the Council of Europe Programme “Enhancing decentralisation and public administration reform in Ukraine” in order to select, celebrate and disseminate best practices for introducing educational innovations in professional training of civil servants.
More than 40 applications were submitted in four nominations: “Training in master’s course 281 “Public Administration and Administration” in the field of study “Public Administration and Administration”, “A refresher course for civil servants, heads of local state administrations, their first deputies and deputies”, “A refresher course for local government officials and deputies of local councils”, “A refresher course for civil servants, heads of local state administrations, their first deputies and deputies, local government officials and deputies of local councils under quarantine”.
The competition commission evaluated the applications according to the following criteria: innovation (novelty of educational practice, its justification); effectiveness (degree of achievement of certain goals, productivity); efficiency (achieving better results at lower cost); results sustainability (improvement opportunity, usefulness for the development of the vocational training system and improving the quality of educational services).
The scientists of the Department of Theory and Practice of Management, Professor Svitlana Chukut and Associate Proffesor Yevheniia Arkhypova, presented their educational innovation program (EIP) “Master, research and implement!”- the winner program at the competition. Its main goal is to develop students' ability to identify problems and solve complex problems that may arise in public administration, e-government and e-democracy in particular.
According to Acting Head of the Department of Theory and Practice of Management Olga Ivanytska, Doctor of Science in Public Administration, the EIP “Master, Experiment and Implement!” combines the four main components of the educational process: knowledge acquisition, experience gaining, research and effective communication. Students studying at the department in the master's course “Public Administration and e-Government”, even within the university, take an active part in developing proposals to improve the activities of public authorities and local governments, as well as conducting communication campaigns using electronic communications.
‘Effective public administration begins from university and students’ creative mastery of a set of knowledge, skills and abilities, which will then be transformed into the practice of effective management decisions. This way the competition fosters professional training improvemnent of future civil servants and local authorities and disseminating of positive innovation experiences,’ said the academic.
