A wrap-up meeting of working group in the matter of development of university’s asset complex during the period of time from 1972 to 2019 took place on 22 February. It was created for checking information that was mentioned in Semen Schyrochyn’s lection «Architecture of Igor Sikorsky Kyiv Polytechnic Institute» and also in his article in one of the internet sources. The working group signed into power a stable document where it summed up its results (a copy of the document with work group members’ signs is added).
During discussion of the document the working group’s members raised a question about necessity of legal assessment about activity of former Vice-Rector of Igor Sikorsky Kyiv Polytechnic Institute Eduard Nazarenko. Because of his irresponsibility the project of general layout wasn’t prepared in accordance with features of land reform in 1990 and wasn’t confirmed in appropriate way, and that in its turn led to slowdown in further development of the university.
The working group also paid attention to possible Eduard Nazarenko’s abuse of rights in the matter of unreasonable charging off air field-and-track management, efforts to subtract a part of academic building №19 in favor of private company «Naftohim» and building of multilevel sheds at Igor Sikorsky Kyiv Polytechnic Institute’s territory. The working group’s members think these facts have features of criminal acts and can interest human rights bodies.
The working group’s head, authorized person in the matter of internal auditing of the university Sergiy Ohinskyi underlined that the issue about possible E. Nazarenko’s abuses of rights will be additionally examined and after that can be adopted a decision about appropriate material transfer to human rights organs. It can lead a former civil servant to criminal sanctions.
Therefore, Sergiy Ohinskyi as the authorized person in the matter of internal auditing of the university obligated to examine these issues relating to details involving qualified experts, to report at Academic Board of the university and if it’s necessary to pass the materials to human rights organs.
