The main task of the department is the administrative and economic work of the Igor Sikorsky Kyiv Polytechnic Institute is to maintain the material and technical base of the university in a proper operational condition to provide the necessary conditions for educational and scientific activities for students and university staff.
The main task of the department is to perform repair and restoration works, maintain the material base of the campus, provide public services (heat, water, electricity and consumption), energy saving measures, obtaining permits, improvement.
Repair and restoration works
The total amount of funds used in 2017 to carry out repair and restoration works at the university's facilities amounted to 19,4 million UAH (in 2016 – 21,02 million UAH), including overhaul – 4,4 million UAH.
The structure of costs for repairs was as follows: general construction works - 15,08 million UAH; sanitary and technical works – 0,76 million UAH; electrical works – 1 million UAH; land improvements – 1,15 million UAH; roofing works – 0,404 million UAH; external engineering networks – 1,01 million UAH.
It should be noted that by 2014 for the improvement of the territory of the university, the repair work of external engineering networks and electrical installation work together stood out about 0,1 million UAH.
The volume of repair work between the executive divisions in 2017 was as follows: production and operation works - 9,05 million UAH (in 2016 – 12 million UAH); third-party contractors – 8,4 million UAH (in 2016 – 6,9 million UAH), student campus on our own – 1,65 million UAH (in 2016 – 1,7 million UAH), with the help of the departments – 0,3 million UAH (in 2016 – 0,4 million UAH).
The cost of repair work carried out in the university's academic buildings amounted to 11 million UAH, of which 9 million UAH - a centralized fund, 2 million UAH - funds of the units.
It should be noted that the Faculty of Informatics and Computer Engineering, Center for Physical Education and Sport, Faculty of Sociology and Law, Institute for Special Communications and Information Protection, Faculty of Management and Marketing, Center for Culture and Arts, Faculty of Publishing and Printing, Faculty of Applied Mathematics and Faculty of Linguistics performed part of the repair works on their own funds.
When performing repairs in 2017, great attention was paid to improving the reliability of power supply to university facilities and saving energy resources.
Due to lack of proper financial and material shortage, in 2017 the following priority works were performed.
Chief Power Engineer department: installation and repair works and current repairs in the university's academic buildings, repair of call lighting; emergency repairs of 10 kV cable networks in the resistance of insulation and grounding in dormitories and educational buildings. Completed work amounted to 1,112 million UAH.
As a result, the transfer of a 10 kV cable in 2017 reduced the number of emergency shutdowns.
Chief mechanic department: replacement of radiators in educational buildings - 20 pieces; cleaning of sewerage systems - about 3 km; cleaning of central heating systems of the university - 1.5 km; repair of external heating networks - 0.5 km; replacement of sanitary facilities in educational buildings - about 20 pieces; current and emergency repairs of heating and water supply systems. Work was done for about 600 thousand UAH.
Fire safety service: the internal fire-fighting water pipe was inspected; 130 fire extinguishers and recharge 1340; carried out inspections of compliance with existing regulations and the "Fire Safety Rules in Ukraine" at the university, worked out plans for evacuation in case of emergency situations; instructed on fire safety 2150 people. The cost of funds for firefighting measures amounted to about 120 thousand UAH.
Department of maintenance and operation of elevators: an expert survey of ten elevators in the campus and the repair of five elevators in academic buildings were performed; monthly and quarterly technical inspections and routine repairs were carried out for the further operation and maintenance of elevators. The expenditures for these works amounted to approximately 725 thousand UAH.
The motor transport enterprise. In 2017 restructuring of the automobile economy of the university was carried out, as a result of which the motor transport section entered the production and exploitation enterprise.
Maintenance of the student campus material base
There are 20 dormitories in Igor Sikorsky Kyiv Polytechnic Institute, which are home to about 12 thousand students. During 2017, a set of measures aimed at improving the living conditions of students was organized and carried out to fulfill the order of the rector on the campus.
Major overhaul of the premises in six dormitories was performed (No. 1, 9, 10, 17, 19, 20); cosmetic repairs of premises in 17 dormitories was made (Nos. 1, 3, 4, 7, 8, 11 - 22); the second input of cold water supply to the dormitory No. 18 is installed, the cable network from the external assembly to the main switchboard-0.4 kV of the dormitory No. 16 has been replaced, and a number of other activities have been carried out for the current repair of the water, electricity and heat of the campus; partially replaced windows for metal-plastic in 16 dormitories (No. 4, 6 - 8, 10 - 16, 18 - 22); the lighting system has been modernized (traffic sensors and LED lamps have been installed), and economical aerators have been installed in the dormitory No. 13 (water consumption has decreased by 25%, not taking into account the heat carrier's savings in drinking water); equipped with 5 sites for garbage containers, organized the daily removal of the impulse garbage, as well as the work on the ordering of the squares " Sosnovyi" and "Poliana".
The main items of expenses for the maintenance of the campus repair and restoration work – 5,7 million UAH; purchase of soft and hard inventory – 2,7 million UAH; communal expenses – 46,1 million UAH; plumbing and electrical equipment – 1,2 million UAH; general economic and other expenses – 7,7 million UAH, extra-budgetary fund of wages and charges – 9,2 million UAH (see Diagram 1).
The administration of the campus does a great job of energy saving, namely:
– with capital and current repairs in dormitories, lamps with incandescent lamps are replaced with energy efficient ones, including LED lamps; corridors are supplied with time relays, motion sensors are installed; old mixers are replaced with new ones with aerators, more economical aerators are installed;
– wooden windows are gradually replaced with metal-plastic ones;;
– conducts explanatory work with students.
Utility costs
The cost of utilities is a significant part of the budget of our university.
In 2017, the tariffs for energy carriers continued to grow. In January 2018 in comparison with January 2017 the price of thermal energy for educational buildings increased by 20%, for dormitories it decreased by 4%; the price of electricity for dormitories increased by 26%, for academic buildings by 18%; the price of cold water rose by 15% (see Table).
Despite the increase in tariffs, the total cost of energy resources consumed in 2017 decreased by 7.1% and amounted to 91,52 million UAH (in 2016 – 98,6 million UAH).
University consumed in 2017:
- heat energy - 35.6 thousand Gcal for the amount of 51,4 million UAH (in 2016 50.6 thousand Gcal for the amount of 63,7 million UAH) (see Diagram 2);
– electric energy - 17 million kWh for the amount of 25,4 million UAH (in 2016 - 16.6 million kW for the amount of 22.9 million UAH) (see Diagram 3);
– cold water – 1,06 million m3, for the amount of 14,2 million UAH (in 2016 - 1,14 million m3 for the amount of 11,3 million UAH);
– natural gas – 75 thousand m3, for the amount of 522,8 thousand UAH (in 2016 - 87 thousand m3 for the amount of 611,6 thousand UAH).
As can be seen from the data given for 2017, compared to 2016, the volume of electricity consumption grew by 2.3% and the volume of cold water consumption by 6.8%, natural gas by 14.6% and heat by 29.2% decreased.
Heat consumption. Expenses for payment of consumed thermal energy in 2017 amounted to 56.1% of the total cost of utilities (in 2016 64.6%). The main consumers of thermal energy are campus - 41% (45.9% in 2016) and educational buildings - 26.2% (48% in 2016).
Power consumption. The cost of consumed electricity in 2017 amounted to 27.8% of the total cost of utilities, in 2016 - 23.39%. Comparing with the last year at the university increased the consumption of electricity by the academic buildings at 9.1%. At the same time, campers saved 3.3% of electricity.
The main consumers of electricity were campus - 46.2% (in 2016, 49.3%) and educational buildings - 46.7% (in 2016, 43.5%).
Among the facilities where the greatest increase in electricity consumption was observed during 2017, there are educational buildings Nos. 1, 2, 7, 27, 31.
The main reason for the abuse of power is the use of heaters in the heating season.
Water consumption. The consumption of cold water in the university as a whole decreased by 6.8%. The cost of payment for cold water consumed in 2017 amounted to 15.5% of the total cost of utilities (in 2015 - 11.5%). In 2017, the consumption of cold water by the campus fell by 7.8%, educational buildings - by 2.2%.
Energy saving
In 2017, our university continued installation of energy-saving windows. In the course of 2017 it was established that 885,5 m2 of windows in educational buildings for the amount of 1,8 million UAH (in 2016 – 799,7 m2 of windows for the amount of 1,5 million UAH) were installed; in dormitories – 1 341,6 m2 for the amount of 2,07 million UAH. It should be noted that with each year the number of replaced wooden windows for metal-plastic increases.
In 2017, the replacement of incandescent lamps with LED lamps and light fixtures continued, and began in 2014 as part of the project "Development and implementation of the integrated LED lighting system NTUU "KPI".
To save energy resources, 51 thermal curtains were installed in six educational buildings (No.4 - 3 pcs., No.5 - 4 pcs., No.7 - 29 pcs., No.18 - 7 pcs., No.19 - 6 pcs., No.20 - 2 pcs.).
Temperature regulators have also been installed in heating systems in 11 educational buildings (No. 1, 4, 11, 12, 15-17, 19, 22, 23, 35).
The university also installed an automated system for monitoring and accounting of electricity, the main advantage of which is the ability to monitor the use of electricity in real time, which makes it possible to perform operational repairs in the event of a malfunction in the operation of electricity meters. The system is installed in 9 heat points, records are maintained for 12 educational buildings.
There is a need for reconstruction of the existing university heating system, because it has a number of shortcomings, in particular low efficiency, slow circulation of the coolant.
It is proposed to introduce a pump-type heating system that ensures an even distribution of heat throughout the room saves up to 50% of energy consumption due to the fact that the pumps are tuned to the needs of the system and has a high efficiency.
Considering the constant growth of tariffs for energy resources and a decrease in funding, it is proposed to take the following energy saving measures:
- to install outbreak screens;
- to remove decorative grilles from radiators;
- to remove obstacles for heat input from radiators (tables, pedestals, etc.)
- to repair windows (replacement of cracked glass, repair of window frames) and insulate them (window frame, window leafs)
- to insulate the doors, install door closers on the entrance door.
It is also recommended to turn off all electronic devices after the end of the working day and light, leaving the offices.
Authorization documents
Department of maintenance and operation of elevators received a permit for the operation and maintenance of elevators of the Igor Sikorsky Kyiv Polytechnic Institute with a validity period up to 2020 by the Chief Power Engineer Department received a Permit to perform electrical equipment tests of electrical networks (for voltage up to 10 kV inclusive) with a validity period up to 2019.
Also in 2017, a contract was signed for the joint use of electric grids between our university and Kyivenergo JSC, according to which the latter is obliged to reimburse the university 341.9 thousand UAH for 2018. I note that the previous 332.5 thousand UAH were refunded by Kyivenergo JSC.
University improvement
During 2017 work was carried out on the greening of the territory of the university. In particular, 20 trees were planted at the entrance to the first building; is equipped with green areas between 17 and 32, 13-14 and 7th educational buildings, as well as between the church and the 8th educational building, along the Academician Yangel street; planting trees in the park was continuing to be performed.
Since 2016, our University has been implementing a project on improvement, gardening and aesthetic design of the historical zone. In 2017, two projects were realized: a fountain near the Paton’s monument in the museum square of the Igor Sikorsky Kyiv Polytechnic Institute and a stele at the entrance to the territory of the Igor Sikorsky Kyiv Polytechnic Institute from the Academician Yangel street.
The architects of the department of the AGR developed drafts for three projects: an architectural and sculptural composition on the approach to the aerospace museum area of the Igor Sikorsky Kyiv Polytechnic Institute, an architectural and sculptural composition on the theme "Art" at the rear facade of the Central Committee, an architectural and sculptural composition on the theme "Science", "Chemistry" near the building number 4.
The project for the improvement of the territory near the building No.30 has already been approved.
Now the project "Construction of an architectural and sculptural composition on the theme "A commemorative sign to those died in ATO" is in the works. You can get acquainted with the relevant proposals on the website of the Department of Administrative and State Work.
Main tasks for 2018
Works will continue on the planned repair and modernization of buildings and structures of the Igor Sikorsky Kyiv Polytechnic Institute to increase their energy efficiency and improve performance.
Among these works are repair of the roofing and ventilation system of the educational building No.4; replacement of 10 kV cable lines from TS 285 to TS 5167, the length of which is 900 m; transfer of the cable from TS 4479 to TS 2854 and from DS 226 to TS 4479 (at the expense of the investor); reconstruction of the outdoor lighting system along the Nyzhnokliuchova street to Hetmana street (covers educational buildings No.24 and No.27); reconstruction of elevator units of educational buildings No. 1, 2, 4, 5, 7, 18, 19; reconstruction of the heat point of the dormitory No. 22; replacement of the external heating system through the university; repair of the internal heating system of educational buildings, as well as replacement in the classrooms and laboratories of the convector housings for modern energy-saving ones; installation of energy-saving windows in educational buildings and dormitories; work on the improvement of the territory of the university, etc.
