Petro Mykhailovych Talanchuk is a graduate of Igor Sikorsky Kyiv Polytechnic Institute, Doctor of Technical Sciences, Professor, and from 1987 to 1992 he was the rector of Igor Sikorsky Kyiv Polytechnic Institute, the first Minister of Education of independent Ukraine.
It was during his rectorate that the Constituent Congress of the People's Movement of Ukraine was held in 1989 at the KPI Central Committee.
