After the meeting Sergei answered several questions of the newspaper.

- As you said, the international activity of the university is in the process of reform. Can you describe the changes that happen?

- There are many indications that the university operates on the basis of Soviet educational system, and it should be changed. The University is not attractive for external customers as educational and scientific and technical services. Among the urgent tasks of note include: increasing the representation of the University in the media space in the international arena (now Webometrix performs this function, but much more possibilities it - participate in international tenders, exhibitions, fairs, including part-time info-form and others. ) KPI formation brand and rebranding in connection with the naming of Igor Sikorsky; strengthening of functional interaction of departments, corporate management and administrative department, the Center for International Education; improve the quality of legal support international activities and its comprehensive administrative support.

Objectives of International Cooperation (LCA) - search for international infrastructure projects aimed at organizational and managerial restructuring of the management system of the international scope of the university, including - Foreign trade, which is also based on the concept that we remain from the Soviet era. This is not an impossible task. For example, with 20 projects completed in the university program TEMPUS, KPI in almost no areas that would not have been reformed.

- Please give examples of successful international negotiations last period.

- There was a breakthrough in relations with Poland. At the round table Conference of rectors of technical universities in Poland and the Association of Rectors of Technical Universities of Ukraine "combination of education, science and innovation - the main road of Ukraine's integration into the European system of higher technical education" and during a meeting with Minister of Education and Science of Ukraine Lilia Grinevich discussed the main directions cooperation between technical universities in Poland and Ukraine in the context of European integration, and strategic directions of joint research.

"Ihor Sikorsky KPI" first among universities in Ukraine (with FACS) was licensed in China for the right to teach Chinese experts. By the way, last year only 7 universities from around the world have such a license. For this reason, negotiations about study foreign citizens in the KPI at the different forms.

- In its report, special attention you paid to new approaches that are currently governed by SMS (State Migration Service) in the organization of international negotiations ...

- These approaches are based on the fact that we should stop "squander" intellectual property KPI. Therefore, SMS, faculties and departments must make adjustments to the matrix negotiation processes and, in particular, especially with China.

Features of the new negotiating such a matrix.

It is necessary to ensure compliance with international principles of complex negotiations of mutually beneficial cooperation, which aims to eventually create by foreign investors based on the KPI of new educational and scientific laboratories, joint international structures different direction, revenues from international sources on the accounts of the university.

To this end, a working group of international administration for innovative proposals, programs, projects, models, solutions and introduces Investment Analysis and co-ordination between departments and / or divisions initiatives on the feasibility of the project.

- What is the significance of the Forum "Lessons of Chernobyl for the nuclear security of the world" for KPI?

- Internationally recognized initiative KPI to the 30th anniversary of the Chernobyl disaster was held on the basis of our University with the participation of 34 countries and influential international organizations Forum "The lessons of Chernobyl for the nuclear safety of the world." Forum has given impetus to a new stage of international cooperation in transforming "Shelter" into an environmentally safe system.

Thanks including political resonance of the Forum, Ukraine was now an active participant in the field of nuclear safety in the world and transfer to third countries that plan to develop nuclear power, its experience of safe nuclear technology.

An important step of the Chernobyl Forum was roundtable on "Trends in global nuclear security." It took part in the delegation of the Ministry of Energy / National Nuclear Security Administration and Lawrence Livermore National Laboratory. US Department of Energy and the US Embassy in Ukraine supported the creation in Ukraine of a new educational platform in the field of physical nuclear security and leading position in this case is our university. Therefore, you should use the favorable KPI for political expediency. A department of international projects of International Cooperation, together with TEF and other departments have prepared and jointly with the Ministry of Energy to promote the group proposals in the field of physical nuclear security at the expense of International Programs, US Department of Energy NATO "Science for Peace and Security" program EU "Horizon 2020" and ERASMUS.

 

- What's new in the matter of training, competitive in global science and technology markets?

- A number of negotiations and agreements laid new approaches to the educational process - to prepare a KPI specialists competitive in the modern global world educational and scientific and technical markets. These new approaches should be guided by all departments and institutions of the department.

For example, the agreement between the KPI and the SSE (State Specialized Enterprise) "Chernobyl NPP" includes tasks for all departments for training new formation - in practice and in training centers Chernobyl nuclear power plant, where construction is completed and begins operation of confinement - as the founders of modern high-tech world level.

A new model in this component of foreign economic activity of the KPI, which is the international transfer of knowledge, partnership lays the Institute of mechanical engineering with the world leader in innovation - US company Boeing. The basis of this model - targeted training of a new generation of experts in world-class aircraft for training programs, dis-were committed with the participation of specialists Boeing, its integration with the scientific work of students to create high technology, which have prompted global markets. Similar approaches of such changes in the educational process and search actual scientific and technical queries from global high technology markets show other divisions: TEF, ITS, RTF, FEL, FTI, FIOT - with a world-class corporation Huawei (China); HTF - a company Vanlay (China); FIVT - with Netcracker (USA); Fax - from Jeppessen (USA); VPI - from Heidelberg (Germany). The experience of these units have to use other faculties and institutes, building its relationship with international partners.

- Tell us about marketing strategies, which SMS implement.

- Marketing strategies which SMS begin to build jointly with faculties and institutes, relating in particular to the international transfer of educational services. Provisions in this way, the university has enormous: according to the monitoring of the 38 activities that are allowed by the legislation of Ukraine, used and provide income of KPI only 11. Therefore, revenues from foreign economic activity does not increase.

However, objectively increases motivation due to economic realities in Ukraine, when the development of the university from external sources is more possible than it was in the past. So SMS stands with a proposal to adopt a "Program of foreign economic activity of" Igor Sikorsky KPI "for 2017-2019 years" (its concept already approved by the Academic Council). The need for adoption of the program lies in the fact that, for example, last year revenues from foreign economic activities amounted to 4% of the University budget (from 860.7 million USD), while the Action Plan to implement the Strategy of development of international activities in the years 2012-2020 is expected in 2018 to reach the level of 7%.

There are ideas for providing commercial presence in universities abroad, including market research international education market.

On this basis, negotiations with Nigeria, Egypt, India, Turkey, China formed joint educational projects on agreements that include elements of the franchise when used commercially reputation, experience and learning technologies owned " Ihor Sikorsky KPI."

- European engineers certification - what steps should be done in this direction?

- It is also one of the urgent tasks: SMS jointly with the Academic Department should bring the international expertise of specialists. In April 2015, an International seminar "European certification of engineers: engineer passport and quality assurance of education" with the Secretary General of the European Federation of Engineering Associations (FEANI) Mr. D. Boshar and President of the European Network for Accreditation of Engineering Education (ENAEE) prof. B. Remo. Then a five pilot Memorandum on the implementation of European initiatives between the MES of Ukraine "KPI" were signed, Association of rectors of higher technical educational institutions of Ukraine and European agencies (FEANI, ENAEE, KAUT, FSNT-NOT).

The structure of the Association of rectors of higher technical educational institutions of Ukraine was organized by the Centre for quality assurance of higher technical education. In June 2016 ENAEE adopted a statement of our Center of independent accreditation of engineering programs for associate membership in ENAEE. Thus structural and organizational basis for international accreditation of our educational programs were created. Faculties, institutes, departments have to start harmonizing their training programs similar partnership units of European universities and start-processes between people's expertise. It is necessary to work to increase the number of international consortium of scientists, who are preparing proposals for EU programs Horizon-2020, ERASMUS +, which can help increase revenues to the accounts of the KPI and faculties duo to such type of foreign trade.

- International ratings. What tasks should solve university to improve them?

- Current challenges in this area that need to be addressed in the near future can be determined by the rating charts, for example, - QS.

Thus, the KPI still has a weak position in the ranking of preferences as international students (4.3% of total students); foreign teachers (1.3%); number of citations per teacher (1.4%).

The best look different settings: the number of students enrolled in selected areas in the QS institutes, faculties "Ihor Sikorsky KPI" (62.1%); evaluation of employers (25.9%); assessment of academic experts from other universities and institutes of NAS of Ukraine (21.6%).

Speaks for itself and integrated option - the total number of points (24.3% of the leader - MIT, which is taken as 100%).

We must deal with the problem effectively we lack English-language programs.

So should concentrate on improving these indicators. Indeed, the role of indicators of work as a place in international rankings, evaluation of potential scientists based on internationally recognized system of citation indexes and others will only intensify the struggle for markets for finance, the contingent.

- What, at your opinion, will be crucial to accelerate the internationalization of the university?

- To ensure the rapid and irreversible changes require new thinking representatives who have formed under conditions no alternative understanding of the international character of modern university leadership type.

The focus of the proposals to strengthen the staff of the international direction of the University is to involve such experts in the processes of international real management area of the university.

Finally, with the main problems that limit our objective tremendous opportunity, is that many departments still do not see the international activities of the mechanism that may open the way to solving the urgent problems of their life. The data on the gap in terms of faculties and departments confirm this. Of course, this psychological barrier is overcome gradually, but not as fast as we would like.

We believe that the impetus to the development of foreign trade, the reality for university departments commercial presence in foreign markets will finally remove the barrier now.
