My dear staff and employees of Igor Sikorsky Kyiv Polytechnic Institute! On June 28, we celebrate the day when deputies adopted the Basic Law of our state. In 1996, the current stage of the constitutional development of Ukraine began. This event is crucial for state formation because it consolidated the legal foundations of independent Ukraine, Ukrainian sovereignty, and territorial integrity. Ukraine has acquired the status of a full-fledged subject of international legal relations.
However, we should not forget that the process of national legislation took place hundreds of years ago. Let us recall the Russkaya Pravda, the Statutes of Lithuania, March Articles, and the Constitution of Pylyp Orlyk of 1710, documents that already then placed Ukraine on a par with European countries. On April 29, 1918, the Central Rada adopted the Constitution of the Ukrainian People's Republic, according to which the UPR has proclaimed a sovereign state, independent and independent of anyone.
The modern Constitution began its formation together with the restoration of Ukrainian statehood, especially the adoption of the Declaration of State Sovereignty on July 16, 1990, and the Act of Independence of Ukraine on August 24, 1991.
We now have a Constitution that the international community has recognized as one of the most democratic in the world. But as long as the state exists and society develops, the constitutional process will continue. And we must be conscious citizens and, using our rights, respect and conscientiously abide by the Main Law. After all, only high individual civic responsibility is the key to building a secure and sovereign state.
