On December, 14th, the session of the Energy Efficiency Board of Igor Sikorsky Kyiv Polytechnic Institute took place.
The meeting was attended by the head of the State Energy Efficiency and Energy Efficiency Agency of Ukraine Serhiy Savchuk, the rector of the University, Academician of the National Academy of Sciences of Ukraine Michael Zgurovskyi, the first Vice-Rector academician of the National Academy of Sciences of Ukraine Yuriy Yakymenko, Vice-Rector for Scientific Work of the Academician of the National Academy of Sciences of Ukraine Myhailo Ilchenko, Head of the Department of Economics and Finance, Chief Accountant of the University Lyudmila Subbotina, the main energy manager of the University, Olena Shevchenko, the deans of the faculties that train specialists for energy, the main specialists of the department of administrative and economic work in corresponding directions and others.
To ensure the normal life of the university, especially in the cold season, the issues of energy efficiency are key ones. Until their decision, the university tries to engage not only its specialists, but also specialists from other organizations and companies. Therefore, participation in the session of the Energy Efficiency Council of the University as the head of the central executive body, which implements state policy in the field of efficient use of fuel and energy resources, energy saving, renewable energy sources and alternative fuels, is not accidental.
Speech by Serhiy Savchuk concerned the introduction of ESCO-mechanisms in the budgetary sphere and was directly related to the provision of Igor Sikorsky Kyiv Polytechnic Institute assistance in solving the urgent problems of energy saving and the provision of educational buildings and campus with heat. The tool is the inclusion of the university in a program of cooperation between educational institutions and energy services companies (ESCO), initiated by the Ministry of Education and Science of Ukraine together with the State Agency for the Development of Energy Efficiency.
Recall, ESCO-projects are projects of insulation of budgetary institutions under the ESCO-mechanism, that is, at the expense of private investors. As Serhiy Savchuk told us, the process of concluding ESCO-contracts in Ukraine is gaining momentum: if in 2016 the first 20 such documents were signed, in 2018, through Prozorro, 640 ESCO-tenders were announced. Among the 17 thousand potential objects stated in the State Energy Efficiency Base, 56 are Buildings of Igor Sikorsky Kyiv Polytechnic Institute.
The terms of cooperation between investors and the university suggest that the company invests its funds in the appropriate measures and work, and only the cost of compensation of its expenses is received at the expense of saving of thermal energy. At the same time, all works are performed on a turn-key basis, and services include designing, purchasing and installing energy-efficient equipment, free repair and maintenance of installed equipment during the contract period and free training of personnel. Moreover, ESCO-company assumes all the risks to achieve the announced savings through the implementation of energy-efficient measures, and all equipment at the expiration of the agreement will be transferred to the property of the university. By participating in the program, we will have additional opportunities for concentrating funds to address heat supply issues such as campuses and school buildings.
Therefore, the Council adopted a decision on the introduction of the ESCO-mechanism at the university and commissioned the appropriate structural units of the University (Energy Management, Student's Department, Purchasing Department, Tender Committee) to conduct a procurement procedure for the energy service for the buildings of dormitories No. 9, 11, 12, 13 by the end of the current year . The following should be the university's academic buildings.
The members of the Energy Efficiency Council also reviewed the results of the University's Energy Saving Program, reported by Olena Shevchenko. She, in particular, reported on the engineering and technical measures carried out within the framework of this Program and the amounts allocated to it. For example, replacement of windows and doors in educational buildings during the last five years has cost 13 966.7 thousand UAH, for repair and insulation of the roof – 5 900.1 thousand UAH; for the reconstruction of individual heating units and installation of automation – 175.6 thousand UAH. etc. In the campus, 9,824.9 thousand UAH were allocated to replacement of windows and doors, and 2 534.1 thousand UAH for the reconstruction of individual heat supply points etc. Olena Shevchenko told about the first results of the work of modules of individual heat points in educational buildings №№ 1, 2, 5, 19, 18, as well as that in some buildings the work on adjusting their automation is underway. She also listed a number of new and promising projects, whose work on implementation has already begun. Thus, according to the results of the competition of the second phase of the Higher Education project, our project “Thermodynamics of the Igor Sikorsky Kyiv Polytechnic Institute” (educational buildings number 5, 18, 19, 20, 21), which will be funded by the European Investment Bank, is selected for implementation. Investment projects have been developed, in particular, “Heat supply of educational building No. 8 with the use of heat pumps” (today the search for investors for its implementation is underway), “Reconstruction of heating and ventilation systems of educational building No. 22 using the heat recovery of exhaust air” (investors' search continues) and other.
A significant part of his report, the main energy manager devoted to the results of the commission's inspection of premises and measures that should be taken in order to make them comfortable in the cold season. Among the main, of course, thermo-modernization of buildings and reconstruction of heating systems, etc should be implemented.
By the way, the meeting also considered the issue of choosing an educational building for the implementation of the project of thermo-modernization and reconstruction of its heating / ventilation system, which should be implemented by the Ministry of Natural Resources (total cost of works and materials – up to 15 million UAH). According to the proposal of the rector Michael Zgurovskyi, the university will nominate not only one, but three educational buildings – No. 13, 14 and 15 which, in fact, are constructed as one auditorium block for participation in this project.
During the meeting and the problems of providing heat to a number of other buildings, in particular No. 7, 11, 12, 19 and 22, and others, were discussed. It is determined that the priority works should be carried out in the building №7, which, however, will require the greatest expenses.
After considering analytical information on the energy consumption of the University, its buildings and premises, heating and ventilation systems, heating networks and pipelines, as well as some purely technical and financial issues, the participants of the meeting came to the conclusion that it is necessary to prepare an integrated energy efficiency strategy for the university. Therefore, in the decision of the Council it is written that in the course of two months the draft Energy Efficiency Program for 2019-2021 should be elaborated.
