Round table “Risks and modern trends of nuclear safety” was hold in April, 6 in NTUU “KPI”.
Deputy manager for the defense and nuclear nonproliferation of National administration of nuclear safety of the Ministry of Energy of USA, Ann Garrington, director of strategic planning and defense office integration and nuclear nonproliferation of National administration for nuclear safety of Ministry of Energy of USA, Andrew Good, chief deputy assistant of material resources office of National administration of nuclear safety of Ministry of Energy of USA, Peter Hanlon, representative of Lawrence Livermore National laboratory named after Lawrence Donald Lehman, rector of NTUU “KPI”, academician of Ukrainian NAS Mykhailo Zgurovskyi, director of Institute of safety problems of NPP of NAS of Ukraine, correspondent member of Ukrainian NAS, Anatolii Nosovskyi, fellow workers of Educational Center for physical safety, recording and control of nuclear materials named after George Kuzmich under the Institute of nuclear research of NAS of Ukraine, Ukrainian scientific and technological center, ministries and departments that cooperate with KPI in questions of development of educational platform in the field of nuclear safety in Ukraine as well as fellow workers, postgraduates and students of Heat and Power Engineering Faculty of university took part in the meeting.
First planar session of the round table was devoted to the global issues of nuclear safety. “After each massive nuclear disaster, the world community has started reconsidering their attitude towards the place and the role of nuclear energy in terms of general strategy in order to consider new experience. Present tendency consists in the fact that increasing development of nuclear energy will be observed in those states that don’t have any experience and specialists in this filed. In 1986, Ukraine experienced the deadliest nuclear disaster and despite the fact that the country is technically competent it was insufficient to cope with the disaster. This also hold true for the disaster that happened on Fukushima. But supposing that such accidents happened in one of those countries that have started developing nuclear energy and have no traditions, no experience of high-grade work, - noted Ann Harrington in her speech, enunciating the topic for the first session. – Thus, our countries having great experience and deep knowledge in issues of nuclear energy have to be sensible of responsibility for proliferation of these knowledge, traditions, culture to other countries that are being involved into this field”.
Culture issues in working process at the units of nuclear energy were under discussion at the panel session since the problem of experience transfer is determined by the national traditions of the country.
However, the issue of nuclear energy remains crucial regardless any situation, thus Donald Lehman noted that we have to learn to implement general rules of safety in field, coordinating them with real circumstances. A vivid example of this statement was the report of Anatolii Nosovskyi on how the Institute of safety problems of NPP of Ukrainian NAS works. His speech related not only to various aspects of nuclear stations operation but recording issues, control and disposal of waste nuclear materials as well. Besides, the solving of such urgent problem as diversification of nuclear fuel supply for NPP that eliminates supplying it from Russia.
The participants were discussing problems of quantitative and qualitative assessments of impact factors on the condition of physical nuclear safety, Ukrainian experience application in the matter of means implemented for NPP safety etc.
Another important issue that was under discussion during the second planar meeting was certainly the issue of specialists training in the field of physical nuclear safety. It is extremely relevant for Ukraine due to the fact of war and general political situation and the fact that the leading educational establishment having this specialization was Sevastopol national university for nuclear energy and industry.
Certainly, the training of the specialists is being realized in Ukraine even after annexation of Crimea peninsula. It is being done in Educational Center for physical protection, recording and nuclear materials control named after George Kuzmich by the Institute of nuclear research of Ukrainian NAS. The center has an exceptional material base and employs high-level staff. Besides, according to director deputy of the Center Olena Romanova the second its direction is the regulations drafting in the field of nuclear safety. In other words, it had all necessary material and intellectual potential for staff training for particular orientation. However, those specialists who have already had nuclear energy education are being given training here, that is this is further professional training for them.
It is evidently that it’s not enough for nuclear energy. Specialists’ training for physical nuclear safety with the education in this field is required as well. Participants of the round table have discussed the issue of such specialization implementation on the basis of Heat and Power Faculty of NTUU “KPI”. The task for the program concept has been formed in the process of meeting with international and intergovernmental UNTC. And according to the dean of the faculty, Yevgenii Pusmennyi, being the moderator of the second panel of the round table, the fellow workers of the university along with the representatives of the Center for physical protection after George Kuzmich in the course of cooperaion with the Institute of nuclear research have elaborated some changes to the curricula according to the specialization and a series of educational resources as well. The representative of faculty, Valerii Klievtsov spoke on that in more details.
Among the problems that were under discussion were the issues of safety of controlling system of NPP computer networks and certainly the results of summit for nuclear safety that have eded in Washington recently etc.
“In the course of the round table, I assured myself that Ukraine due to its dramatic nuclear history must become one of the leading players in the field nuclear catastrophe and terrorism prevention along with USA, Japan and other nuclear countries, - noted Mykhailo Zgurovskyi, summing up the results of the meeting. – Our university together with our fellow workers from different Ukrainian districts are doing their best to create national system of new knowledge generation in the field of nuclear safety and nuclear culture…”
