Creating an effective social security system is an essential condition for the development of the University, it is a necessary price to pay for the social welfare of the staff and it greatly increases the competitiveness of the university on the market of the educational services.
In order to improve the welfare of the employees and students of the University, in accordance to the Rector's order from November 26, 2014 № 4-591 "On the restructuring of the university" in the Department of perspective development the Department of the prospective development and social security was created.
The order defines social facilities:
- Public catering for Students;
- Recreation facilities (sports camp "Polytechnic", health center "Mayak", military sports camp "Sosnovy", student mountain-sports camp "Globus");
- Sanatorium;
- Center of the Physical Education and Sports;
- Students Clinic.
These objects have the status of double subordination, namely in terms of management and effective use of the vice-chancellor of the perspective development, and in terms of maintenance of the vice-rector of the administrative work.
Social security is entirely dependent on the decentralized revenue and self-financing, so the fundamental reconsideration and radical redesign of business processes are conducted in order to achieve a significant improvement in the quality of its operation.
Firstly, clear mechanisms for analysis, planning, accounting and control of financial and economic activities of social facilities were created. The above set of measures provides a high demand for the services and a high level of profitability that allow to accumulate cash proceeds for the gradual upgrading facilities.
The first step in the reformatting approaches to the social services, on the initiative of student catering commission, was the implementation into the University of the “Campus Food” project, financed by the CPC money and the cash flows from the lease of the University areas.
The project already has some achievements: a full opening of the dining rooms in the building №1 and №31 and the repair works of the production facilities of the central cafeteria (building № 32).
In the future, the implementation of the similar projects in all areas of social services is planning as well.
