L.V. Lyulyev (17 [04] .03.1908, Kyiv - 01.11.1985, Moscow) - a famous designer in the field of anti-aircraft artillery and anti-aircraft missiles. Twice Hero of Soviet Labor (1966, 1985), winner of the Lenin (1967) and State (1948,1977) premiums, Doctor of Technical Sceinces (1966).

Since 1934 LV Lyulyev worked in research and design office №8 (RDB-8) plant of Kalinin, which by a government decree was established the basis for the creation of tanks, anti-tank and anti-aircraft guns of new generation. Here, a young engineer at first created a breech-sight of direct fire on the target for automatic anti-aircraft guns, and soon together with the designer I.Radzylovych developed automatic anti-aircraft gun ZIK- 25, which has played a significant role in the Great Patriotic War. With his direct participation in autumn 1941 45- and 85-millimeter anti-aircraft guns were developed. During the war, Plant of Kalinin produced 20,000 samples of them. These guns were ones of the main weapons that ensured the victory in the Great Patriotic War.

After the war, he created a 130-mm stratospheric gun KS-30, model 1948, which projectile weighing 33 kg reaches a height of over 20 km, and later he created 152-millimeter cannon KM-52.

In the early 60's L. Lyulyev creates antiaircraft missile 3M8 with self-propelled launcher 2P24 for anti-aircraft missile system "Krug," which in 1964 for two decades was the base for the Army Air Defence of the USSR.

Then KB Lyulyev developed a range of missiles for marine systems: RPK-2 "Vyuha" (entered service in 1969); RPK-6 "Wodopad" (entered service in 1981); RPK-7 "Weter" (entered service in 1984); 3M10 "Granat"; 3M14 "Calibre"; 3M51 "Alpha"; 3M54 "Byryuza"; 9M38 (for SAM "Buk" and M-22 "Uragan") and others. In the mid-1980s ,S-200 and S-300 of Luliev were created. S-300 system was fundamentally new type of anti-missile weapons, which is used up today.
