From January 30 to February 3, 2017 International Atomic Energy Agency (IAEA) in collaboration with the Ministry of Energy and Coal Industry of Ukraine on the basis of the Igor Sikorsky Kyiv Polytechnic Institute conducted national seminar on "Educational program of physical nuclear safety in Ukraine: practice, IAEA recommendations and implementation experience in some universities."
The workshop was attended by representatives of Ministry of Energy and Coal Mining, Igor Sikorsky KPI, the Ukraine Institute for Nuclear Research of NASU, V. N. Karazin Kharkiv National University, Odessa National Polytechnic University, National University "Lviv Polytechnic", Odessa Center for Nuclear Nonproliferation Odessa II Mechnikov National University, experts and scientists of the Center for Nonproliferation named James Martin Midlberri (California, USA), the University of National and World Economy (Bulgaria), and - as observers - experts from the Swedish Inspectorate of radiation safety, the National Administration of Physical Nuclear Security of the Department of Energy of the United States of America.
On February 2 within the seminar the meeting of a round table in which has taken place responsible representatives of NAS of Ukraine, the Ministry of Education and Science of Ukraine, the office of the National Security and Defense Council of Ukraine, State Nuclear Regulatory Inspectorate of Ukraine, the State agency of Ukraine on management of an exclusion zone, National guard of Ukraine, the Ministry of Foreign Affairs of Ukraine, the Ministry of health protection of Ukraine, administration of State Border guard service of Ukraine, the Public fiscal service of Ukraine, the State ecological inspection, the state enterprises "NAEK" Energoatom "and" State scientific and technological center on nuclear and radiation safety".
Participants of a round table have paid the main attention to the following problematic issues of training of specialists on physical protection, the account and control of nuclear materials:
- security of divisions of physical protection, account and control of nuclear materials by experts of the corresponding direction;
- specialization restoration "Physical protection, the account and control of nuclear materials" within specialty "Nuclear Power" on the basis of Igor Sikorsky KPI and Training center on physical protection, the account and control of nuclear materials of Institute of nuclear researches NAS of Ukraine;
- formation of the state order for training of specialists on physical protection, the account and control of nuclear materials.
Dmitry Nikonov (IAEA), Dimitar Dimitrov (University of national and world economy, Bulgaria) Margarita Kalinina-Paul (The center of non-proliferation of James Martin Midlberri of Institute of the international doctrines, the USA) have shared experience on preparation of training and educational programs for specialists in physical nuclear safety (nuclear security).
Great interest of participants of a seminar was attracted by visit of Training center on physical protection, the account and control of nuclear materials of Institute of nuclear researches NAS of Ukraine.
Participants of a seminar noted importance of holding an action for restoration of preparation in higher educational institutions of Ukraine of specialists in physical protection, the account and control of nuclear materials in the conditions of temporary occupation of the Autonomous Republic of Crimea and loss of the main educational institution in this sphere - the Sevastopol national university of nuclear energy and the industry. The seminar in general promoted public awareness of physical nuclear safety in Ukraine.
