February 11, a meeting to discuss the problems of scientific and technical developments in the complex program of the University "System of special and double purpose" was held in NTUU “KPI”.
The meeting was attended by the general director of the State Concern "Ukroboronprom" Roman Romanov, Deputy Minister of Education and Science of Ukraine Maxim Strikha, the first deputy Chairman of the Committee on Science and Education of the Verkhovna Rada of Ukraine Oleksandr Spivakovsky, Advisor to the Head of the Presidential Administration of Ukraine, the founder of the Foundation of Academician V.Mihalevich Mykola Petrenko, chairman of the Interagency Commission on Military-Technical Cooperation and Export Control Oleg Gladkovsky, Chairman of the Management Board of the "Meridian" of Korolev Vyacheslav Protsenko, Rector of NTUU "KPI" NAS academician Michael Zgurovsky, Vice President for Research, NAS academician Mikhail Ilchenko, Director of Intellectual Property Scientific park "Kyiv Polytechnic" Yaroslav Kologrivov, deans and heads of university research and design teams working on the development of products and systems for special and dual-use and others.
"Today, we present you the developments made together with our university scientific park" Kyiv Polytechnic "and high-tech business. These developments are already partially prepared for the production, - said Mikhail Zgurovsky, opening the meeting. - Now, on a shortage of budget financing of scientific activity in higher education, we have built a new architecture of the organization of research. The science that is interesting to the business and can be commercialized; the education that is able to prepare qualified personnel for the business; venture capital funds, which will invest this or that project, and the high-tech enterprises, which together with us can then mass-produce finished products. We have some progress in the development of this model as evidenced by the projects and presentations that you see today. "
Mikhail Ilchenko made a short review of the integrated program KPI “Systems of special and dual purposes”. He noted in particular that the program is implemented in three main areas: "Weapons and protection from it", "Communication and Information Security", "Systems of military activity."
The scientific and engineering groups working at the university to develop new systems and military products for defense purposes, made a presentation of a number of projects aimed at solving problems of the Armed Forces of Ukraine. They include modern, powerful conventional ammunition; the effective anti-cumulative screens and heavy-duty body armor and armor for protection of military equipment; new compact means of communication with increased protection; unmanned aerial vehicles, and more.
All participants noted the importance of presented developments and the need for an effective system of coordination between the authorities, teachers, scientists, representatives of industry and business in the direction of a new technology for defense purposes. In addition, it was suggested to include in the university curriculum the development of some electronic facilities needed by today Ukrainian military.
"Today I received another confirmation that our science - this is a serious force, we have excellent teams," - said, summing up the discussion of projects, Roman Romanov. And to ensure the operational coordination of the activities of scientists and educators with Ukroboronprom he suggested to the Rector to determine employee KPI, who could serve in the concern the Advisor to CEO duties.
The conversation at the meeting covered several issues different from those identified in its agenda. It was about the need for new legislation that would regulate relations in the field of intellectual property and research and design work. Optimal model of such funding today, from the point of view of the participants, is a public-private partnership of science and high-tech business, when the industry was in a legal way to buy and implement a new production know-how and technologies developed at universities. "This is a very important point, which will allow universities to achieve a high level of funding - said the MP, who actually initiated this meeting, Alexander Spivakovsky - We are ready to approve the necessary laws to formalize this relationship."
