December 13 in NTUU "KPI" there were held the events, envisaged by the program of the third, the last day of the finals of the All-Ukrainian Festival of innovative projects. They began with a round table "Silicon Valley: a view from the inside", which was attended by representatives of innovative companies from the US and Ukrainian experts, scientists, graduate and undergraduate students. Moderator of the meeting was Bob Yofis - General Manager of the American company «System Analysis and Decisions», which is a partner of the Scientific Park "Kyiv Polytechnic".
Visitors from the United States talked about their own experiences and on the general principles of the activities of innovative structures in their country; about the relationship between the employees of such companies and their employers; how to cooperate with these structures leading universities and the state. By the way, the question of the state's role in the innovation process was one of those that caused a lively discussion of the roundtable participants. According to most of them, the interaction model must be sufficiently "soft", that is, the state should create a legal environment for innovation, the environment in which such activities would be beneficial to the people involved in it, and therefore - and effective. However, this does not mean that government agencies can not participate in the processes of innovation creativity, even more so - is the customer innovation. A striking example of the fruitfulness of this approach is that, as we are reminded participants of the roundtable, the creation of the Internet, which was initiated and initially funded by the US military.
The other issues of innovative companies were considered – their taxation, the defining of industries, acting now pioneers of innovation. So the conversation was very interesting for the audience. This is not surprising: as was noted by the rector of NTUU "KPI" Michael Zgurovsky. He said that today, when we started on the road to recovery tradition of innovation, we need to re-learn a lot, so the experience of successful work in this direction is very important to us.
There was in the program of the third day of the festival the round table on a purely specific problems - "Kyoto University of Technology (Japan): basic research for high-tech." In the framework of the roundtable the Japanese university professors Sheha Jura, Masahiro Yushimoto and Yuichi Kado made for graduate and undergraduate students NTUU "KPI" reports on optics and electronics, electrical engineering and wireless communications.
Final round table with the participation of international experts, organizers and partners of the festival started with a presentation of the National Innovation Projects of Ukraine, which is made by the director of the Kyiv City Center for Investment and Development of the State Agency for Investment and National Projects of Ukraine Dmitry Borisov. He spoke about the fifteen national projects being implemented in our country today, and the cooperation of state structures with science. After the presentation, an agreement was signed on cooperation between Kyiv City Center for Investment and Development and the Scientific Park "Kyiv Polytechnic".
At the end, participants and organizers of the All-Ukrainian festival of innovative projects «Sikorsky Challenge» took the final resolution of the festival, the text of which is reproduced below.

In the period from 11 to 13 December 2012 at the National Technical University of Ukraine "Kyiv Polytechnic Institute" there was held the first festival of innovative projects "Sikorsky Challenge". The festival was held under the patronage of the President's Fund of Leonid Kuchma "Ukraine", in cooperation with the Independent Association of Ukrainian banks, Ukrainian Science and Technology Centre (STCU), the US Embassy in Ukraine, the European Commission, representatives of the leading high-tech companies, including Silicon Valley.
The aim of the festival is the development of innovative activity in Ukraine, attracting domestic youth, students, academic and business community to participate in technology transfer, promotion of cooperation among scientists, business and government innovation for economic and social development of Ukraine's integration into European and global high-tech space.
The Festival was attended by 107 teams, which included students, graduate students, applicants, researchers and staff of higher education institutions, research institutions, high-tech companies and enterprises of Ukraine.
The expert committee of the Festival determined the best 15 projects recommended for participation in the finals of the competition for the presentation of the project of the International Jury of the Festival. The finale of the Festival took place December 12, 2012 in the conference room of the Academic Council NTUU "KPI". The international jury of the Festival determined the best three teams winners who were able to incubate the project on the basis of the Scientific Park "Kyiv Polytechnic" - to create their own company (start-up), to carry out protection of intellectual property, legal and financial support, the search for investors.
There were identified also four winners of the prizes of the President's Fund of Leonid Kuchma "Ukraine" and four nominations for support when submitting to the competition of the European Commission. The media ECO-TV will support two projects.
Leading experts from Silicon Valley, USTC, the European Union during the roundtables shared their experiences with the students of specialties on innovation management, intellectual property, students refresher courses, members of the finalist teams. This experience will contribute to the further successful implementation of innovative projects that participated in the festival, and projects that will be created in the future.
As a result of discussions, presentations and discussions on technology transfer, international experience, training of researchers and the creation of start-ups, experts, members of the jury, the participants of round tables and workshops expressed their proposals, the result of which is as follows:
1. Consider fundamentally relevant the first experience of the collaboration Science Park "Kyiv Polytechnic", "Ukrainian Scientific and Technical Center", the Independent Association of Ukrainian Banks, the President's Fund of Leonid Kuchma "Ukraine" in the creation of an effective mechanism for commercializing inventions, and pay attention of these organizations to the exceptional importance of achieving practical results in the move of the top startups in the high-tech market.
2. Consider the holding the Festival of innovative projects "Sikorsky Challenge" as an opportunity to realize the intellectual potential participants as a bridge between the innovators and high-tech companies as a necessary element of an effective innovation environment Scientific Park "Kyiv Polytechnic" and construction business communications.
3. On the invitation of experts STCU, European Union, KSCA, the world's leading companies in the year to organize and conduct for participants of the Festival at the stage of submission of projects and the final part of his training sessions, round tables, workshops on the work of the offices of technology transfer, business venture, mechanism of creation of startups and licensing.
4. Taking into account the experience gained of the first Festival, consider expedient to organize the meeting annually in October - November in the international format. At the same time take into account the experience of the first festival, in particular:
• Expansion of the membership by invitation to innovators from other states;
• Taking into account by the participants of the festival requirements on the structuring of information on criteria evaluation form;
• give presentations in English or in a bilingual format;
• conducting preliminary training with the speakers of the final part of the festival.
