The program of NTUU "KPI" development for 2012-2020



Dear colleagues and guests of our conference! KPI Development in the nearest future should be based on a platform, built by us within the last two decades. The main things that we managed to do during this time are the following:

– We have transformed KPI from the model of a large polytechnic institute of the period of centralized economy to a technical university of the European sample, which three years in a row was recognized by the Ukrainian employers as a leader of the Ukrainian higher education and which, according to the independent assessment of the reputable international rating organization QS, was included in the 4% of the best universities of the world. On the way to these indices, in accordence with the needs of a new country, we had to create 10 new faculties and institutes, more than 30 new departments and create more than 100 specialties and specializations and make many other changes as well.

– Carrying out an administrative decentralization and democratization of a university life, providing transparency of work at all KPI sections, we have created the atmosphere of mutual trust and respect for teacher and scientist, prevented the occurrence of conflicts and contradictions in the staff, motivated all students and university employees to an active work.

– We created one of the best in the country self-government systems for both students and the whole university staff. With the help of the mechanism of collective agreements, a democratic electoral system of subdivision managers and student leaders, we have launched our own special approach to experience and making important decisions, monitoring their implementation, providing irresistible and constant progress of the university according to the adopted strategy

– Finally, we have breathed life into the walls of the centenary KPI. Buildings, equipment, laboratories are not exactly a university. Museums, monuments, art galleries, memorial boards, the Academic Council Conference Hall, the Foucault pendulum, chimes on the main building and other signs of honour of our history, created by us, today surround us with a special university spirit, the spirit of an academism, a feeling of belonging to the glorious history and great affairs of our predecessors.

Building on this basis, at the next stage of KPI development we have to bring in accordance with new challenges and demands of society, content and form of our work, making special emphasis on its qualitative characteristics and continue university integration in the European and international educational and scientific space by further approximation to the standards and criteria of world-class universities. For this purpose, necessary are the following:

1. To continue the development and improvement of the university activity model. Proceeding from the tendencies of development in the European and world systems of the higher technical education, the development of the national labor market, we have to continue improving the main concept of the university activities, gradually reducing a gap between educational, scientific and innovative components of our work. Departments, faculties, institutes should form such common educational and scientific environments in which science would transfer the last achievements to the education, defining its advanced content, and the educational component would fill the scientific field and a high-tech labor market with the talented youth, from which future scientists, production- and business managers will grow. In these environments, the border between research and diploma thesis or course paper, a teacher and a scientist practically disappears. In the world universities of this kind are called research universities. Certainly, KPI as a research university has in priority to keep all academic, fundamental components as defining for it, but it has to work at the same time with three interconnected directions: tutoring, scientific researches and innovative implementation of high technologies and their launch into the markets. KPI has to improve sequentially the quantitative ratio between a basic level of training (bachelor) and high levels (the master, the doctor of philosophy and the doctor of science) in favour of the highest levels, gradually getting closer to the model of the best technical universities in the world (Massachusetts Institute of Technology, Parisian Ecole Polytechnique, Aachen Technical University and others).

For ensuring such a training, it is necessary to introduce progressive technologies of a science-intensive, innovative tutoring, extend integration with a labor market, improve the financial, material, technical and methodological support of our work, constantly carry out an introspection of the quality of specialists training. 2. Fundamental nature of training. We ought to strengthen a role of the fundamental education. Without the fundamental knowledge the comprehension of the nature of various processes and phenomena is impossible. A person who has got a deep fundamental education is capable to formulate the complex tasks, control processes, fully and systemically estimate all the consequences of these or those administrative decisions, and only s/he is capable to create conditions for society’s sustainable development. Fundamental training of specialists has to be carried out according to the physic-technical model providing the synthesis of the profound general scientific natural knowledge and engineering art.

3. Ensuring interdisciplinarity, systemacy, complexity of training and harmonization of KPI’s work with a labor market has to become a basis of our strategy at the following stage. Engineering penetration in the medicine, biology, environmental protection, economy and the public sphere will demand from us the strengthening of interfaculty- and interdivisional connections, programs reconfiguration and flexibility of educational trajectories. Today, the activity of Intercollegiate College of Medical Engineering is a good example of an embodiment of this strategy which has united work of more than 30 KPI engineering departments in the comprehensive program "Human Health". Today, in the comprehensive program "Youth microsatellite", which is carried out by Department of Aircraft and Space Systems, all efforts of experts from KPI, Dnipropetrovsky National University and Kharkiv Aviation Institute have been combined in such areas as mechanics, materials science, mathematics, physics, ecology, IT-field, microelectronics, telecommunication systems, systems analysis, in total, 20 representatives of fields of knowledge. I am convinced that such problem-oriented approaches will be extremely demanded by economy and society in the nearest future. 4. An important element of KPI’s further development strategy is taking into account not only the present but also the future condition of science, technology and production development. Thus, according to results of analytical forecasts of world leading scientific centers (the Oxford University, the International Council on Science, American Company “Rand Corporation” and others), over a period of the next two decades the most demanded will be experts in fields of the alternative power engineering and new economical means of transport, nanotechnologies and new materials, a complex of sciences providing human life quality and health (medical engineering, biotechnologies, pharmaceutics, etc.), experts in the field of climate changes, specialists in the field of new informational and space technologies.

According to the experts, the demand for system analysts and specialists-programmers who will be able to process and analyze data of the various nature for business, scientific researches, new types of technique, over a period of the next decades will grow in several times. These world tendencies we have to impose on the development peculiarities of society and KPI, take them into account in the process of evolutionary improvement of contents and training directions.

5. Strengthening of a direct interaction of technical education and a labor market is extremely important for KPI. Exactly as a result of such a partnership and with taking into account all the world tendencies in science and technology development, new requirements to contents, structure and amount of engineering specialists training have to be created.

To date the university has already taken some essential steps forward in this direction. We have concluded a treaty with more than 3500 enterprises in Ukraine. But among large backbone enterprises of basic industrial branches we have only several partners. Hereby, we have concluded treaties with Ukrainian Federation of Employers, with leaders in the field of space and aviation technologies – a design office “Pivdenne” (“Southern”) and Antonov Aviation Scientific and Technical Complex, with Group DF – the leader of the chemical and titanic industry, with a group of companies DTEK– the leader of Ukrainian fuel and energy complex. At the following stage we have to expand the list of such strategic partners essentially, coordinating with them a curriculum on a particular specialties, and also programs of scientific researches and innovations, according to the requirements of industrial basic branches.

6. We have to considerably improve the educational, laboratory and research base of the university. On this parameter, the growing lag, both in Ukraine and in KPI, from the world advanced universities is present. For example, in 2005 KPI and Lomonosov Moscow State University had approximately comparable supercomputers. KPI had a cluster with efficiency of 3 Tflops, Moscow State University – 9 Tflops. Now, the efficiency of KPI’s supercomputer has increased to 6.9 Tflops, and Moscow State University’s supercomputer – to 1.3 Petaflop, i.e. Moscow State University in terms of deployment with such modern-technique equipment advances KPI in 600 times.

We have to carry out updating of the educational and laboratory equipment in all engineering directions, and especially according to those educational and scientific programs where we can still keep leading positions in the world. Thus, according to the program "New substances and materials", we must buy a gas-liquid chromatograph with a mass spectrometric detector and a nuclear magnetic resonance spectrometer. Purchase of this equipment will enable us to achieve the breakthrough results during the investigation of substances structure and the subtle features of their chemical and thermal changes that are important for the creation of materials with new properties (the research adviser of these works – prof. Andriy Fokin).

According to this program, we should continue equipping the center "Nanoelectronics and nanotechnology" by purchasing the next batch of equipment for the synthesis of materials with new properties. The research adviser is academician Yuriy Yakymenko.
In accordance with the program “Human Health”, we are working on purchasing of the equipment for obtaining and researching of the lipid membranes, in which the pharmaceuticals and magnetic nanoparticles are being embedded. This will allow keeping the liposomes in the tumour more effectively in its entirety and, as a result, increase of the treatment effectiveness up to 20%. The research adviser of these works is prof. Vitaliy Maksymenko.

According to the program "New information and telecommunication technologies", it is extremely important to continue the development of high-performance computing cluster of the university and to increase its productivity in 56 times, bringing it up to 3540 Tflops. This will solve super-complex problems of materials science, physics, chemistry and nanotechnology that haven’t been solved earlier, in principle, and also will preserve Ukraine's participation in the international project "Alis" which deals with the processing of data for the large hadron collider and will ensure the equitable cooperation of KPI in the European Grid network. The research adviser of this direction is prof. Anatoliy Petrenko.

In total, the list of KPI’s scientific laboratory equipment has more than 100 positions. Funding sources should be presented by the Ukraine's state budget, funds of large enterprises, international grants.

7. We have to increase in 1.52 times the training of scientific personnel of the higher qualification in fundamentally natural and engineering fields, expand the presence of scientific publications in the world scientific-metric databases. At present, only for restoring the natural losses of scientific schools, KPI annually prepares 1520 doctors and 7090 candidates of science. For substantial development of these schools, this number should be, a least, doubled. 8. By combining science, advanced education and business, we must create an island of innovative breakthrough in the country in fields in where we have great practice. First of all, they are: green power engineering, new substances and materials, nanoelectronics and nanotechnology, medical engineering and biotechnology, new information technologies. Having created the scientific and technological parks and mastered the mechanisms of their work, KPI became the indisputable leader of Ukraine in the field of innovation activity. Now, on a prepared base we have to make innovative breakthroughs in the above mentioned areas of high tech.

9. Protection and management of intellectual property and knowledge commercialization must become a new and very important task for KPI. We have never included the intangible assets in the university economy, haven’t ever put them on the balance sheet and haven’t made their commercial implementation, whereas in the world advanced research universities this comprises at least a third of their budget. Despite the fact that Ukraine has virtually no experience of such work, there is no effective legislation that governs it; KPI is the first to master this new business, significantly increasing the cost-effectiveness of their work.

10. In international operations we have to expand the cooperation with partner universities by implementing the programs of academic mobility. Of the first priority is the increase in several times the number of students that study on the program of double diplomas with universities of developed countries. This year, there are already about 200 of them. We have to increase in 35 times the efficiency of KPI subdivisions participation in foreign grants, including the European Union projects, programs "TEMPUS" and "ERASMUS MUNDUS". We need to significantly improve the quality of the personnel training, i.e. those who are able to organize and implement international projects. We have to overcome the language barrier in the contacts with the outside world, significantly improve language training of our students, scientists and teachers, more actively involve every department of the university and, especially, students to the international activities. 11. We need to automate and informationize all the technologies of training and university management, ensure the successful implementation and further development of KPI’s e-campus and functioning of information sites of the departments, institutes and faculties, including their English language resources.

12. We have to significantly improve the financial base of the university, making special emphasis on the quality of the infrastructure which is in the process of creation. Hostels, public places, some lecture rooms, power systems and other infrastructure elements require the radical modernization. An important task for KPI will be a fundamental restructuring of the power consumption system, energy conservation and infrastructure maintenance. With the current state of the system, which consumes more than 40% of the KPI consolidated budget, the existence of the university will be impossible in the following years. We have to, at least, halve the costs, which are spent on 1 m2 of the areas, that we pay for the infrastructure maintenance and energy sources. We also have to build 2 new hostels and several academic buildings. First of all, it’s the building of DASS (Department of Aircraft and Space Systems), building of Publishing and Printing Institute, an extra building for FICS (Faculty of Informatics and Computer Science) and for the Faculty of Applied Mathematics; urgent is the construction of the building for the Institute of Physics and Technology.

13. In the conditions of economic and social instability in society, the social protection of our staff members is assuming significance. It should acquire a clearer and more targeted destination, become more efficient and effective. It should be aimed at supporting an atmosphere of creativity, cooperation and mutual assistance among the members of our staff, introduction of mechanisms to motivate colleagues-innovators that provide an accelerated development of the university; strengthening the principle of “subjectlessness” in personnel management, protection of academic freedom and dignity of students, teachers, scientists and employees, their freedom of will. It is needed to continue the programs of investment housing construction, programs of assistance to vulnerable members of the staff, the disabled, the sick, veterans, families with many children and single parents. 14. KPI have to be the first in Ukraine to work out and implement the European model of the university autonomy and academic freedom. Why is it so important now and why will it be even more important in the nearest future? The reason is that at the beginning of a new century Ukraine, as well as the whole world, faced new, previously unprecedented challenges and crises. The most acute among them are the crisis of morals, the crisis of tolerant and harmonious coexistence of people in the world and in Ukraine in particular. This major crisis entails the others – financial, economic and social. How to take these challenges? How to find answers to new difficult questions? These answers do not lie in the plane of the standard solutions. Facing new challenges, large capitals; financial, natural or administrative resources are powerless; even governments of countries and whole continents look helpless. Answers will provide new, previously unknown knowledge that can be worked out only in free academic environments, in the centers of independent university thought, one of which in Ukraine has always been Kyiv Polytechnic Institute. And the state has to be interested in the existence of such centers of independent thought, so that they could work out this much needed truth. The state must arm themselves with this truth, new unconventional ideas for the progress of the country.

And finally, solving the question concerning the head of our university for the next period, it is important to take into account the system of basic principles that should be the basis for his activities. I am convinced that it is necessary to preserve the principles which we adopted in 1992, and which I have been trying to follow during all this time. They are: "The head of the university should always remember that he is a former student of KPI, he owes his coming into being and formation to it, and therefore, under any circumstances, he has to work on its development and prestige, support and defend the alma-mother colleagues, respect the honor and dignity of every person regardless of their social status or position, not to be arrogant with others, try to understand everyone’s point of view; assert the respect and honor to veterans and older people who have created everything that we have today, who are the carriers of wisdom and unique experience for a new generation; inherit all the best approaches for KPI from the former heads of the university; see each student as a talented personality, and each colleague – as a like-minded person and a teammate; be grateful for the fulfilled work and be able to forgive mistakes and weaknesses".

I believe that our team will give an adequate response to all the challenges that we and our society have faced, and will pass the next period of time with even more significant achievements. Thank you for attention! P>
