Today, when domestic Power Industry works in extremely difficult conditions of war, and the issues of energy saving and effective energy management have become as relevant as ever, the importance of the activity of the Training Centre for Energy Management (TCEM) at the Educational and Research Institute of Energy Saving and Energy Management is difficult to overestimate.

Therefore, despite the multiple rocket attacks on Kyiv and other Ukrainian cities and villages, as well as despite rolling blackout and power cuts on an emergency basis throughout the country, the Training Centre for Energy Management continues to conduct training, additional and advanced training of specialists in the field of energy saving and energy management. That is, precisely such specialists who know how to effectively ensure the optimization of energy consumption and the rational distribution and use of fuel and energy resources, which is absolutely necessary now. Thus, in November of this year, a two-week correspondence course was held for trainees from the Kyiv, Rivne, Dnipropetrovsk, Vinnytsia oblasts, and the city of Kyiv, which included the study of methodical materials, current regulatory requirements for energy efficiency certification and independent training; and from November 14 - intensive online training, which consisted of lectures and practical classes, as well as the completion of homework by the students. All course participants were able to complete their studies and successfully passed the qualifying exams. However, it was necessary to extend the training period for this, because the lecturers had to conduct additional sessions for students and provide individual consulting. A convenient time for taking the exams was agreed taking into account the schedules of power outages and the availability of a stable connection.

The lecturers of TCEM gained the experience of distance teaching during the pandemic of the coronavirus COVID-19. At that time, correspondence courses were developed at the Center in full compliance with the regulatory requirements for the procedure of professional attestation. It is clear that under the conditions of epidemiological restrictions, the trainees also took the qualification exams online. During that period, a total of 23 auditors for the energy efficiency certification of buildings and 24 specialists for the inspection of engineering systems of buildings were certified. They received qualification certificates as per standard form and were included into the National Database of Construction Industry.

Worth knowing. The Training Centre for Energy Management (TCEM) at the IEE was established in 1996 under the European TACIS program. The Educational and Research Institute of Energy Saving and Energy Management of National Technical University of Ukraine “Igor Sikorsky Kyiv Polytechnic Institute” was recognized as a basic institute for training, retraining and advanced training of specialists in the field of energy saving by the Comprehensive State Energy Saving Program of Ukraine (Decree of the Cabinet of Ministers of Ukraine No. 148 of February 5, 1997).

Since that time, more than 1,500 specialists have upgraded their qualifications at TCEM in standard programs "Basics of energy saving and energy management" and "Energy audit"!

The Training Centre for Energy Management conducted cycles of three-day seminars on the development of energy management for representatives of territorial communities in many cities of Ukraine within the cooperation with the German Agency for International Cooperation GIZ and the Ministry for Communities and Territories Development of Ukraine.

In 2018, an Attestation Commission was established on the basis of the TCEM as mandated by the Law of Ukraine "On the Energy Efficiency of Buildings"; a training program and sets of theoretical and practical tasks were developed and approved for training, retraining and advanced training of specialists in the energy efficiency certification of buildings and inspection of engineering building systems. In total, the Training Centre for Energy Management has already certified 129 specialists in energy certification of buildings and 130 specialists in the examination of engineering systems.

Teaching at the Center is carried out by lecturers of the Department of Power Supply of the Educational and Research Institute of Energy Saving and Energy Management and the Department of Heat and Alternative Power Engineering of the Educational and Research Institute of Nuclear and Heat Power Engineering, as well as representatives of the State Agency on Energy Efficiency and Energy Saving of Ukraine, the Energy Efficiency Fund, State Research Institute of Building Structures. Separate sections and practical tasks of the training program are also used in the educational process for energy management students during the teaching of the disciplines "Energy efficiency and energy certification of buildings" and "Energy production and distribution systems".
