Victor Glushkov was born August 24, 1923 r.u Rostov-on -Don in the family of a mining engineer. In 1929 the family moved in Shahty. In June 1941 Victor Glushkov with honors graduated from high school №1 Shahty .He was going to join the Physics Department of Moscow State University . But on June 22 the war has begun. He immediately filed an art-school but due to very poor eyesight he was not taken.

After the liberation of  Shahty Glushkov participated in the restoration of the Donbass coal mines , initially worked in the mine laborer , then inspector of quality and safety.

In autumn 1943 Novocherkassk Industrial Institute announced an admission  and Glushkov became a student of  its thermotechnical department. In 1947 he entered his 5th year physics and mathematics department of Rostov University , having passed the additional transfer work, 4 years - almost fifty exams and next year receives diplomas of higher technical and university mathematics education .

In October 1951 he defended his master’s thesis on "The theory of  locally nilpotent groups without torsion, on chain condition " and in December 1955 after a one-year doctoral studies at Moscow University - doctoral thesis "Topological locally nilpotent group. "

In August 1956 in .M. Glushkov was appointed  head of the Laboratory of Computer Science Institute of Mathematics of the USSR.In this laboratory under the direction of academician S.A. Lebedev just five years earlier was established the first in continental Europe electronic computer MEOM.

In December 1957, the laboratory was transformed into the Computer Centre of USSR Academy of  Research Institute . In 1962 Computing Center has been transformed into the Institute of Cybernetics, USSR Academy of Sciences , whose director until his death remained V.M. Glushkov. This institute headed by Viktor Mikhailovich was created dozens of types of computers, many of which met not only international standards but also opened up a completely new direction in the development of computer technology. For example, series machines MEC (Machine engineering calculations ) were proto-type personal computers. More was designed various operating systems and complexes. The Institute has become a leader in developing and conducting automated control systems (ACS).

Glushkov made an invaluable contribution in strengthening the defense of the Soviet Union. He was supervisor of the work on implementation of automated control systems in ministries of defense complex.

Even more remarkable Glushkov’s theoretical work  was in cybernetics. He made ​​a revolution in the field of designing computer technology and in building applications. It is enough to say that the famous British Encyclopedia, which at that time was already a joint British- American edition , ordered an article named "Cybernetics " from V.M. Glushkov.

In 1996 an international computer company posthumously awarded Victor Mikhailovich Glushkov with medal "Pioneer of computer technology " for the establishment of the Institute of Cybernetics, the theory of digital machines and in the field of computer architecture macroconveyor . This medal is awarded to scientists for exceptional achievements and significant contribution to the development of computer technology that withstood test of time and have advanced computer science in the front .

In the Soviet Union work of Academician V. Glushkov was awarded with Lenin Prize , State Prize of the USSR State Prize of the USSR, several academic prizes , he was honored with the title Hero of Socialist Labor , was awarded with orders.
