ISCIP of Igor Sikorsky Kyiv Polytechnic Institute (hereinafter – the Institute) is a unique military educational unit of the National Technical University of Ukraine “Igor Sikorsky Kyiv Polytechnic Institute” and has the status of an educational institution under the State Service of Special Communications and Information Protection of Ukraine.
In 2026, the President of Ukraine decreed the presentation of the Battle Flag to the Institute of Special Communications and Information Protection of the National Technical University of Ukraine “Igor Sikorsky Kyiv Polytechnic Institute” as a symbol of honour, valour and glory, and as an exhortation to every servicemember of the State Service of Special Communications and Information Protection of Ukraine to faithfully serve the Ukrainian people and to defend the Ukrainian state with courage, professionalism, and unwavering resolve.
The staff of the Institute was awarded the Honorary Certificate of the Cabinet of Ministers of Ukraine (№ 22496, dated 20 December 2011) and the Certificate of Merit of the Verkhovna Rada of Ukraine “For Services to the Ukrainian People” (№ 1094-K, dated 5 December 2025).
Mission of the Institute: to ensure a high standard of continuous training, retraining and professional development for a new generation of competent officers in the fields of cybersecurity and information protection, special communications and electronic communications, as well as information technology, capable of ensuring the cybersecurity of state systems, responding to emerging cyber threats, strengthening Ukraine’s defence capabilities and integrating into the international professional community.
Vision of the Institute: ISCIP of Igor Sikorsky Kyiv Polytechnic Institute is a leading NATO-compatible national educational and research centre that safeguards Ukraine’s technological sovereignty in cyberspace and special communications by educating a new generation of officer-leaders capable of securing victory in the age of technological warfare.
The Institute offers degree programs at the Bachelor's, Master's and Doctoral (PhD) levels in the following specialities:
F3 Computer sciences;
F5 Cyber security and data protection;
G5 Electronics, electronic communications, instrument engineering and radio engineering.
The Institute features a Specialised Academic Council authorised to conduct dissertation defences for the award of the Doctor of Sciences degree in the following specialities: 05.13.06 “Information Technologies”, 05.12.02 “Telecommunication Systems and Networks” (Order of the Ministry of Education and Science of Ukraine № 439, dated 11 March 2026).

Research and Development Center.
The Institute’s academic and research staff comprises 16 Doctors of Sciences, 44 Candidates of Sciences, 7 Doctors of Philosophy (PhD), 17 Professors, 28 Associate Professors, 2 Senior Researchers and 1 Leading Researcher. 4 staff members have been awarded the honorary title “Honoured Education Worker of Ukraine”, 2 are recipients of the State Prize of Ukraine in the Field of Science and Technology, 5 have been awarded the Medal of the President of Ukraine “For Labour and Valour” and 7 hold the honorary distinction “Excellent Education Worker of Ukraine”.
The educational process is carried out using modern high-tech facilities, including:
- Cybersecurity Educational Situational Centre named after Hero of Ukraine Major General Maksym Shapoval;
- Technical Information Protection Laboratory named after Professor Leonid Skrypnyk;
- Cisco and MikroTik Academies, the Grandstream School;
- Specialised training classrooms and laboratories.
In 2025, the Institute became the first higher education institution in Ukraine to establish an Educational Cyber Incident Response Team – CSIRT-ED.
Since its founding, the Institute has trained over 2,000 highly qualified officers who ensure the state’s cyber defence and serve in the State Service of Special Communications and Information Protection of Ukraine (SSSCIP) and across other branches of Ukraine's security and defence sector. This exceptional standard of training is reflected in the achievements of our students: in the last two years alone, our students have claimed over 30 top spots in international and national cybersecurity and IT tournaments. The Institute’s current students and alumni are members of national teams, representing Ukraine at international cyber exercises and within leading organisations, including the NATO Cooperative Cyber Defence Centre of Excellence.
The Institute provides retraining and professional development programmes. Among its key initiatives is the Higher School of Cryptology, which offers advanced training in modern cryptography, including post-quantum technologies and international information protection standards.
The Institute publishes 2 peer-reviewed academic journals included in the List of Scientific Professional Publications of Ukraine, Category B (Order of the Ministry of Education and Science of Ukraine № 886, dated 2 July 2020):
“Information Technology and Security”;
“Special Telecommunications Systems and Information Protection”.
Socially significant initiatives of the Institute:
- “Cyber Hygiene in Ukrainian Schools” – launched in 2019, this initiative has now reached over 450 general secondary schools, gymnasiums and lyceums. As part of the project, more than 50,000 students have acquired knowledge and practical skills for safe digital behaviour and cyber threat prevention.
- “Safe Life: Life-Saving Skills” – launched in 2025, the initiative has engaged more than 80 schools, lyceums and colleges, helping over 4,000 children and teenagers develop basic first aid and emergency response skills.
