Prospective Development Department coordinates the implementation of the "Development Strategy NTTU “KPI "for the period 2012-2020," and is involved in the development and management in the following areas:
- Development of information management activities of the University, the protection of information and personal data;
- Development of the property complex, optimizing the use and the rent of it;
- Organization of implementation investment projects;
- Organization of the program "The future of Ukraine";
- Organization of cooperation and coordination of public student organizations;
- Organization of the department of labor;
- Organization of communication and integration among ISSZI with the University;
- Development of the social sphere of the university.
Let me describe the main results, problems and challenges in these directions.
1. The development of information management. Ensuring the protection of information and personal data
University Information System is a comprehensive information and communications environment, which performs the traditional task of informing the community about the activities of the university (portal) remote access to education (e-campus development DB IP KPI) and library resources, taking into account the number of students, operational cooperation MES, information management activities of administration and departments of the University and others.
Computer University Park consists of approximately 5,500 pieces of equipment that are integrated into the network (of which 30 backbone servers SPA KPI-Telecom and about 100 servers of Departments, 3,000 users). In the campus more than 10 thousand computers are integrated in the network.
During 2014 the Department carried out a number of tasks for the development of information management activities, in particular:
- an investment project for the modernization of Datagroup computer networks 7 hostels by 6.3 thousand ports of 100 Mbit / s each is realized;
- the pilot implementation of the AU "Test" was started , the entrance control of residual knowledge of 4,0 thousand students 1st year and monitoring the knowledge of the 5th year the FTI was carried out;
- the 1st line of AS "Document" (Rector's Office) was introduced, works on the 2nd stage (units) are carried out;
- the level of operational cooperation of the Unified State electronic database on education (USDBE), AS "Dean", accounting department of the campus was increased;
- the level of operational engagement AS "Dean" of development research institute "PIT" with EDEBO development "InfoResurs" was increased;
- works on modification portal University http://kpi.ua - modifying design, upgrading multilingual quality, function fees dormitory introducing- were done;
- measures to ensure the application of data on the composition of the student to USDBE and improving the organization of work on the issue of the application of the Diploma of Higher Education European standard (DIPLOMA¬SUPPLEMENT) through an automated system "Education" are implemented;
- a personalized work with students on issues related to the purchase and production of student tickets was done.
Development of information is constrained by the insufficient funding.
The goals of information are associated with the further development of an integrated information environment multi service University with online electronic educational platform, creating a virtual environment research, rating and valuation environment, electronic integrated environment of university management, e-payment services.
New portal University should develop as a single point of access to services, e-education systems.
2. Development of the property complex, optimizing the use and the rent of it;
The total area of the property complex of the University over the past year has not changed and is 535.5 thousand m2, including 35 academic buildings and 21 dormitory. In addition, we have on the balance 6 residential houses, 4 recreation places for students and university staff.
The total area allotted to the university for permanent use is 112 hectares, including recreation - 35 hectares. The area of academic buildings is 348.6 thousand m2, of which 116.0 thousand m2 – for educational activity, 5.6 thousand m2 – for scientific activity.
In the summer of 2013 the Cabinet of Ministers of Ukraine derived MITI from our University. Military department - a division of MITI is located on our territory in the educational building № 27. We have now an important task to preserve this building for the university. There is discussions now of the project coordination in the Cabinet of Ministers of Ukraine, which contains the decision to establish the military department NTUU "KPI". With the adoption of this resolution the educational building number 27 will completely return to orbit of the KPI.
As in previous years, part of the university area is leased. The university leases 4.0 thousand m2 and earns 5.5 million UAH annually. Area are leased mainly to provide social and personal services.
3. Organization of implementation of investment projects
State funding for the construction of new school buildings and student dormitories for a long time does not exist. For the construction of the necessary training facilities and student dormitories in its own territory, our university is forced to rely solely on its own limited means, and look for opportunities to raise funds from outside investors.
At present there are 4 investment construction projects, accompanied by the investment committee:
- Construction of a student dormitory for 374 places (st. Vyborg). Investors SUIT "Stolitsa" and LLC "Standard". Project implementation period is 2005-2010;
- Construction of audiences Institute telecommunication systems (st. Industrial). Investor Ltd. "SPC" TOP ". Project implementation period is 2008-2010;
- Construction of the academic building of the Faculty of Aerospace Systems. Investor "Axon Invest". Project implementation period is 2012-2014.;
- Construction of teaching and laboratory building of the Faculty of Computer Science and the Department of Applied Mathematics. Implementation of the project is provided by our own funds, it is at the design stage.
Unfortunately, the vast majority of investment projects is not performed. The reason is the economic crisis of 2008, the subsequent recession and the lack of investors. Actually only SUIT "Capital" was working in the construction of a student dormitory (completed 2nd floor and the foundation was fastened adjacent building).
Given these circumstances, the investment committee is working on the search for alternative investors.
4. The implementation of the program "The future of Ukraine"
In order to create the conditions to search for talented young people, the expansion of opportunities for them to quality higher education technical work the program "The future of Ukraine" was carried out.
The program in 2014 included the following activities:
- Defense of scientific research students grades 8-11 in the departments of mathematics, chemistry and biology, engineering sciences during Stage II All-Ukrainian competition-protection research student member works Minor Academy of Sciences (in February), which was attended by more than 1,300 Kyiv scholars;
- The participation of high school students in scientific readings from the series "Outstanding designers of Ukraine," round tables devoted to the life and work of scientists, inventors, engineers (March 13, May 17, November 27, December 8). More than 100 students participated in those activities;
- Conducting videoconferences with scientists of the European Organization for Nuclear Research (CERN) on May 25 and 15 October, during which more than 300 high school students were able to ask questions to scientists one of the most powerful scientific laboratories in the world;
- The participation of students in scientific and technical Ukrainian contest of youth innovation projects "The future of Ukraine" (in November) - about 100 high school students from 21 regions of Ukraine and Kyiv;
- Summer school programming "SummerCode" (in July), which was attended by 40 students grades 8-11 of Kyiv;
- Participation of students of Kiev’s MAS in VIII Ukrainian festival of science (in May); in the international scientific and educational marathon "Day of the Comet" on the occasion of the landing of the spacecraft "Rosetta" comet Churyumov-Gerasimenko (November 12).
In 2014, nearly 130 teachers, scholars NTUU "KPI" were engaged in research work with students grades 8-11.
In 2014 it was organized the participation of students in national and international competitions such as the European Engineering Competition (March, organizer - Student Council), Ukrainian Youth Water Prize (in April, the organizer - FCT), Intel-Techno Ukraine (in February and October, organizer – IPT), Ukrainian festival of innovative projects "SikorskyChallenge" (in October). At the International Competition Intel ISEF in May 2014 (Los Angeles, USA), the winners were: Alexander Titov - third place in the section "Mathematical Sciences" Alexander Loikaw - special prize from GoDaddy.
NTUU "KPI" collaborated with organizers of the projects: "STEM: future professions", "Energy-Efficient School", "FirstLegoLeague".
Career Guidance is concentrated mainly on the faculties which held in spring open days on campus, as well as organized the “outside” Open Days in secondary schools. On an autumn vacation in 2014 "School for young technicians" for students of Kiev’s MAS was working, during which representatives of departments acquainted students with educational laboratories and State Polytechnic Museum.
In 2014 two University’s events for applicants (April 26 and 13 December) were held. Day of the applicant in NTUU "KPI" 13 December brought together more than 1,000 students from 150 schools of Kiev, 17 settlements of the Kiev region, as well as from 26 settlements 9 regions of Ukraine and Crimea.
All educational units of the university are working with the scholars. The most active among them are: FPE, IME, FE, FIDE, IASA, FPM, FASS, IESEM, FCT, IPT, FBE, FEPEA and State Polytechnic Museum.
5. Organization of the cooperation and coordination of activities public student organizations
In "Development Strategy NTUU “KPI "for the period 2012-2020," it is determined that our university has created and operates one of the best systems in the country of the student government.
In order to coordinate the work of public student organizations and increased cooperation with administration it was created a coordinating council for working with student organizations "KPI". At meetings of the Board there are considered the organizational activities of the Board and specific projects. Among realized student projects of this year, there is an investment project together with Datagrup on introduction of modern technology in the delivery of Internet services in the university dormitories, reorganization of students cafes in 1st and 31st buildings and others.
Council will now discuss the content of the project the student section of the collective agreement which will be considered and adopted at the conference of the staff this year.
6. Organization of the department of labor
In 2014, health and safety department implemented the following basic preventive measures:
- Induction of labor protection (2 thousand. Man);
- Training and knowledge on safety of all employees of structural divisions for three-year cycle;
- Annual special training of employees engaged in hazardous work;
- Review of current safety instructions in all divisions of the University.
In 2014, there was no accidents in the University associated with the production, and the number of them in the home decreased by 50% compared with 2013 year.
7. The interaction and integration with the University ISC&CD
One of the important work of the department in 2014 was determined strengthen cooperation and deepen integration between the university and its division of dual subordination – ISC&CD. At the moment, there was going the work on resubordination of the military department from MITI SUT into NTUU "KPI", and relocation ISC&CD from the territory MITI SUT in Pechersk in the building №27 NTUU "KPI".
8. Development of the social sphere of the University
In order to improve the welfare of employees and students of the university rector's order in November 2014 as part of the Department of perspective development it was created the directorate of the programs for the development and welfare.
Social facilities - the center of power of the student; recreation (sports camp "Polytechnic", wellness center "Mayak", the student's military-sports camp "Sosnovy" student mountain-sports camp "Globe"); sanatorium; Center of Physical Education and Sports; Student Clinic (coordination of cooperation) – have obtained the status of double subordination. As part of the organization of management and use there are subordinated to the vice-chancellor on the Development, and in terms of holding the objects – to the Vice Rector for administrative work.
At the initiative of the student Food Committee it was implemented the project "Campus Food", which is funded by University Food Center and cash flows from the lease areas of the university. The project has already been the first to achieve - to open a cafe in the building №1 and №31 and repair of production facilities of the central dining room (building number 32). In future implementation of similar projects is envisaged in all areas of social sphere.
For the purpose of informing employees and students the creation of a site of social sphere NTUU "KPI" is in process.
During the reporting 2014 year the long-term development of the University was carried out in the framework of the "Development Strategy NTUU “ KPI ", which allowed positive results and high performance. There is still a lot of plans for improvements in all areas. The tasks are quite real, provided the mobilization efforts of the entire team of the University, departments and the direct involvement of institutions and faculties.
There are among the immediate future tasks of development - preparation, discussion and promotion of investment project to build an autonomous university heat generating station.
