2017 became the year of further implementation of the Law of Ukraine "On Scientific, Scientific and Technical Activity" for science of Ukraine. In April, the National Council of Ukraine for Science and Technology Development was created, and in August the structure of the Scientific and Administrative Committees of the National Council headed by the Prime Minister of Ukraine was approved.

On December 21, 2017, the Committee on Science and Education of the Verkhovna Rada of Ukraine recognized the status of the implementation of the Law of Ukraine "On Scientific and Scientific and Technical Activities" unsatisfactory, and in the decision of November 15, 2017, stated: "... the scientific and technological lag of Ukraine from developed countries is increasing, the state lacks a strategy for the development of science and effective scientific and technological, innovation policy, management decisions cause a decrease in the number of scientific and scientific and technical personnel, including their preparation, the outflow of scientists, specialists, qualified workforce is critically intensified, the low level of wages of research workers remains the same, the prestige of scientists and their social status is falling ... This state of the scientific and technical sphere does not correspond to the course of Ukraine's integration into the EU, the formation of an innovative economy, the improvement of the quality of life of citizens, threatening the national security of the state and its development ".
