On May, 30, 2013 XXXIII NTUU “KPI” employees trade union accounting conference took place at the convention room of the Academic Council Hall. M.Z. Zgurovsky, the rector of KPI, and O.M. Yatsun, the head of the Kyiv municipal organization of education, academic and research workers of Ukraine participated in the conference. The account of the trade union head, Molchanov V.I., on the functioning of NTUU “KPI” employees trade union for the period from March, 2010 to May, 2013 (the summary of the account is given on page 2) was presented at the conference as well as the trade union checkup commission information given by the head of the trade union checkup commission Yurchuk V.P. H.M. Kulyk, the head of the Faculty of Physics and Mathematics trade union stressed the need of lecturers evaluation rating system optimization drawing attention to the index part used while rating calculation for Bachelor’s and Master’s (Specialist’s) students. Moreover, Hanna Mykoaivna yet again pointed out the necessity to organize rooms for the lecturers of general departments in the KPI academic buildings.
O.O. Kozhemiachenko, the head of the Faculty of Marketing and Management trade union as well expressed her concern about certain opacity of lecturers evaluation rating system criteria and suggested evaluation criteria coordinating with the trade union employees committee for the purpose of a wider civil acceptance of changes in this system. Olga Oleksandrivna stressed the impermissibility of changes in evaluation rating system at the eleventh hour and the absence of a great number of responsibilities taken on by lecturers but excluded both from the rating system and academic workload of a lecturer (retaking of an exam, preparation for a lesson, additional transfer work etc). Z.V. Kravets, the head of the Research Department trade union, pointed out ultimate aspects of trade union departments work in informing their staff on sanatory vouchers got from the Social Insurance Fund. Then, Zinaida Vasylivna drew attention to the constant growth of the number of medical sick leave certificates, that, to her mind, shows the employees’ poor health.
Trade Union and university authorities should pay more attention to preventive treatment, consolidation of role of physical training, giving more opportunities to the staff of training in the Movement Education and Sports Centre of NTUU “KPI”. Savchuk A.V., the head of the university recreation facilities regulation subcommittee gave the results of the recreation facilities testing during the reporting timeframe as well as main achievements possibly gratifying to cooperation of recreation facilities authorities and trade union committee.
Zgurovski M.Z., the rector of KPI, drew attention to the social-economic problems of the education of the recent years, expressed concern about negative effects which any scientist and lecturer may suffer unless the tendency comes to nothing. Evaluating the level of authorities and employees trade union committee collaboration, Mykhailo Zaharovych noticed consistent compelling stand that permitted (according to the data given at the Staff Conference that took place on April, 24, 2013) to optimize KPI management system and get rid of a set of negative phenomena noticed recently in student life. O.M. Yatsun, the head of the Kyiv municipal organization of education, academic and research workers of Ukraine, extended thanks for the active stand of employees’ trade unions and students in the issue “STOP 18”, concerning the government’s attempt to increase the number of students for one lecturer up to 18. All the speakers highly appreciated the work of employees trade union committee for the reported period and recommended to the delegates to evaluate the work of trade union favourably.
At the suggestion of trade union commissions and recommendation of presidium the conference decreased the number of trade union members to 46, having excluded 9 members and included 2. The conference has also approved of the decision to elect Bezugly M.O., Associate Professor of the Faculty of Instrument Design and Engineering, as a trade union Deputy Head. According to the resolution of XXXIII NTUU “KPI” primary employees trade union accounting conference “On the functioning of NTUU “KPI” employees trade union for the period from March, 2010 to May, 2013”:
1. To find the work of NTUU “KPI” employees trade union committee for the accounting period gratifying.
2. To take into consideration the information given by checkup committee.
3. It is recommended to the trade union to continue working to improve trade union activities in the sphere of the protection of the rights and interests of university employees.
For this purpose, it is advised to: - trigger and support events of trade union committees aimed at complete performance of the Legislation of Ukraine concerning the fulfillment of the terms of remuneration of labour, scientific-pedagogical staff retirement plan, rest and recovery of the university employees and their families;
- take part in measures implementation aimed at support of reenactment of Act of Ukraine “On the High Education” by Verkhovna Rada developed by the working party under command of Zgurovski M.Z. being the one presenting the stand of trade union education community;
- get under control university social issues department functioning; to encourage a social dialogue among students; - continue working on improving the information support of trade union members;
- summarize all the suggestions given during the conference and to develop a plan of their implementation. Based on the information given by NTUU “KPI” employees trade union
