Dear teachers, scientists, students, visitors to the meeting! Let me congratulate you with 116 anniversary of Kiev Politechnic Institute and the twenty-third anniversary of the independence of Ukraine.
The past academic year coincided with a dramatic and at the same time defining events in the history of our nation. Paying a high price for independence, Ukrainians clearly chosen motion vector to a democratic, fair, European model of society. The student youth and, in particular, the students of our university were and are at the forefront of these changes. Student KPI Yuri Popravko, and the young scientist Andrey Eremenko gave life for them. It is important that during the dramatic events of the KPI collective continues to perform the full range of their statutory duties, confirming solidarity, responsibility and professionalism.
After going through the revolutionary events, the country is facing new challenges and tasks. There is a need for revision of many conceptual foundations of society and, above all, education as its backbone link.
An important step in this direction was the adoption by the Verkhovna Rada of Ukraine of the new Law "On Higher Education", developed by scientific and educational community of the country. The purpose of law is to provide innovative development of economy and society in Ukraine on the basis of the preparation of high-quality, competitive human capital, harmonization of the national system of higher education with a European and global systems.
The main mechanism for the realization of this goal is to strengthen the interaction between education, science, business and government. The law defines the higher education and science as integral links in the country's economy on the principles of university autonomy, the combination of education with science and industry, strengthening their relationship with the labor market, an approaching to European standards.
One of the key provisions of the law limits the workload of teachers up to 600 hours per year, which will enable them to focus more on research and self-improvement.
The law provides the establishment of an independent collegial body to assess the quality of human capital in the country and the development and improvement of relevant standards.
The guarantees of equal access to higher education for young people by improving the IEE (independent external evaluation), promoting a system of "education for life", providing the necessary social package for low-income people enrolled, are extended. The law provides for the return to the European principles of election of Rectors on the basis of the final rights of labor collectives. The work the rector will be limited by two five-year terms election.
Dear friends! For a long time the KPI held leadership positions in the field of higher education and research, as reflected in various national and international rankings. Recent evidence of this leadership was the launching June 19, 2014 in Earth orbit university nanosatellite "PolyITAN-1." The satellite was created by group of young researchers and engineers from the Faculty of heat power energy, Faculty of Radio Engineering, Faculty of Electronics, Telecommunication Systems Institute, under leadership of FHPE senior researcher Boris Mikhailovich Rassamakin. The project was supported by the Fund of academician Michalevic.
A center with necessary test equipment to track the flight of space apparatus and to make planned research was created at the university. These data, which our young scientists have already received and will receive from space, will be used to create new in-orbit KPI satellites. The next launch of our satellite is planned for 2015 from the Brazilian cosmodrome.
Search and selection of the most prepared and prospective replenishment of the university has a high priority. Unfortunately, every year, the gap between the level of knowledge of graduates of secondary schools of Ukraine in the natural component and the requirements of the KPI is increased This imposes on us a special challenge to improve the system of pre-university training KPI, which we called "The future of Ukraine." It is quite extensive and versatile. Through a system of competitions, contests and training courses, three schools KPI, more than 300 schools and hundreds of thousands of students from different regions of Ukraine are included in it . More than 100 winners of the Small Academy of Sciences on the natural sciences during the last 5 years of joined the ranks of university students. One good example of professon - oriented work with youth is a holding of a summer school programming for students in grades 9-10 in conjunction with the association "IT Ukraine".
This year admission campaign had certain characteristics. Thus, in connection with the events in the South and East of Ukraine the conditions of admission were amended, which related to the deadline for submission of documents and publication of the results. For the purpose of the distribution of the state order for training in Ministery Education and Science competition commission was established. I note that almost half of all applications for admission submitted in the KPI in electronic form that significantly reduced the queue. To select their students in 2014 on natural and technical specialities KPI, an experiment was carried out, which envisaged accounting weight 0.75 for non-core subjects.
With this system, and the high ratings of KPI competition on submitted applications during the last four years increased steadily (4.4 per place in 2010, 5.28 in 2011, 6.79 in 2012, 7.37 in 2013,
7,72 in 2014). Importantly, the trend toward a higher interest of young people in education in our university is observed in a sharp growth of competition in the educational market and increase admission plan KPI for this period of time by 16%. This year, the replenishement of 1st year KPI was 4311 people. However, we are concerned that it 40% of departments and institutions in 2013 there was no competitive situation for admission to master's degree, with an average competition at the university to this form of training 1.36.
Unfortunately, there are significant systemic and even philosophical problems in this work. Main among them is the fact that we have not yet embodied in all departments and faculties policy priority the preparation for the higher forms based on the latest scientific research. Especially because the new Law of Ukraine "On Higher Education" required that the masters curriculum should include at least 30% of research. Most graduate departments of inertia says that their main task is to implement only the basic forms of training - Bachelor, which is not necessarily requires a combination of education and science, and the higher forms of training - Masters and Ph.D courses they considered as additional. Training of scientists through the doctorate is the exception rather than the rule - it is performed only 10% of graduate departments.
To solve this problem, in line with its strategy, each department has to develop and maintain scientific and pedagogical schools in their subject area, to increase their understanding of the current needs of society and the labor market, to forecast its development, to expand international ties, and much more.
In the past academic year, the University has accredited most of training areas and specialties. This work was carried out by 107 departments KPI, with 99 graduating. Accreditation indicates that lack of doctors at the university is more than 40 people. It also became clear that a new quality of our work can give the accreditation of training programs in the European region through the European educational and professional engineering associations. This will contribute to a significant inflow of foreign KPI students, teachers and researchers from universities and a significant expansion of educational and scientific participation in European programs KPI "Horizon 2020", Erasmus Mundus and other.
In recent years, the strategy of close interaction with the labor market is more and more justified. Despite the high level of unemployment in the country, about 60% of employers consider most important the problem of providing with qualified personnel.
The demand for our graduates last year amounted to 128% (the most on FCT, FIDE, FPE, FHPE), and practically all of the graduates KPI were employed. Many graduates of technical disciplines work in mechanical engineering, power engineering, electronics, instrumentation, IT sector and others. According to the center, "Sotsio -plus", according to employers 90% of graduates KPI qualifications meet the requirements for the work that they perform, and at the same time 97 % - have a high level of professional training. By shortcomings employers called the lack of practical training, lack of knowledge of managerial skills, foreign languages, legal and marketing knowledge-tions. To improve these components in KPI students training we should pay priority attention, in particular, to the widespread introduction of the second education.
Rejuvenation of the University, enhancing its professionalism remains one of our top priorities. In recent years, the average age of teachers declined slightly and now stands at 50 years. Over the past year teaching staff the University was added by 64 post-graduates, and another 28 were working on a scientific and administrative work.
We must continue to pay great attention to training of teachers and their participation in the system of postgraduate or second education. During the past school year, 20% of full-time academic staff have been trained.
For five consecutive years the complex rating system of teachers proves its effectiveness. Assessing the training-methodical, scientific and innovative work in 450 points each (ie, 45%); organizational and educational work - 100 points (10%), the system becomes an effective tool for improving the work of teachers. This year, IASA and FSL has implemented a pilot project where students evaluate teachers by the relevance of educational material, the ability to teach, teaching ethics and others. Results of surveys have become very important for self-improvement of teachers. Based on the fact that this system is common for universities in Europe, it is advisable to deeply analyze it at a meeting of the Methodological Council in view of its possible extension to the university as a whole.
In order to combine training with scientific and innovative activity for 5 years in a row we conduct a through integrated training Bachelor-Master-PhD. Today, seven institutes and departments KPI already are working on this model.
Expanding the interaction with the high-tech labor market University continued creation of joint centers with leading companies from the USA, China, Poland, Norway, Slovakia. It is the center "KPI-Progresteh-Ukraine" on the basis of Institute of Mechanical Engineering, Center for Renovated Energy FEPEA; Training Center with an American company IT "Honeywell Ukraine" on the FCT; classroom set of e-learning program "Dual Degree" with the Central European University Skalica (Slovakia), the class of distance education project EURASIA "Sustainable Production". Now more than 30 such centers are operating in the KPI.
A complex monitoring, as part of providing quality education, has become traditional at the University. During 18 rounds of its work were covered 78392 students, 146 specialties, disciplines in 1546. 338 thousand works of rector quality control of residual knowledge on the basic, professionally oriented, professional and humanities were checked and processed. According to the results of residue monitoring students' knowledge the departments have to implement each semester a complex analysis of their work and constantly improve it.
Over the last year educational and laboratory facilities of the University were significantly expanded. Total number of classrooms in the KPI is 1807, of which audiences - 476 laboratories - 958, computer classes - 217, methodical cabinets - 64, reading rooms STL - 15 (1.5 thousand. Seats), classes of coursework and diploma projects - 64 More than 10% of the training fund is equipped with the latest technology.
An important task is to further development of our own publishing facilities. The publisher of "Politehnica" last year printed 5 textbooks, 25 manuals, 47 training programs, 50 scientific and 37 periodicals, 32 reference publications, 750 other types of printed materials. A considerable part of teaching materials published in the KPI in the form of electronic resources.
Dear Colleagues, educational work, as always, was aimed at improving the quality of student learning, the creation of conditions for the spiritual, cultural, patriotic and physical education. Of course, the unstable situation in the country affected students' performance. Thus, about 70% of the students, instead of 74% in the last year, have successfully passed the summer session. This year, the number of excellents on the results of the summer session is 7.7%. Students studying at the "excellent" and "good" - 29%, and those that get mixed ratings - 58%. The number of those who learn only "satisfactory" is 5.8%. At the same time, the number of expelled as a result of the summer session was 688, which is 5% higher than last year's figures. The overall level of performance of foreign citizens in general corresponds to the achievement of Ukrainian students. At the same time, given the complex situation in the country, the foreign students passed the session early and temporarily left Ukraine.
Academic mobility of students is carried out on the dual degree program, an inter-university exchange programs and the European program Erasmus Mundus. Now these programs covered 192 students KPI who get the best education in the universities of Japan, France, Germany, Norway and other developed countries.
For over 10 years Career Development Center operates on the basis of our University. Twice a year, it organized and held a job fair, which represent companies and organizations interesed in employment of graduates of the KPI. Over the last year more than 4,500 students have established business relations with 40 Ukrainian and foreign companies and organizations on this site .
The quality of training of students KPI is also show by the results of their participation in national and international competitions. For example, in 2014 the KPI students participated in 52 such competitions, winning more than 40 prizes.
Student Government KPI is a contemporary form of improvement activities of the university. Students organized numerous theatrical and concert, scientific, technical, literary, intellectual and recreational events. On a regular basis more than 20 educational and scientific groups are operating: "School of KVN", "Cinema Club", "Chess", "Club of intellectual games."
Now in its ninth year at the university, thanks to the efforts of the STSA, Summer School "Achievements and Applications of Contemporary Informatics, Mathematics and Physics" is running. This year it was attended by 120 participants from 8 countries on four fields: "Operations Research", "Applied Computer Science", "Neuroscience" and "Energy". International students olympiade on programming "KPI-Open", a competition "Intel-Techno Ukraine", the competition of students of technical universities in Europe - BEST, contests "Queen KPI", "Mr. KPI", "The League of KVN KPI" festival of art song and creative collectives of amateur performances have already become traditional. New and very interesting was the art project of the student art space "Tower KPI", created with the direct participation of university students.
The revolutionary events in the country have made it urgent to improve the security and law and order in the territory of the university. Our students in the most tense days found a high level of self-organization, creating self-defense units KPI. At a high level carries out the work of community groups for the protection of the rule of law in the territory of the KPI, which this year was recognized as the best in the city of Kiev.
Health improvement of students - an important area of activity of the university. Sports day of students KPI from 18 sports become traditional. This spring, the first place in the overall standings Olympics won the FHPE, the second - FICT third - IPP. A considerable amount of this work is carried out in recreation - "Mayak", "Sosnovy", "Polytechnic", "Globe", which is organized by the students themselves.
Proportion of students receiving basic stipend of 730 UAH remains almost unchanged. Additional to them 170 students have received name and personal grants. 5 of them receive scholarships of the President of Ukraine, 1 - the Cabinet of Ministers of Ukraine, 4 - the Verkhovna Rada of Ukraine, 5 scholarships - Nadra Bank.
One of the projects of image and educational nature with the support of the Alumni Association of the KPI was the inception of the honorable Walk of Stars University, where memorials to famous Politechnics, who glorify our university in Ukraine and the world, to be established.
Dear Colleagues, Science in the KPI in recent years, has a special role. Its main interlinked areas are: carrying out research, filling the learning process of new scientific achievements, training highly qualified scientific personnel, development of innovation.
Formation of scientific subjects is performed according a multichannel scheme. Total funding of science in the last year exceeded 53 million UAH, 44% of which was the share of budget funding of 54 fundamental and 85 applied research works. 132 economic contracts and 725 scientific and technical services contracts were done on the base of orders from 109 enterprises, including 83 economic contract with city Kyiv.The main contribution to the volume of extra-budgetary funding of science was done by IME with SPC "Reliability" and Certification Agency, the Research Institute of Telecommunications, FRE with SIC "Thesis", IPT, FEPEA. During the past year the scientific and teaching staff of the Departments carry 206 action research work, which involved more than 1,600 teachers, 200 graduate students and more than 1,000 students.
Special attention is required by scientific activities of young people. In the past year in the implementation of research were involved 4140 students, 650 graduate students, including those with payment - 138 people. Students defended 298 master's projects and 235 diploma project on the basw of research results.
Using the results of research: 56 monographs, 42 textbooks and teaching aids were published, 135 patents were received, 10 of which for inventions, 125 for utility models, 43 - in collaboration with students; 1010 articles were pulbished (including 298 journals, included in scientometric databases); 1190 reports were done at conferences of different levels, including international.
One of the main tasks of the university is the preparation of highly qualified scientific personnel. In the 2013/14 academic year 193 people finished their term at the graduate KPI, including 161 - the full-time training. 132 candidates dissertations and 16 doctoral theses were defended. Pleased that the number of candidate last year was the best for the last 20 years.
However, it is of concern that 89 departments have no doctoral students, 17 - graduate students, at 35 departments there are no planned doctoral theses, at 16 - candidate.
Effectiveness of innovation integrally embedded in the estimated amount of the realized innovative projects, sold licenses, received documents, protecting intellectual property rights, created startap- companies.
During the year, cience Park "Kyiv politechnic" actively worked. Cooperation with leading high-tech companies and venture funds of Ukraine in the field of information technology, energy utilities, water treatment, aviation and space systems was established. The Second All-Ukrainian festival of innovative projects "Sikorsky Challenge 2013", All-Ukrainian competition of innovative products for the safety of the banking system "Antikiber 2013" were held.
University STB is continuning to develop . Through its website, it organized access to full-text electronic educational and scientific resources, prepaid database with free access.
State Polytechnic Museum Worked extensively, last year it was visited by 21,000 visitors, of which 60% - pupils and students. The museum was visited by 90 foreign delegations. Funds of the museum exhibits were supplemented by 1647 new showpieces. Scientific readings from "The outstanding designers of Ukraine", and numerous scientific and practical conferences, seminars, round tables and other events were held. Walk of Fame University was adorned by the new monument to the famous aircraft designer, a graduate of the KPI in 1925 Kostantin Kalinin.
The achievements of our teachers and scholars in the past year have been awarded State Prizes of Ukraine in the field of science and technology. Winners were prof. Fyodor Dubrovka Assoc. Vasily Glushchenko, researchers Nikolai Litvin and Sergei Litvin (all with FRE), General Director of SE "KP" Victor S. Kamaev, prof. Viktor Stepanovich Antoniuc (FIDE), prof. Arthur Veniaminovich Prakhovnik (IESEM, posthumously), Assoc. Vasily Prokopovich Kalinchik (IESEM).
Annual Prize of the President of Ukraine for young scientists awarded associate professors Andrei Titov, Anatoly Minitskomu (FPE), Senior teachers Yaroslav Zorenko, Anton Neskhozievskiy and Vasily Skiba (IPP).
Dear Colleagues! International activity is an integral component of the KPI. University represented Ukraine in 38 countries. We were visited by delegations from 43 countries. The work was intensified with United States, Canada, Brazil, Argentina, Germany, France, Poland, Japan, China, Cuba and other countries.
At present, the KPI takes part in 10 projects of TEMPUS program and in three projects under the program EURASIA, which is the best result among the universities of Ukraine.
The best performance on the international activities is demonstrated by FCT, FBE and FASS. By the number of books and scientific articles published abroad, the leaders are IASA, IPT and FIDE. And the number of international agreements, activities, joint structures, leader to the second year in a row is the FW, which during the year held 33 international events.
In 2013, revenues from foreign economic activity were $ 3.68 million. This $ 1.22 million from the study of foreign citizens and $ 2.46 million from the educational and scientific projects and grants.
To ensure the development of international activities we are left with a lot of reserves. Each department, majority of teachers and especially students should take part in this work.
Dear Colleagues, In order to coordinate activities aimed at the embodiment of "KPI Development Strategy for the period 2012-2020," Department of perspective development has been created last year. He manages the property complex, optimizes the use of space university, organizes work on informatization management activities for the implementation of the program "Ukraine's Future", collaborates with student organizations and others.
For example, in terms of optimizing the use of space KPI, there is on the agenda the issue of placement ISIS and Faculty of Biomedical Engineering, improving the working conditions of other faculties and institutes.
For many years, funding for the construction of new academic buildings, student dormitories, housing for employees of the state is not allocated. Therefore, to solve these problems, the university is forced to rely on outside investors to raise funds.
Today, the department of perspective development is working on long-term investment projects for the construction of a student dormitory for 400 persons on the Vyborg street; block current audiences Institute of Telecommunication Systems on the Industrial street; educational building of the Faculty of aviation and space systems, and teaching laboratory building of the Faculty of Informatics and Computing Techniques and Applied Mathematics Faculty.
Informatization University - is a powerful tool to improve the quality of our work in all areas. Information and communication system KPI is currently in active development. Powerful University portal is created. Modernization and upgrade of the local campus computer network is going on. So, from September 1, all the hostels will be connected to broadband Internet. e-payment for accommodation in hostels was introduced.
However, the application of the system "E -campus", which is an efficient and convenient tool for teachers working with students is slowed down. The results of the research center "Sotsioplyus" showed that about half of the students KPI do not know about such opportunities. Other students use them only occasionally.
Dear Colleagues! Despite the crisis, which began late last year, administrative, economic and social services of the University conducted intensive work aimed at the retention of the existing material-technical base and its further development, to create the conditions for teaching and research and innovation activities of students and university staff.
Financial and economic services KPI directed their efforts at the efficient use of resources and to ensure the financial stability of the collective. During the academic year 2013/2014 all employees of the University on a regular basis and in full received salaries, bonuses, financial assistance and other social benefits. The Administration is not only fully compensated employees forced two-week unpaid leave for the year 2012, but also increased social benefits up to 16 million UAH. During the school year, 50 winners of the contest "Teacher-researcher" and "young teacher-researcher" received a premium of 20% of salary, and the winners in the nomination "Leader of the Year" - 10%.
Considerable attention in the past year was paid to keep in a proper state of the material base of the university and improvement of its territory. In particular, current repairs conducted in most academic buildings and dormitories. Considerable amount of work was carried out at their own expense by: FICT, CPES, CCA, IPP, FMM.
Partial renovation of roofs and facades educational buildings number 4, 7, 13, 19, CCA, carpool, central warehouse, pension "Mayak", the hostel number 9, was carried out; lifts academic buildings and dormitories were reactivated; landscaping near the Palace of Culture and Arts, cases number 1, 23, Library, 1st hostel was performed; metering of electricity, individual heat substations in the educational building number 35, hostels number 1, 4, 6, 7 was modernized and upgraded ; works on overhaul of networks of water-and heat hostels number 11, 14, building № 7, 17 were done; asphalt pavement courtyard of the hostel number 16, 17, 19, 20,was recoverd; a new parking lot near the 1st Corps was built.
University has paid considerable attention to the efficient use of energy resources. Efforts are aimed at strengthening control over energy use, conducted training of staff and students on these issues. The total cost of 2013/14 academic year consumed electricity, heat, water, and natural gas accounted for 52 million UAH, which is 3% less than in the previous year.
These results are an system work indication of the services and departments of the university. However, the reserve energy savings is still significant. Using it we must take advantage during potential emergency situations, which are expected this winter in a sharp decline in gas consumption in the country. Heads of departments, together with the services of the chief engineer will need to steadily implement the plan of administration for this period of time.
Recreation centers "Mayak", "Polytechnic", "Sosnovy" and "Globe" were prepared timely. Over the summer period 2023 people improved their health there, including 838 co-workers and 1,185 undergraduate and graduate students.
A special highlight was the opening at the territory of the KPI interfaith Christian church of Mikola the Wonderworker - the saint patron of the University. It was built by the former head of the department KPI, the famous scientist and public figure Stanislav Dovgiy. The Temple became a restored monument, which existed at the university since its inception in 1935. It involves some of the history of our university. Of archival documents, it became known that the temple regularly visited by Dmitri Mendeleev during his work in the KPI. Then he said that the periodicity of the chemical elements in nature - it is God's, and he (Mendeleev) only is allowed this frequency to recognize. As a student visitor to the temple was the KPI and future aircraft Igor Sikorsky, who late in life became the religious philosopher and wrote a famous book on the subject. In it he gave a position of natural knowledge interpretation of the 10 commandments. It worth be note that his first philosophical treatises on the topic Sikorsky began writing in the KPI after long discussions with the rector of the university church Basil Slovachevskiy. In 1918 in the church of KPI the future prominent Ukrainian scientist Boris Paton was baptized. And a lot of other events in the KPI were due to this historical monument. Mostly because of these reasons it has been restored. Another initiative, which unanimously supported the administrative council of the KPI, is an attempt to make a small step towards the reunification of confessions for the reconciliation of people in Ukraine. The first one to succeed in a small temple to combine five Christian denominations: Kyiv Orthodox and the Moscow Patriarchate, the Greek and Rome Catholic Church autocephalous church.
Compliance with the Constitution and laws of Ukraine is achieved by the fact that the activity of the church is carried out independently of the KPI civil organization that is with the University of lease relations. At the same time the church is open for members of our staff who wish to visit it.
Dear friends! Going into the new school year, we need to define reference points in our work in the context of the implementation of the new Law "On Higher Education", which comes into effect from the 6th of next month. The main components of this work are:
First. For the introduction of European system of three-level education (Bachelor, Master, PhD), we need for each scientific specialty Ph.D. level, to develop training programs and plans which should include 10-12 backbone disciplines with a total volume load of 30-60 credits, to develop a methodology and practical basis of preparation of doctors of philosophy.
Second. In order to provide the link of this three-level system with the National Qualifications Framework and the European credit transfer accumulation system (ECTS) is necessary, on the one hand, to develop a regulations about conformity of engineering degrees in higher education and skill levels of the labor market of Ukraine, and on the other, through the volumes and loads of educational and qualifying characteristics to establish compliance with these degrees of the same level in the European space of education.
Third. Limitation of the teaching load of teachers up to 600 hours per year requires a radical revision of the contents of the educational process, the structure of the curriculum, the content of individual disciplines, teaching and research.
Fourth. As part of the European integration law creates the conditions for a return to Ukraine citizens, who have been educated abroad, through the liberalization of the recognition of foreign diplomas of higher education, scientific degrees and academic titles directly by the university. To do this, we need to develop criteria and procedures of university nostrification for admission to study or hiring of such a category of citizens.
Fifth. To implement the provisions of the law on university autonomy we have to develop a set of regulations governing the procedure for the adoption by collective bodies KPI independent decisions, introduced to the procedure of self-analysis, establishing a balance between autonomy and responsibility of the university, would ensure the transparency of these processes.
Sixth. Law improves system of licensing and accreditation of higher education and certification of highly qualified scientific personnel by matching its criteria and standards to European ones. In this regard, we should review the relevant criteria and standards, to begin our accreditation of engineering programs in the European Accreditation Councils.
Seventh. In relation to development the innovation activities Act requires the introduction of the university balance of intangible assets in the form of intellectual property, the transformation of the KPI as a research university on a large educational and scientific innovation center around which to focus advanced science and high-tech business. KPI has already made significant steps in that direction, but must continue this work. Through joint participation in providing academic component in the preparation of PhD KPI should strengthen cooperation with national and sectoral academies of sciences of Ukraine.
Eighth. The Act makes a strong accent on the cooperation with employers, rises buisness role in the development of standards of higher education, in shaping the criteria for competence of graduates in the development of material base in cooperation in the field of science and innovation. This is the traditional work for KPI, which should be strengthened and improved quality.
Ninth. The law stipulates that the research universities to which the KPI belongs, have a right for a state order for training of masters of up to 75% of the issue of bachelors, who studied the state budget (we now have 51%), and up to 20% on training Ph.D. from the Master (now we have up to 10%). This is a new and high enough for us horizons.
