Prospective Development Department coordinates the implementation of the Igor Sikorsky Kyiv Polytechnic Institute in the development: results, problems and tasks. From the report of pro-rector of Prospective Development O.M. Novikov according to the results of work in 2016 for the period of 2012-2020” and solves the problems of the development and Management on a number of ways. I will describe the main results of the department work in 2016 on the directions and tasks for 2017.
1. Coordination of activities aimed at practical realization of «Development Strategy of Igor Sikorsky Kyiv Polytechnic Institute in the development: results, problems and tasks. From the report of pro-rector of Prospective Development O.M. Novikov according to the results of work in 2016 for the period 2012-2020 years".
Realization of the development strategy and action plan is the responsibility of all labor collective of the University. Decision of the Conference of the labor collective of the university in 2016 the implementation of the Strategy was considered positive. This demonstrates the high level of organization of university management.
2. Development of information management activities. Ensuring transparency of information and support of web portal university, information security and cyber security.
Information and Communication University system is a large-scale information and communication environment. University Computer Park counts 5500 units of equipment integrated into the network, 30 backbone servers of scientific and technical equipment KPI-Telecom, 130 servers departments; on campus there are more than 12,000 computers integrated to the network.
During 2016 the department performed the following works:
- continued the implementation of subsystems of boarding fee in dormitories through the payment terminals (2015 - 98,000 transactions, in 2016 - 99 thousand transactions) and the system of online payments through different payment systems;
- continued the process of integrating of the automated system (AS) "Deanery" in the educational process of the university system and integration with e-campus system;
- continued implementation of computerized accounting system in the Department of Economics and Finance and the subdivisions of the university;
- continue improving the informational support of documents on higher education, including introducing new technical description of a new documents on higher education and their applications; automated process of creating and printing of applications; produced and issued about 8,000 sets of documents on higher education (Bachelor, Specialist and Master);
- continued information support of making student tickets: almost 7000 students were provided with student cards (1st year – for the Freshman Day, 5th year students and contract students of the 1st year - 28 September);
- planned process of manufacturing university employees passes in the form of a plastic card with an integrated chip that will serve as an identity card, library card, contactless passes to the academic buildings.
Results for the university web resources disclosure are:
- based on the results of the world ranking Webometrics our university ranks 2nd among universities in Ukraine;
- site of Igor Sikorsky Kyiv Polytechnic Institute in the development: results, problems and tasks. From the report of pro-rector of Prospective Development O.M. Novikov according to the results of work in 2016 is the only site among the universities in Ukraine that joined the TOP-500 of international rating of the most popular international internet resources in Ukraine;
- according to the rating of citation on Google Scholar our university currently holds 1st place among the universities in Ukraine.
There was created a set of measures to respond to the changes of the world ranking Webometrics, in particular:
- intensified work on the presence of scientific publications and conference materials based on modern tools such as OJS, OCS and others;
- there was firstly issued subscription to the scientific database Scopus and Web of Science;
- there was firstly introduced university scientists rating system according to the Google Scholar data (about 1,500 scientists);
- there was significantly activated cooperation of sci-tech library of the university with the departments and university researchers;
- there was improved monitoring system of web resources: constant monitoring of 300 websites with publishing at the site http: //webometr.kpi.ua/;
- there were regularly conducted trainings and consultations of 130 employees, who accompany web resources departments;
- Methodical Council approved proposals to increase the motivation of teaching staff responsible for accompaniment of web resources and improving webometrical figures on the site of unit;
- on the Institute of Postgraduate Education there was designed and firstly held a new refresher course on search engine optimization and its promotion for webometrical indicators. The course consisted of 25 classes, which were visited by 20 students.
There was created and implemented virtual tour of the university (http://3d.kpi.ua/), which consists of more than 120 panoramas.
In cooperation with the Research Center "TEZIS" Physics and Technology Institute and the State Service for Special Communication and Information Protection continued work to improve the level of data protection and cyber security:
- there were performed works in order to support complex information security systems of 6 automated data processing systems and personal data (AS HR department, e-campus portal of the university, ASU "Deanery", the AS "Applicant" and the AS "Campus");
- there were regularly conducted training and consultancy for 60 university employees who appointed responsible for the protection of information and personal data in units;
- continued work on the development and updating of administrative documents information security system;
- there was granted practical assistance to 35 units of the University of recovery after viral sites and cyber-attacks, software malfunctions.
Among the problems of information we can determine insufficient level of integration and structuring, limited number of modern distance learning and on-line services, the low level of data protection and cyber security, infrastructure obsolescence of hardware and software, lack of openness on the Web resources, insufficient degree of content and use of web resources, low motivation divisions and departments of the university for the content and use of web resources and automated systems in the learning process.
In recent years there were intensified efforts to overcome information security systems and their comprometation by malicious users (internal and external). Thus, the university portal is being attacked on average 10 times per month, which requires to strengthen works on information security protection.
In 2017 will continue providing an open information environment on problem solving education, science and university management. We plan to introduce modern software for organizing of new promising forms of learning; development of e-education (e-campus multimedia lectures, distance learning, e-learning plans, e-scheduling, etc.) and e-science (remote scientific experiments and online services, e-library, scientific e-publishing and e-conferences, patent and scientific-metric maintenance of works and scientists etc.). creating an integrated environment on university management (e-planning, e-documents, e-HR department, e-accounting, analytics etc.), e-payment services.
3. The development of property complex, optimization the use of university facilities and renting them out.
The total area of the property complex of university has not changed over the last year and makes up 535.5 thousand sq. m., including 35 academic buildings and 21 dormitories. In addition, the balance of the 6 university houses and 4 recreation centers. Some buildings and structures are architectural and historical monuments.
The total area designated for university in sustained use, amounts 112 hectares, including recreation centers - 35 hectares. The area of the buildings amounts 351.8 thousand sq. m., of which 117 thousand sq. m. of which are for learning activity and 5.5 thousand sq. m. m are for scientific activities. In 2016 it was converted into a training fund 96.1 sq. m.
As in previous years, some areas of the university are rented. Now university rents out 5.346 thousand sq. m. and has received 3.95 million UAH in 2016. Facilities are usually rented out mainly for social welfare facilities.
4.Oganization of investment projects development.
Running an investment project of LLC "Standard Development" from the dormitory building (Vyborg Str.) is in a progress. Investor parallely builds residential complex "Campus" (38 Poliova str.) and directs the funds to build a dormitory.
No investment projects on construction on the ground, along of academic buildings ITC (LLC "TOR") and on the construction site along of academic buildings FAKS (LLC "Axon Invest") are carried out. Investment commission is looking for alternative investors. The work on finding construction financing of educational and laboratory building on the Borschagivska street, 100 is in a progress.
During 2016 the investment commission of the university worked on the promotion of the project to build an autonomous university of heat generating plant. The main problem is the high cost of the project, which did not allow to realize it by LLC "Technology Nature" in 2016. LLC "Energy Standard" and LLC "Hradobud" has already shown interest to the project. The main goal is implementation of the project before the start of heating season 2017.
In 2016 local authorities of city Ukrainka proposed investment project of building modern heauth complex near the village Grebeni on the banks of the Dnieper (Kyiv region, 20 km from the city Ukrainka) to replace existing student military sports camp "Sosnoviy”. After the discussion of university public organizations this project is ought to be approved by staff conference.
5. Organization of the performing of "Ukraine's Future" program in cooperation with JAS, lyceums and schools, organizing competitions of scientific-technical creativity of youth and vocational work.
In 2016 the Department of perspective development in collaboration with the Science Park, Startup School, and other departments and structural units of the university and was co-coordinator and coordinator of the V Festival of innovative projects "Sikorsky Challenge". The festival held such events as well: startup contest, Ukrainian contest of scientific-technical creativity of "Intel Techno-Ukraine 2016-2017" students, All-Ukrainian exhibition-contest of youth innovation projects "Ukraine's Future."
To participate in the final competition of startups there were selected 61 projects, there were announced 34 winners. Authors of the best projects signed a memorandum on cooperation with 11 potential investors. In the competition "Intel-Techno Ukraine 2016-2017" there were 240 high school students from Kyiv and 21 regions which competed for the right to represent Ukraine at the World finals Intel ISEF, which will be held in May 2017 in Los Angeles (California, USA). 10 projects made it to the Super Final. Winners will be determined in February 2017.
In May 2016 the finalists of last year's competition "Intel-Techno Ukraine" won in the competition Intel ISEF (Phoenix, Arizona, USA) two bronze medals and special prize. Thus, Chan Fionh Anh took 3rd place in the category "Mathematics" and the special award of the American Mathematical Society (2nd place), Alexander Buzin took 3rd place in the category "Computer Science".
At the exhibition of youth innovation projects "Ukraine's Future" there were presented 25 projects of students – students who are members of JAS.
In April 2016 the department became co-organizer of "Ukrainian junior water prize" competition - national stage of International competition "Stockholm Junior Water Price", which is traditionally held at Chemical Engineering Faculty.
Collaboration with JAS distinguished itself in 2016 by many common activities. In the classrooms of the university took place defenses of scientific research students of 8-11 grades students in Chemistry and Biology departments, engineering sciences on the second (city) stage of the JAS competition. The leaders of student works and members of the jury became about 140 employees from 11 departments/institutes of Igor Sikorsky Kyiv Polytechnic Institute in the development: results, problems and tasks. Novikov according to the results of work in 2016 and State Polytechnic Museum. 12 freshmen of Igor Sikorsky Kyiv Polytechnic Institute in the development: results, problems and tasks. From the report of pro-rector of Prospective Development O.M. Novikov according to the results of work in 2016 - winners of All-Ukrainian students Olympiad and All-Ukrainian competition-protection JAS - during the 2016/2017 school year will receive a monthly grants of the President of Ukraine in the amount of 1,243 UAH (1 January 2017 - 2200 UAH).
During the year, together with the Department of Academic, Institute of monitoring the quality of education, admission board, institutes/faculties of the university there were organized 5 university-wide Doors Open Days, one of them - outbound (m. Ukrainka). There were organized over 20 trips to the museum, library, classrooms and laboratories for the university pupils of Ukraine.
The main objectives of the program "Ukraine's Future" and career guidance:
- step up vocational work with secondary schools through Doors Open Days in the Igor Sikorsky Kyiv Polytechnic Institute in the development: results, problems and tasks. From the report of pro-rector of Prospective Development O.M. Novikov according to the results of work in 2016;
- organize the summer profile changes and/or site for students, playground for pupils with students and university lecturers involvement to participate in work.
6. Organization of cooperation and coordination of public student organizations.
From 2013 Coordination Board for work with student organizations of Igor Sikorsky Kyiv Polytechnic Institute in the development: results, problems and tasks. From the report of pro-rector of Prospective Development O.M. Novikov according to the results of work in 2016 is successfully functioning. At the council meetings there are considered topical issues of organization of student organizations activity and specific projects and initiatives. At the current time Board discusses the draft content of the student section of the collective agreement that will be considered and accepted during this year staff conference.
Prospective Development Department coordinates the work of student lower initiatives. Last year for such initiatives as student space "Belka", rock-climbing room "KPIskelya", Student TV "KPI TV", social platform "Colosseum" and art space "Tower" there was involved 1 million of sponsorship grant funds for developing these projects.
7. Organization of the interaction and integration of the University with military units and special education.
One of the important areas of the department in 2016 was determined development, strengthening cooperation and deepening integration between the university and its departments with ISZZI and Department of Military Training.
In 2016 the Department of Military Training conducted the following activities:
- purchased technical training totaling 108 thousand. UAH;
- received and commissioned training of anti-aircraft installation ZU-23;
- obtained and put into operation an electronic shooting gallery;
- published four guides a total of 150 copies;
- opened three new specialities: operation and maintenance of unmanned spy planes; combat use of helicopterborne fighting force (airborne), of Mountain infantry and amphibious assault landing junction, military units, subdivisions; combat use of units, military units and special purpose subdivisions of Naval Forces of Armed Forces of Ukraine.
8. Organization of the health and safety department activities.
The question of health protection at the university in 2016 was resolved in three main areas:
- implementation of measures defined by current regulations;
- search for innovative approaches that contribute to solving issues of health and safety at the university;
- holding prophylactically- preventive work and providing of consultations for structural units in matters of safety.
It should be noted that productive cooperation between the health and safety department, the trade union committee of the university and the trade union committee on safety, during the meetings of which issues of safety are regularly reviewed and solved.
Following the All-Ukrainian public of the competition-examination of the state conditions of safety in higher education establishments DES of Ukraine, Igor Sikorsky Kyiv Polytechnic Institute in the development: results, problems and tasks. From the report of pro-rector of Prospective Development O.M. Novikov according to the results of work in 2016 was declared as a winner and was awarded with the Diploma of the 1st degree.
Perspective directions of work for 2017:
- to organize and conduct training and testing of the safety of employees of the university in the first half of 2017 under a three-year cycle of training on new methods of DES of Ukraine;
- to conduct training and testing of the safety of life for the university directorship and staff departments;
- to conduct special training for workers employed in jobs with high risk;
- to conduct events on health in university department.
9. Development of social sphere
During the recreational season at the recreation centers more than 2 thousand teachers and students improved their health. The number of visitors of recreation centers in mode "base of weekend" totalled 1,453 persons. Cost of recovery in 2016 was one of the lowest among universities in Ukraine. The system of monitoring and financial reporting recreation was improved. During the health promotion campaign there was online registration implemented for students, that made it possible to organize the sale of tickets quickly and with no waiting in line. Advertising on the Internet (website - relax.kpi.ua, which in 2016 was visited by more than 43 thousand visitors) provided an opportunity to invite outside visitors to fill empty seats that provided additional profit for health units.
Complex repairs and upgrading equipment in dining rooms in corpuses №7, lunchrooms in corpuses №27 and №22 took place. Part of updated equipment for canteens recreation.
In 2017 it is planned further upgrade to health departments, the Center of Student Nutrition, Center of Physical Education and Sport.
In particular, it is planned to improve the use of recreation due to their promotion, product-line expansion of increasing the level of service in food establishments and promotion of healthy nutrition among students and workers, expansion of tertiary activity in the Center of Student Nutrition, promotion of physical culture and sports among students and workers for forming a healthy lifestyle and strengthening the sports image of the university, supporting the development of new and traditional sports with involving sponsorship funds.
The main goal of our department is to work for the future of the university. We should focus on implementing development projects of Igor Sikorsky Kyiv Polytechnic Institute in the development: results, problems and tasks. From the report of pro-rector of Prospective Development O.M. Novikov according to the results of work in 2016 and searching for new ideas that will bring our university to international standards. To achieve the goal we are looking at cooperation with all departments, institutes and faculties. Finally, I want to express my gratitude to my colleagues - employees of the Department of perspective development - for productive work. Indeed, despite some difficulties, university is marching confidently into the future, and together we are able to fully achieve goals defined by Development strategy.
