At the Extraordinary Plenary Session of the Verkhovna Rada of Ukraine, the Draft Law of Ukraine “On Amendments to Certain Laws of Ukraine Concerning the Intensification of Science Parks” was adopted as a basis in the First Reading.
The draft law proposes to give higher education institutions and research institutions the right to create science parks without the consent of the Ministry of Education and Science, as well as to independently determine the areas of their activities; the right to be founders of several science parks; the opportunity to rent premises for science parks on preferential terms (1 hryvnia rent per 1 square meter of leased space).
According to the press service of the Ministry of Education and Science, there are currently 36 registered science parks in Ukraine, the founders of which are higher education institutions, research institutions and state-owned enterprises. The share of contributions of budgetary institutions to the authorized capital of science parks is from 2% ("Science Park" Cardio Plus") to 99% (Science Park" Science City - Kharkiv "). 28 science parks are active.
Their main functions: creation of new types of innovative products, implementation of measures for their commercialization, organization and provision of production of science-intensive, competitive in domestic and foreign markets innovative products; information and methodological, legal and consulting support of the founders and partners of the science park, providing them with patent and license assistance.
It is important to involve students, graduates, graduate students, scientists and employees of HEI and / or research institutions in the development and implementation of science park projects.
Basic services provided by science parks: conducting research and development (technological) works; financial and economic support for the implementation of investment (innovation) projects; professional communication and harmonization of terminology services; development and implementation of a set of marketing strategies.
