On September 7, 2020, a meeting of the Academic Council of the University was held under the chairmanship of Mykhailo Ilchenko. The meeting was held in two stages online .
At the beginning of the meeting, members of the Academic Council kept a minute of silence in memory of two prominent polytechnics - Academicians of the National Academy of Sciences of Ukraine Borys Paton and Viktor Baryakhtar.
In the first part, which lasted from 10 to 11 o'clock, two main issues and competition cases were considered.
The question of the beginning of the new academic year was heard first. Rector Michael Zgurovsky reported. He informed about new forms of holding meetings, transformation in the domestic system of higher education in general and in our university in particular, scientific certification of higher education institutions, the University Development Strategy and directions of its reform. Information on the main functions of the Igor Sikorsky Kyiv Polytechnic Institute electronic document management system "Megapolis" was also provided, this year's results of admission to the university were presented. In addition, Michael Zgurovsky pointed out the main directions of functioning and the role of the Sikorsky platform and the Electronic Campus in conducting distance learning. He also informed about the sources and amounts of funding for research and innovation activities of the university and the results of international activities. At the end of his speech, the rector outlined the main tasks for 2020/2021 academic year.
Then the issue of organizing the work of scientific councils of the university, institutes and faculties during the quarantine period was considered. Chairman of the Academic Council of Igor Sikorsky Kyiv Polytechnic Institute Mykhailo Ilchenko focused on the possibility of holding meetings of Academic Councils in an online format with a break for in-person and secret voting.
After that, the competition cases were considered: election to the positions of heads and professors of departments (reported by the head of the department of quality of the educational process Oleksiy Zhuchenko), recommendations for awarding academic titles (reported by the scientific secretary Valeria Kholyavko) and election of the counting commission for secret voting and approval of counting results (Mykhailo Ilchenko, Chairman of the Academic Council, reported).
Then a break was announced for a secret voting in the meeting room of the Academic Council (1st building).
The second part of the meeting started online at 15:00.
The first vice-rector Yuriy Yakymenko reported on the organization of the educational process at the university and the results of admission to the first year of studying. He informed about the basic principles of organizing the educational process in the distance mode, provided the current results of the admission campaign in 2020, the results of admission to graduate school and doctoral studies. Also, the first vice-rector presented the algorithm for organizing the beginning of the educational process in the first year and told about the procedure for self-analysis of the departments.
After that, the issue of approving the Procedure for competitive selection or election by competition when filling vacant positions of research and teaching staff and concluding employment agreements (contracts) with them was considered. The first vice-rector Yuriy Yakymenko, who also reported on this issue, drew the attention of meeting attendants to the changes in the rules of competitive selection.
Then the issue of perpetuation of the memory of prominent figures of science and technology Boris Paton and Viktor Baryakhtar in Igor Sikorsky Kyiv Polytechnic Institute was heard. Volodymyr Vanin, Chairman of the Expert-Legal Commission of the Academic Council, reported. The Academic Council decided to place sculptural portraits of Borys Paton in the gallery of outstanding polytechnics in the first building, the hall of the Administrative Council, and the State Polytechnic Museum at Igor Sikorsky Kyiv Polytechnic Institute; to erect a monument and a memorial plaque on the territory of the university on the building № 5, where the outstanding Ukrainian scientist was born, and to name the State Polytechnic Museum at Igor Sikorsky Kyiv Polytechnic Institute after Borys Paton. The memory of Viktor Baryakhtar will be immortalized by the installation of a memorial plaque on the building № 7, which houses the Faculty of Physics and Mathematics of Igor Sikorsky Kyiv Polytechnic Institute, of which he was the first dean.
Finally, the results of the vote count were approved and current cases were considered, including improving the organizational structure of the Department of Economics and Finance, amending the Regulations on the Development Fund, opening a doctoral program in 261 "Public Administration", approving updated educational programs and creating specialized scientific councils for the defence of dissertations for the degree of Doctor of Philosophy. In addition, a number of university periodicals, textbooks and monographs were recommended for publication.
