Regular meeting of the trade union committee of the KPI employees was held on March 23, 2017. Representatives of the university administration, deputies of the first vice-chancellor - the head of the teaching and methodical management S.P. Gojiy and the head of the educational and organizational management P.M. Yablonsky.
At the beginning of the meeting, Deputy Chairman of the trade union committee V.O. Korsakov presented Diplomas of the City Union of Education Workers' Union members to union women activists, awarded for active work on the occasion of the International Women's Day on March 8.
Then the Deputy Chairman of the trade union committee M.O. Bezugliy informed the participants about the progress of the negotiation process in the commission to verify the implementation of the Collective Agreement for the period from April 2016 to April 2017. He said that in three sections a partial non-execution of the Collective Agreement was recorded by the administration.
Firstly, individual orders and regulations concerning working conditions were not agreed with the Trade Union Committee. Secondly, the norms of marks' assessment of teachers were approved and published with a delay - in the first quarter of 2017 instead of the fourth quarter of 2016. Finally, the clause of the Collective Agreement in the section on labor protection, which deals with the provision of proper working conditions, was not fulfilled because, for objective reasons, heating was shut down in the buildings of the university.
M.O. Bezuglyy also informed about the preparation of the draft Collective agreement of the University for the next period and the organization of the Conference of the collective, on which it is planned to be approved. In particular, he noted that the proposals to the section on labor protection, received on time, were considered together with the vice-rector for administrative and economic work P.V. Kovalev and included either in the labor protection agreement, or in the plan of repairs for 2017.
Deputy Chairman of the commission of the trade union on social insurance Z.V. Kravets` informed about the organization of sanatorium and health improvement of the workers of the Igor Sikorsky KPI. She reported that partial compensation (30%) of the Trade Union Committee ticket can only be in case of a trade union agreement with the appropriate sanatorium. The employee can pay the rest of the cost «in installments». Currently, such an agreement (for 32 trips for the period June-August) is concluded with the sanatorium "Chervona kalyna" (Rivne region). All applications for rehabilitation in other sanatoria can be submitted through the trade union bureau, after which similar agreements will be concluded and the worker will have the opportunity to improve in the sanatorium of the necessary profile.
Deputy Chairman of the Trade Union Committee Bezuglyy provided preliminary information on this summer's holiday of employees and children of co-workers in Poland for a free exchange with the Warsaw Polytechnic. In particular, it is planned to travel children to Poland in the amount of 20 people in the first half of July. Detailed information will be provided to the workers and the trade union bureau after the May holidays.
The main issue was the information of the Chairman of the Trade Union V.I. Molchanov about numerous individual and collective appeals of university professors that arose in connection with the order of the university №1-98 dated 17.03.2017 "On the organization and planning of the educational process of 2017/2018 year". He drew attention to the fact that the amount of university funding depends on the number of students studying (earlier - on the number of students enrolled in the first year). Moreover, in this regard, in effect, the state compensates the university about one third of the cost of utilities. If before, about 70% of students received a scholarship, then from 2017 academic scholarship received about 30%. In recent years, the number of students who enter our university for the first year decreases. If 5-7 years ago, more than 40 thousand students studied, then today - about 19 thousand students.
For the 2017/2018 academic year, the maximum academic load of scientific and pedagogical workers is approved 650 hours. The number of scientific and pedagogical staff of the department is determined by the number of students and does not depend on the academic load. Already there are groups, the number of students in which is less normative. For such groups, the order is proposed solely for the collegial decision of the department to apply a mixed form of training with a decrease in the number of class hours. The corresponding procedure is given in Appendix №36 to the order. The Chairman of the trade union committee stressed that the final decision on the formation of the auditorial load according to the work curriculum is taken by the staff of the department based on the wage fund, which predicted indicators would be provided to faculties / institutes in early April. In any case, the way of forming a financial component of training solely on the basis of the principle of "money goes for a student" has not fulfilled itself in European educational practice, and in the conditions of the post-industrial economy of Ukraine will lead to the destruction of high-tech and science-intensive scientific areas.
The head of the teaching supplemented the information of the Chairman of the Trade Union and methodical management S.P. Gojiy. In particular, he drew attention to the fact that in recent years, the state order for our university remains unchanged, but for the first year, we recruit 500-600 students less than the maximum possible. To correct this situation, this year, changes were made to the rules of admission to the KPI to them. Igor Sikorsky, in particular, the minimum score for admission to the competition for a specialized subject - mathematics (physics or foreign language) - not 140, but 125 points if the second profile item will be not less than 100 points. Before that, the "alternative" for the second profile is introduced - physics or a foreign language. Already there will be no set of educational level "specialist", in connection with which the expected reduction in the number of students for 5-6 courses. S.P. Gojiy also emphasized the need to pay attention to a mixed form of education, since it gives them the chance to preserve scientific schools.
V.I. Molchanov and S.P. Gojiy also answered the questions of those present. At the end of the meeting, the current cases were considered.
