Ilchenko Mykhailo Yukhymovych - Chairman of the Academic Council of the Igor Sikorsky Kyiv Polytechnic Institute, Doctor of Technical Sciences, Professor, Academician of the National Academy of Sciences of Ukraine, Honored Worker of Science of Ukraine, laureate of the State Prize in Science and Technology, Vice-Rector (1988-2019)

He was born on the 13th of September, 1941 in Kiev. Ilchenko Mykhaylo Yukhymovych graduated from Kyiv Polytechnic Institute (now the National Technical University of Ukraine “Igor Sikorsky Kyiv Polytechnic Institute”). It is in the walls of this illustrious institution he developed as an engineer, scientist and teacher; became a Vice-Rector of the Research in the University.

Scientific work of Mykhaylo Yukhymovych is extremely versatile. His basic research was marked by originality, boldness in the formulation of the problem and has always been focused on large-scale practical use.

At the first phase of his activities (1964-1982) he held a series of basic physical and technical research that led to the creation of a new class of solid-state oscillatory systems based on dielectrics and ferrites. Scientist identified, systematized and mathematically modeled the most common patterns of interaction with electromagnetic fields at microwave frequencies ferrite and dielectric elements, which are in various waveguide systems and have a resonant character of specified interaction.

Owing to the research of M.Y. Ilchenko the original formula for calculation of the specific characteristics of electrodynamic systems was discovered and it was proposed dozens of new radio devices. The obtained theoretical and practical results formed the basis of his doctoral thesis, defended in 1980 at the Institute of Cybernetics of NAS of Ukraine. The implementation of these results in the national economy has been awarded the State Prize of the USSR in science and technology.

1983-1990 - The second stage in the scientific work of the scientist. It is marked by the creation of a new class of miniaturized solid-state devices in which structure, along with dielectric resonators, entered the active semiconductor devices. For the development of such devices and their implementation in space satellite telecommunications of special appropriation, M. Y. Ilchenko with other creators became a laureate of the State Prize of the USSR.

In Ukraine in 90s a widespread use of microwave technology for the development of modern telecommunications began. The third stage of his scientific work is connected with this. Under his leadership, were performed three national scientific-technical programs on issues of telecommunications. The work was highly praised by S.A. Lebediev award.

A complex work aimed at solution of tasks pointed by the Decree of the President of Ukraine was organized by his supervision, which dealt with the creation of informational and telecommunication systems using microwave technology and specialized computer tools. Thanks to the world level results and large-scale implementation, this work in 2004 was awarded the State Prize of Ukraine in the field of Science and Technology.

In 1990s, Mykhaylo Ilchenko organized and headed the Research Institute of electronic Technology (from 2000 - Telecommunications Research Institute at NTUU "KPI"), which is developing advanced telecommunications systems and technology, related, in particular, to the decision of problems of broadband wireless access, digital TV and so on. M.Y. Ilchenko is a chief designer of the work which is performed according the tasks of the Ministry of Defense of Ukraine. At the same time scientist generously shares his rich intellectual potential to the course of education of the younger generation of professionals. On the basis of his developments a number of new disciplines were formed. On the initiative of M. Y. Ilchenko the first department of telecommunications in our country was established. Nowadays postgraduate and doctoral studies are functioning there. Institute of Telecommunications and Department under his leadership became in 2002 the basis for the organization of educational and research institute of telecommunication systems.

Among students of Mykhaylo Yukhymovych there are 6 doctors and 12 candidates of sciences.

Since 1988 M.Y. Ilchenko as a Vice-Rector of the National Technical University of Ukraine sought to introduce new forms of university research, including the creation of a number of research institutes at the University, design departments, engineering centers and innovative structures. In his direct participation in the university implemented a number of important projects. In particular, the creation of the State Polytechnic Museum, Science and Technology Park "Kyiv Polytechnic" National University was granted the status of research and so on.

He is the author of more than 500 scientific works and inventions, including 22 monographs and textbooks. He has more than 80 patents for inventions and utility models.

M. Y. Ilchenko applies a lot of efforts for scientific-organizational and social work. In particular, with his participation in accordance with Decree of the President of Ukraine the concept of scientific sphere of Ukraine was developed. For many years he was a member of the Advisory Council on Informatization attached to the Verkhovna Rada of Ukraine. He personally participated in the drafting of legislation on information technology and innovation, including the Law of Ukraine «The Polytechnic Park in Kyiv». In drafting of regulatory documents, which regard to the organization of science and education in universities, they use the experience of the Council of Vice-Rectors that he headed and his membership in the Certifying Board of Education of Ukraine. He is head of the specialized council "KPI" which is responsible for doctoral and master's theses from radio and telecommunications specialties; he is a head of scientific-methodical commission of the Ministry of Education and Science of Ukraine on radio and telecommunications and also he is a member of the Bureau of Science of the NAS of Ukraine, State Committee Section Prize of Ukraine in Science and Technology and a member of the Public Council of HAC of Ukraine.

The scientist is a member of the International Academy of Higher Education, International Academy of Engineering. He is an honorary member of the Institute of Electrical and Electronics Engineers (USA) and other international organizations.

In 1998 M.Y. Ilchenko was awarded the honorary award of the President of Ukraine – «Order of Merit of the third degree». He was also awarded the Honorary Diploma of the Cabinet of Ministers of Ukraine (2001) and the Diploma of the Supreme Council of Ukraine (2009).He is an honorable telecommunications worker of Ukraine (2002) and Honoured Professor of NTUU "KPI" (2009).
