Leon Borowski was born in 1884 in Humany in the Podillia of the family doctor. High School graduated there in 1903 in the Kiev Polytechnic Institute in 1913 received the bachelor's Civil Engineering Department.

He became an engineer in Tarashcha district (province of Kiev) and then, to 1918, led the military road works in Kiev.
After the formation of independent Poland moved to Warsaw, like many Poles - graduates of KPI. From 1920 began working in the district directorate of public works, first as assistant, counselor, then - head of the road department. After the reorganization of the Directorate to 1939 led communication-building of the Provincial Department of Commerce. At the same time taught roads in the State Road School, then at the Warsaw University of Technology, which originally was an assistant and later associate professor. In 1939 became head of the department of road construction and excavation of this institution. He became the first chairman of the Union of traffic engineers. Contributed to the creation of the Union of Polish membership of the road Congress, which organized four Congresses. Union published monthly, converted in 1931 in "Road missing."

At the time of the German occupation in 1939 did not work initially, then settled worker in Warsaw magistrate. In 1942 began to lecture in the professional building school and the Higher Technical School in Warsaw. During the Warsaw Uprising in 1944 were carried away by the Germans near the village Sisernevyts, where he remained unemployed until the liberation of Poland.

In 1945 became Inspector of Road Department of the Ministry of Communications. Resumed lecturing at the Warsaw Polytechnic. In 1946 received the title of professor and completely absorbed in scientific and educational activity in the Polytechnic. In 1947 he became a member of the State Council communications, in 1950 - an adviser for road construction in the Ministry of Communications. He created the Institute of Building Technology, was chairman of the Scientific Council of the Institute. In 1949 was elected a member of the Warsaw Scientific Society. Also a member of the Society of Engineers and Technicians of communication (within the Main Technical Organisation), where he was elected a member of the main court of the friendly society. Published in the press many technical articles on road case. Considered one of the outstanding Polish specialists in the construction of highways.

He died in Warsaw in 1951
