Request to all institutes' directors and  faculties' deans to provide full assistance to the Council as well as to bring to the attention of young scientists on the establishment of the Council, to familiarize with its terms, create an initiative group, which will represent an institution or faculty on university conferences.

Priority in 2014 should be the implementation of changes in training of doctors and candidates of science as the basis of the creation of new and development of existing science schools of the University, with the active participation of young scientists. The idea is to maximize the combined wisdom of the older generation of scientists who have gained both positive and negative experiences of the current progress with the energy and commitment of young people, quite naturally requires new concepts of development, in which they will be able to believe, and, consequently, to take part in their implementation.
