In accordance with the requirements of environmental protection legislation of Ukraine to ensure the rational use and reproduction of natural resources, as well as compliance with the rules and regulations of environmental safety since February of this year at the National Technical University of Ukraine "Kyiv Polytecnic Institute" regular environmental monitoring of the structural units was introduced. "Procedure for the organization and conduct of environmental control departments of the University on the issue of compliance with environmental legislation " regulates such control.
Environmental monitoring is carried out in order to implement measures for the protection of the environment, sustainable use and restoration of natural resources, as well as to meet the requirements in the field of environmental protection in the activities of university departments. In fact it is the direct activities of the University for managing impacts on the environment based on the description, monitoring, assessment and prediction of pollution sources.
The main objective of these activities is to ensure the fulfillement by the structural units of the University of the environmental legislation, regulations in the field of environmental protection, in particular in the domain of air, water and land resources, mineral resources, flora, as well as waste management, hazardous chemicals etc.
It should be noted that the environmental control of the university, as well as any institutional control in this area is carried out by visual inspection of the grounds and facilities, their equipment, and communications equipment, and so on, a survey of pollution sources, as well as the study and analysis of documents regulating activities of the relevant departments. The audit shall be drawn up, in which not only recorded the fact of the audit, but also provides evidence-based information on compliance with the requirements of environmental legislation or detected violations. Add that an integral part of the inspection report have suggestions for addressing the identified deficiencies and violations of environmental laws and regulations and rules of environmental safety.
It should be noted that such proposals may be fully or partially canceled by the University authorities or officials of the State Ecological Inspectorate in Kiev just in case a misconduct on the part of the official who carried out the check.
In cases of gross violations of environmental regulations by the departments of the University, which can lead to excess emissions of pollutants into the air, contamination or clogging of land, the demolition of green space can lead to environmental emergencies, audit materials are required to be provided to the univesity managment for apply to violators of interventions in accordance with applicable law.
Implementation and, most importantly, compliance with the provisions of the above "Order ..." is extremely important for the KPI. This will make it impossible to make management decisions by officials of the State Environmental Inspectorate and the State Ecological Inspectorate in Kiev, including bringing to administrative responsibility of officials, filing claims and claim materials, the decision on the temporary ban (stop) operation of the University whose activities are related to the negative impact on the environment.
