Higher Education: Issues and Ways to Guarantee Quality of Education

The 10th All-Ukrainian  methodological conference “Higher Education: Issues and Ways to Guarantee Quality of Education” took place on 28-29th November 2013 in NTUU “KPI”.

In this action participated the Ministry of Science and Education of Ukraine speakers, representatives of National Ukrainian Academy of Pedagogic Sciences and 37 institutes of higher education in Ukraine.

Main tasks of Conference are:

  1. Issue of adaptation to European system of higher education quality guarantee;
  2. National range of qualifications of higher education in Ukraine in system of higher education quality guarantee;
  3. Issue of creation of new generation of higCher education standards (competent approach);
  4. Assessment  and monitoring of education quality;
  5. Quality of education, labour market and institutes of higher education competition;
  6. Models of university systems of quality management;
  7. Advanced pedagogic  technologies and education quality;
  8. Issues and obstacles  on ways to increase education quality;
  9. Students and higher education quality.

At conference plenary meeting have made reports such personalities as head of NTUU “KPI”, M.Z. Zgurovskii (“Higher education for scrap of social development”) and the first vice-president of National Ukrainian Academy of Pedagogic Sciences V.I.Lugovyi (“National and branch (sector ) frameworks of qualification as implements of guarantee and quality recognition in European area of higher education”).

At sectional meetings was heard and discussed 124 reports. Papers of conference work were published.

At conference they have come to a decision, where were determined necessary measures how to improve higher education quality in Ukraine.

Resolution of The 10th  All-Ukrainian  methodological conference

In June 2013 The President of Ukraine signed the Decree “About National Strategy of Education Development in Ukraine on the term up to 2021”. There is stressed on “increasing of qualitative education level should be directed on economic growth guarantee of the state and solution of social issues of society. Qualitative education is the requirement to guarantee steady democratic development of society”.

Under present-day conditions the role of qualitative education is becoming decisive. Innovative thinking, formed with specialists to be during their training, is the base of “raw materials” economics transformation into innovative one that founded on knowledge. The process of innovative thinking formation with students depends on many factors, which determine standard and quality of competences received by students during the studying. First of all, they are training programs, scientific and pedagogic college, training and laboratory equipment. The main thing is also universities cooperation with business and practicable branches of industry. It can guarantee fundamental professional and appropriate training.

Participants are bothered with educational standards of university entrants that is constantly decreasing. According to conclusions made by Ukrainian centre of education quality evaluation last year were following results of GSE: more than 180 marks (it is corresponded to “good” and “excellent”) were got in mathematics by 9,17% of pupils, which have passed tests, in physics – 8,87 %, in chemistry – 8,83 %, in biology – 8,88 %. As for NTUU “KPI”, only 30% of students of the first year have received positive results in entrance examinations in mathematics and physics. Elite specialists trainings on this substratum is already not a problem.

Education quality depends on following factors: slowness in implementation of Bolognese System documents, firstly, the delay of new law adoption by Verkhovna Rada of Ukraine that is named “About Higher Education”, slow practical introduction of National range of qualifications, uncertainty with bachelor status in economic activity system and labour market, deficiency of new methodological base for development of new generation standards of higher education on competent approach,  absence of Studying organization provision, which was coordinated with present-day realities and so on.

Conferees will support the Ministry of Science and Education of Ukraine actions according to development and sanction of National range of qualifications, speeding up the studying at Verkhovna Rada the law named “About Higher Education”, improvement principles of enrolment to institutes of higher education.

Conference participants think that it is necessary to solve problems of educational quality and further higher education development in the context of Bolognese Process at an early date:

  1. Within the execution of Measures plan according to introduction The national range of qualifications (order of the Ministry of science and education, youth and sport of Ukraine and Social policy Ministry of Ukraine of 20th April, 2012, № 488/225) to create work teams out of representatives of MSE methodological committees and branch associations/trade unions to work out branch (sectorial) range of qualifications;
  2. To speed up the creation trade standards on the base of competent approach;
  3. To coordinate State professions classifier with social labour distribution on the present-day market by exact definition of current trades and their names and exemption job titles;
  4. to coordinate with Trade and  Social policy Ministry the issue of jobs differentiation for specialists of such educational-qualification standards as “junior specialist” and “bachelor”;
  5. to bring into accord with occupations list of all educational-qualification standards for peopleware the trades of Ukraine on the base of broad competences community;
  6. to develop conceptual, methodological and organizational basis for creation new generation of higher education branch standards founded on competence approach with taking into consideration the tend of kind of work change and requirements for specialists competences and world practice of educational programs formation in accordance with nomenclature, structure and content and save the best native tradition of higher education (fundamentality, practical understanding and so on); to eliminate defects appeared making previous  standards generation (excessive determination, knowledge refinement and volume, special-purpose financing deficiency);
  7. to intensify professional and practical components of bachelor training program by including a deal of specialized courses of educational-qualification standard “specialist” training program, practice time increase and diploma projecting. To foresee possibility to decrease the social- humanitarian training cycle volume by removal its subject part to specialized high-school program;
  8. to work out regulatory legal principles to extend institute of higher education cooperation with employers on all standards of higher education getting (purpose-oriented training, practice conducting, job placement for graduating students and others);
  9. to create the system of professional engineers independent certification and registration with appropriate naming the specialists with such qualifications as “bachelor” and “master” which have satisfactory practical experience in industry and design companies;
  10. to introduce more active in educational process information technology for studying and distant education components, to improve registration system and guarantee author's rights to electronic educational and methodological materials;
  11. to generalize pedagogical tests results with credit-transfer system introduction and produce appropriate changes to normative documents of educational process organization;
  12.  to introduce measure system for improving foreign language skills with students of non- linguistic special subjects up to “B-2” level (advanced with professional orientation), to foresee financial stimulation system foreign languages teachers;
  13. To generalize the experience in creating educational quality management systems in leading institutes of education and introduce it in higher education system;
  14. to renew the role of pre-university training system, especially for technical schools with the function of gifted youth choice, vocational guidance, correction the school training in specialized subjects and make it appropriate for requirements in institutes of higher education;
  15. to improve state attestation system for graduates, to enlarge the part of customer's inspectors composed the DEK, to sophisticate requirements for graduates’ qualification papers of all educational-qualification standards;
  16. to work out conceptual measures concerning creating in Ukraine the system without state control and guarantee higher education quality, like ENQA, to enter into cooperation with international organizations of quality issues;
  17. to make clear and impartial system of rating establishment of Universities which should be the main criteria in determination the free education for specialists training, normals of its financing, assessment university status and so on; to promulgate systematically results of universities rating;
  18. to improve cooperation with international organizations: European Association for Quality Assurance in Higher Education (ENQA), The Central and EasternEuropean Network of Quality Assurance Agencies in Higher Education (CEENQA), The International Federation of Engineering Education Societies (IFEES), European Network for Accreditation of Engineering Education (ENAEE), International Society for Engineering Education (IGIP), The European Society for Engineering Education (SEFI);
  19. to guarantee full-fledged financing of state technical universities, including clauses for acquisition needed for educational process guarantee equipment and materials;
  20. to carry out gradual relation contraction the number of students and research and educational personnel at universities.
