Kosinsky Volodymyr Andriyovych was born on August 13, 1864 in the village Doroshivka, Glukhovski County, Chernigov province, now Yampolsky district of the Sumy region (according to other sources , it was Yankov Hutir of the same County) in a wealthy aristocratic family. He got secondary education in Novgorod- Seversky High School , graduating in 1883 . In1887 he graduated from the Physics and Mathematics Faculty of Moscow University, at the same time passing external examinations for the full course of law studies. He worked as a teacher of Mathematics in schools. In 1892-94 - Professorial Fellow Department of Political Economy and Statistics at Moscow University. He worked under the leadership of Chuprov. In 1896-97 had a scientific mission abroad (Germany, Austria). From 1900 was an Assistant Professor at the Department of Political Economy and Statistics at Moscow University. In 1901, after defending the thesis, was elected an associate professor of Riga Polytechnic Institute.

Prominent expert in the field of economics, finance and the field of rural economy. Considered the new role of science and its organization, stressing the need for close connection of higher technical schools and industry. It was his idea to organize rural institute of engineers.

In 1904 he took professorships at the University of Novorossiysk . In 1907 defended the doctorate, and in 1909 became a full professor at the Department of political economy in the agricultural department of Kyiv Polytechnic Institute. Simultaneously, he worked at the Department of Applied Economics at Kiev Commercial Institute.

During 1913-1914 he went to the research trip to Germany, Austria and Switzerland. The revolutionary events found him in Kiev, and soon an outstanding scientist and an active member of the Cadet Party was invited to work on the draft law on establishment of the Ukrainian Academy of Sciences. He was appointed an academician, but according to the charter of rights of UAS he didn’t get the academician as he entered the government firstly as a deputy Minister of Labor and later as the Minister.

After the Directory Kosinsky was proclaimed outlawed and he had to hide . In January, 1919 the Rector of the Kyiv Polytechnic Institute appealed to the Supreme Commission of Inquiry directory to return disgraced Professor the rights of citizenship and work, but the application remained unanswered. The visit of the Red Army next month to Kyiv also did not change anything . Only on May 7, 1919 (according to other sources – June, 1919 ) after petitions of A.Crimsky and V.Vernadsky to the SNK President of the USSR K. Rakovsky Professor Kosinsky was given back his civil rights - the official permission to return to work in UAS and the Kiev Polytechnic Institute.

In spring, 1921 a joint meeting of the UAS decided to send Academician A. Kosinsky for free mission to Kamenetz -Podolsk to read lectures and do economic research at the Institute of Education.

The same year he emigrated (in 1928 he was expelled from the UAS) to live inWarsaw, he was the head of Russian academic group in Poland. In 1922 was elected as the Professor of Russian National University and Russian Faculty of Law at Prague (Czechoslovakia). He has also lectured at the Higher Institute of Commercial and Russian institute of agricultural cooperatives in Prague and Ukrainian economic Academy in Podebrady (Czechoslovakia ). Since 1928 – Professor at the Department of Political Economy of the University of Latvia. At the same time, in 1931 he taught at Russian institute of university knowledge in Riga (Latvia).
