1. Full name indicating the type of university, its legalization, location, date of the assent on its establishment

1.1. National Technical University of Ukraine “Igor Sikorsky Kyiv Polytechnic Institute” (after ─ University) was founded in 1898 as Kyiv Polytechnic Institute of Emperor Alexander II.

1.2. National Technical University of Ukraine “Igor Sikorsky Kyiv Polytechnic Institute” is the successor of the National Technical University of Ukraine "Kyiv Polytechnic Institute".

1.3. The Decree of the President of Ukraine number 289/95 on 08.04.1995 "On Kyiv Polytechnic Institute". University gained national status of self-governing (autonomous) state university.

1.4. The Decree of the Ministry of Education and Science of Ukraine № 992 from 17.08.2016  "On naming the National Technical University of Ukraine "Kyiv Polytechnic Institute ". University named after Igor Sikorsky.

1.5. The University conducts activities in accordance with the legislation of Ukraine and this Statute.

1.6. University ─  is the multidisciplinary technical higher educational institution that carries out innovative educational activities for different levels of higher education (including Ph.D.) conducts basic and / or applied research, is a leading scientific and methodical center has well-developed infrastructure, education, research, training scientific-production and production units, promoting scientific knowledge and carries out cultural and educational activities.

1.7. The University is a legal entity and conducts full civil capacity.

1.8. The University was established in the form of a government agency that works on non-profit basis.

1.9. The language of lectiond at the University is the state language of Ukraine. In order to create the conditions for international academic mobility university has the right to decide about teaching one or more subjects in English and / or other foreign languages, providing applicants with knowledge of the discipline of higher education on the state language. For of teaching foreign language university can form separate groups for foreign citizens, persons without citizenship, who wish to pursue higher education at the expense of natural or legal persons or develop individual programs. This university provides such persons studying the state language as a separate discipline. The list of foreign languages, which is made of teaching is determined by the University. At the request of applicants Higher Education University provides opportunities to study their minority language at a level that allows for professional work in the selected field using the language.

1.10. University is an institution, which is maintained by the State Budget of Ukraine.

1.11. The University has its own balance, bank accounts, a seal with the State Emblem of Ukraine and its name, seal with its name and identification code, stamps, trademarks (goods and services) and their own symbols.

1.12. The University operates under a license to conduct educational activities and other activities.

1.13. University activities carried out in accordance with the Constitution of Ukraine and laws of Ukraine regulating legal relations in the sphere of education and science, other legal acts of Ukraine and this Statute.

1.14. The university is independent of political parties, public and religious organizations. Participation of employees, students and doctoral candidates in political parties, movements and religious organizations outside the University can not be grounds for any limitation of their rights as participants in the educational process.

1.19. The Rights of the University, as an autonomous educational institution:

  • To develop and implement educational (scientific) applications within the licensed specialty;
  • to determine the form of training and forms of the educational process;
  • choose the types of programs for bachelors and masters provided International Standard Classification of Education;
  • The regulations define the number of people enrolled on a full-time post of scientific and pedagogical staff of the university;
  • to redistribute state orders between specialties within the field of knowledge;

  • To carry out medical practice and recreational activities;

  • To give a right to provide scientific, educational, scientific and teaching staff and persons enrolled in the University library for free use, information resources, services, educational, scientific, sporting, cultural and educational departments of the University;

  • To exercise other rights that do not contradict the law.

1.17. Liabilities of University:

  • take measures, including through appropriate advanced technology to prevent and detect plagiarism in academic research papers and teaching scientific, educational, scientific and other workers and job seekers of higher education and bringing them to disciplinary liability;
  • to have an internal quality assurance system of education and the quality of higher education;
  • to create the necessary conditions for higher education by persons with special educational needs;
  • to publish on the official website things on notice boards and in every other way about their rights and obligations.
  • To publish on its official website: University estimates for the current year and any changes to it; Report on usage and revenues; information about tender procedures; personnel arrangements for the current year.

2. The purpose and concept of education of the University

2.1. The main goal of the University is to provide the conditions necessary for persons obtaining higher education and scientific research.

2.2. The main concept of the University is a combination of educational, scientific and innovative components.

2.3. The concept of education of the University includes:

1) training of specialists with higher education on the relevant educational and professional, educational, scientific, academic programs at such levels of higher education: Bachelor's, Master's, PhD, and doctors;

2) the pre-university training, providing postgraduate education, retraining and advanced training of specialists;

3) organization and on the basis of cooperation with the educational process of fundamental and applied research, exploratory and development work, introduction into production of scientific research;

4) development on the basis of the interaction of education and science of competitive innovative technologies, technical devices and systems and their implementation at the domestic and global market;

5) conducting international activities in the field of Education under the laws of Ukraine, strengthening the integration of the University in the world educational and scientific space;

6) training of scientific and pedagogical staff and their certification;

7) the creation of appropriate conditions for work, recreation and medical care of workers, job seekers of higher education and doctoral students;

8) fundamental training;

9) ensuring interdisciplinarity, consistency, complexity of preparation and harmonization of the University of the labor market;

10) the development of science, technology and production;

11) enhancing direct interaction between technical education and the labor market;

12) improve and update the material base of the University including educational laboratory and research base of the University and its infrastructure;

13) improve the preparation of highly qualified scientific personnel for the fundamental-natural and engineering fields, expanding the presence of scientific publications in the world scientific databases;

14) the combination of science, advanced education and business;

15) the protection and management of intellectual property;

16) the expansion of cooperation with partner-universities, the development of academic mobility programs;

3. Structure of university status and functions of its business units

3.1. The University operates in accordance with the approved structure of the University.

3.2. The organizational structure of the University includes: departments, departments, divisions, departments, educational and scientific institutions, branches, centers, departments, laboratories, scientific structure, Educational and Scientific Complex "Institute for Applied System Analysis", Institute of Special Communication and Information Protection, Department of military training, National Polytechnic Museum and other structural units.

3.3. The structure of the University, creation, reorganization and liquidation of its business units, functions and their status determined by the provisions of the relevant structural units approved by the decision of the Academic Council of the University (except military units) and put into effect by order of the Rector of the University.

3.4. The decision of the Academic Council on the establishment, reorganization and liquidation of structural units put into effect by order of the Rector of the University.

3.5. Formation of the business units, with dual reporting is carried out according to the law, this Statute, in agreement with the authorities in the management of such a unit be located where.

4. The authority of the Ministry of Education and Science of Ukraine

4.1. The central executive body in the field of education and science, which is the management of the University, is the Ministry of Education and Science of Ukraine.

4.2. The authority of the Ministry of Education and Science of Ukraine for the management of the University is determined by law and this Statute.

4.3. Ministry of Education and Science of Ukraine:

  • approves the Statute of the University and by the decision of the Conference of the labor collective of the University makes changes or adopt new wording;
  • conclude within a month contract with the rector chosen by competition in the manner prescribed by the Law "On education";
  • on the proposal of the University Conference labor prematurely terminates the contract with the rector of the grounds stipulated by labor legislation, or in violation of the Charter of the University and the contract;
  • supervises the financial and economic activities of the University;
  • monitors the compliance with the Charter of the University;
  • delegate some of its powers to the rector or other governing body of the University;
  • implement other powers provided by law and the Charter of the University.

 

 

5. Sources of income, the use of funds and property of the University

5.1. Financing of the University at the expense of the state budget under the state order for the services of training, scientific and teaching staff and other sources not prohibited by the law, in compliance with targeted and effective use of funds, publicity and transparency in decision-making.

5.2. Funding of the University are:

5.2.1. The funds of the state budget for the services of training, scientific and pedagogical staff and implementation of research.

5.2.2. The special fund of the state budget:

  • income from fees for services provided by the University in accordance with the law;
  • Other sources of own revenues of the University.

5.3. Planning and use of proceeds are made in accordance with legal requirements.

5.4. Payment of the University shall be in accordance with the legislation of Ukraine, including Decree of the President of Ukraine "Issues of the National Technical University of Ukraine" Kyiv Polytechnic Institute" from 30.08.2004 g. №1023.

5.5. Forms and wage system determined by the collective agreement the University, is fixed in the relevant provisions approved by the Rector of the University.

5.6. Within the limits, which are set out in the established order of the general fund for salaries and within available from the University of own revenues, the University has the right to form and approve the staff list of scientific and educational, scientific, pedagogical and other employees, including to determine the staffing standards, name and the number of staff positions according to the structure of the University, to determine the size of bonuses, additional payments, bonuses, incentives to employees of the University in compliance with the law.

Material and technical base of the University includes buildings, land, communications, equipment, vehicles and other tangible assets.

    • According to the law the University to ensure its statutory activities are fixed on the basis of economic control rights attached to the University property. Anchored by the University facilities property can not be pledged, and not subject to seizure or transfer the ownership of businesses and individuals without the consent of the Ministry of Education and Science of Ukraine and the Conference of the labor collective of the University, except as required by law.

University carried out buildings assigned to it on the right of business of property without their redemption in accordance with the law.

Buildings, structures and premises of the University must comply with the accessibility according to state building codes and standards, taking into account the needs of persons with disabilities. If the relevant objects cannot be fully adapted to the needs of persons with special needs, their reasonable accommodation is made on the basis of universal design.

5.8. Land transferred for permanent use of the University in the manner prescribed by the Land Code of Ukraine.

Land use and implementation of the rights of land owners, including acquiring rights to land are made by the University in accordance with the Land Code of Ukraine.

5.9. Own funds are directed to carry out its statutory activities of the University in the manner and under conditions prescribed by the law and this Statute.

5.10. Income (profit) of the University or not distributed among the founders of the University employees (except their remuneration, accrual single social contribution), members of management and other related entities and are used exclusively to finance expenditures for the maintenance of the University, the goal (goals, objectives) and the directions of its activity by this Charter.

6. The University Management

6.1. Features of the University based on the following principles: a combination of education and innovation, development and improvement of quality of educational activity, competitive ability to attract additional financial resources through the development of scientific, technical and innovation activities of the University and its integration with production and business.

          6.2.2. Supervisory Board:

  • consider ways of future development of the University, the University promotes leadership in the implementation of public policies on training, retraining and advanced training of specialists and implementation of scientific development for the economy and the basic economic sectors of Ukraine.
  • participates in defining the main areas of training, retraining, advanced training of specialists and the formation of state order for training, retraining and advanced training of specialists, the University monitors the implementation of the order.
  • determines compliance and content of education at the University to modern requirements for companies, institutions and basic economic sectors of Ukraine.
  • assists in the development of research activities of the University, in defining the priority areas of fundamental and applied research aimed at innovative development of the country, analyze their effectiveness and promotes the results of this research into practice.
  • contributes University staffing.
  • oversees the management of the University, follows Rector’s reports on the implementation of the main tasks of the institution.
  • considers budget financing of the University, as well as reports on the use of budgetary and other funds.
  • Develops proposals on key areas of educational, scientific, methodical, publishing, administrative and economic activity, forms of financial and logistical support and international cooperation of the University.
  • Facilitates interaction with public authorities, local governments, educational and scientific institutions of Ukraine and other countries, cooperation with enterprises, institutions and organizations.

6.2.3. The Supervisory Board approved by the Ministry of Education and Science of Ukraine. A regulation on the Supervisory Board approves the chairman. The Supervisory Board may not include employees of the University.

6.2.4. The term of office approved by the Supervisory Board is five years.

6.2.5. Supervisory Board members perform their duties on a voluntary basis in an advisory capacity.

6.2.6. The decision of the Supervisory Board, passed within its competence, are obligatory for consideration by the University.

6.3. The Academic Council of the University

6.3.1. The Scientific Council is a collegial body of the University, which is formed for five years, the composition of which is approved by the Rector of the University within five working days after the end of the previous powers of the Academic Council.

6.3.2. Academic Council of the University:

  • determines the strategy and future direction of education, research and innovation activities of the University;
  • develops and delivers the highest collegiate Local authorities draft Charter of the University, as well as decisions on amendments and supplements to it;
  • approves the financial plan and annual report of the University;
  • The system determines and approves procedures for internal quality assurance;
  • decides on the allocation of own revenues in the territorial bodies of central executive authority in the budget treasury services, or banking institutions;
  • approves the submission Rector decision on the establishment, reorganization and liquidation of structural units;
  • chooses to contest a secret ballot for the posts of deans, heads (chiefs) of departments, professors and associate professors, library director, branch managers;
  • approves educational programs and curricula for each level of higher education and qualifications;
  • decides on the organization of educational process, determines the timing of training at appropriate levels;
  • approve sample and order production of its own instrument of higher education provision on the procedure and the reasons for issuing its graduates, as well as samples, manufacturing procedure, the procedure and the reasons for issuing the graduates of joint and double degrees;
  • approves the main directions of research and innovation;
  • evaluates scientific and educational activities of structural subdivisions;
  • confer academic titles of professor, associate professor and senior researcher and takes appropriate decisions for approval by the Certifying Board of the central executive body in the field of education and science;
  • makes final decision on the recognition of foreign diplomas of higher education, scientific degrees and academic titles during the employment of pedagogical, scientific, pedagogical and other employees, as well as during the admission of applicants for education;
  • submits proposals to the withdrawal Rector of the grounds provided by law, this Statute, the contract in question meeting of a University;
  • approves Admission to the University;
  • approves regulations on the organization of the educational process;
  • approves the procedure of competitive selection or election of the contest in the vacant position of teaching staff and the conclusion of their employment agreements (contracts);
  • assigns the title of professor, associate professor, senior researcher;
  • decides on the appointment of personal scholarships;
  • decides on the University of own revenues derived from fees for services provided under the educational, scientific and production activities, donations and grants, which are credited to a special registration accounts opened with the territorial body of the central executive authority in the field treasury services budget or current and / or deposit (deposit) accounts of institutions of state banks.
  • considers other issues of the University.

6.3.3. The activities of the Academic Council of the University are determined by the Regulations on Academic Council.

6.3.4. The Academic Council of the University headed by its president, who is elected by secret ballot from among the members of the Academic Council of the University, who have a scientific degree and / or academic (honorary) rank for the term of the Academic Council. Chairman shall be elected member of the Academic Council, whose contract expires in the year of elections. At the first meeting of the Academic Council of the University Rector presides until the election it heads this council.

6.3.5. Election of the Academic Council beginning 30 days prior to the expiration of the powers of the Academic Council.

6.4. Quotas election to the Academic Council

6.4.1. The composition of the Academic Council consists of no less than 75 percent of scientific and teaching staff of the University and not less than 10 percent - the elected representatives of the students (cadets). By decision of the Academic Council in its composition may include representatives of employers.

6.4.2. The composition of the Academic Council of the University under the quota within this Statute are:

    • Positions: Rector, vice-rectors, deans of faculties, directors of educational and research institutions, scientific secretary, library director, chief accountant, chairman of the trade union committee of employees of the University;
    • elected representatives, who represent scientific, teaching staff and elected from among the heads (chiefs) of departments, professors, doctors of philosophy, doctors - 1 representative from each department;
    • The elected representatives, who represent other employees of the University and working in it on a regular basis - 10 people;
    • The elected representatives of graduate students, doctoral students, assistants, interns - 2 persons;
    • The head of primary trade union organization of students of the University - 1 person;
    • The leaders of the student government of the University - 2 persons;
    • The elected representatives of the students (cadets) - 1 student from each faculty / research institute.

6.4.3. Elected representatives from among the staff of the University shall be elected by the conference of the labor collective of the University on the proposal of structural units in which they work, And elected representatives from the students (cadets) are elected by students (cadets) by direct secret elections.

6.4.4. The meeting of the Academic Council considered valid if attended by two thirds of the members of the Academic Council.

The decision of the Academic Council is adopted if it receives more than half of the present members of the Scientific Council.

The decision of the Academic Council put into effect by order of the Rector of the University.

6.4.5. University Academic Council may delegate some of its powers academic councils of departments.

6.5. Scientists of Council departments, educational and research institutions, branches etc.

6.5.1. The University includes faculty councils, educational and scientific institutions, branches, etc., whose powers are defined by the Academic Council of the University. The respective Academic Councils formed units according to quotas determined by the Academic Council of the University. Activities Academic Councils divisions defined by the Regulation of Academic Council.

6.5.2. The composition of the Scientific Board of the unit are ex officio head of department, deputy heads, heads of departments and elected representatives who represent scientific, teaching staff and elected by open vote at a meeting of department - 1 person from the department, the head of the trade union bureau primary trade union organization of employees , head of the trade union bureau primary trade union organization of students and post-graduate department, the head of the student government unit.

In this case, at least 75 percent of the Academic Council of the unit must be scientific, teaching staff faculty / research institute and at least 10 percent - elected representatives of the students (cadets).

Academic Council formed the unit for five years and approved by the rector.

6.6. Rector

6.6.1. Rector obliged to direct management of the University, under the law and this Statute.

6.6.2. Rector takes full responsibility for the work of the University.

6.6.3. Rector is the representative of the University in relations with state bodies, local authorities, international and foreign organizations, corporations and individuals and acts without authorization within the authority provided by law and this Statute.

6.6.4. Rector of the University within its powers:

  • organizes the activities of the University;
  • decides on financial and economic activities of the University approves its structure and staff list;
  • issues orders and instructions, makes mandatory for all participants of the educational process and university department orders;
  • has the right to sign documents and documentation of the University;
  • is responsible for the performance of the University of the Ministry of Education and Science of Ukraine or authorized by him (them) body (person);
  • manages assets and funds;
  • ensures the implementation of the financial plan (estimate) enter into contracts;
  • appoints and dismiss employees;
  • ensures health and safety, respect for law and order;
  • determines the functional duties of employees;
  • generates contingent of people who study at the University;
  • counts of University education and updates on its competitors in Higher Education in consultation with the student government and the primary trade union organizations of persons enrolled (if the person is a member of trade union), on the grounds prescribed by law;
  • organizes and monitoring the implementation of curricula and programs of disciplines;
  • organizes monitoring compliance with all units nominally and financial discipline;
  • monitors the quality of teaching, scientific, educational, scientific and other employees;
  • ensures the creation of conditions for open and effective public control over the activities of the University;
  • promotes and creates conditions for the activities of the student government, organizations, trade unions and students of the University, NGOs operating in the University;
  • promotes healthy lifestyle seekers of higher education, strengthening sports and recreational base of the University, creating the right conditions for mass sports;
  • together with the elective body of primary trade union organizations of the University staff and students submit for approval by the higher collective body of public authorities University internal regulations, collective agreement and sign them after approval;
  • is responsible for carrying out educational, scientific, technological and innovation at the University; on financial and economic activity status and conservation of real estate and other property of the University.
  • The annual reports to the Ministry of Education and Science of Ukraine and supreme collective body of public Authorities of University and publishes an annual report on its activities to the official website of the University.
  • Has other powers.

6.6.5. The Rector may delegate some of its powers rector, directors of educational and research institutes, deans of faculties, heads of departments and others.

6.6.6. Rector appoints head of faculty (research institute) for five years.

6.6.7. Rector of the University in accordance with the law and the collective agreement determines the order sets the size of bonuses, allowances, bonuses, financial aid and encourages educational, scientific, educational, scientific and other employees of the University.

6.6.8. The election of the Rector

6.6.8.1. Rector is elected by secret ballot for five years in a manner prescribed by the Law of Ukraine "On Higher Education".

6.6.8.2. Rector Elections are held in compliance with the following principles: openness, transparency, secret and free will, voluntary participation in elections, democracy and equal rights of election participants.

6.6.8.3. Candidate for the post of Chancellor of the University shall be a citizen of Ukraine, fluent in the state language, have a rank, scientific degree and worked as a teaching staff of at least 10 years.

6.6.8.4. One and the same person can not be the Rector of the University for more than two terms.

6.6.8.5. It can not be selected, designed (including acting) as Rector person who:

  • by the court recognized incapacitated or with limited capacity;
  • has been convicted of a crime, if conviction has been canceled or withdrawn in accordance with the law;
  • According to the verdict deprived of the right to occupy relevant positions;
  • by the court has been found guilty of committing a corruption offense ─ within one year from the date the relevant court decision into legal force;
  • subjected to administrative punishment for corruption ─ within one year from the date the relevant court decision into legal force;
  • within the scope of Article 1 of the Law of Ukraine "On cleaning power";
  • dictatorial laws voted by 16 January 2014.

6.6.8.6. Rector election procedure consists of the following stages:

  • Ad Contest and receipt of documents from candidates for the post of Rector;
  • Preparation of elections;
  • The election.

6.6.8.9. The total number of (full composition) scientific, pedagogical and teaching staff of the University shall be not less than 75 per cent of those eligible to vote; the number of elected representatives from among the other employees of higher education ─ to 10 percent, and the number of elected representatives from the students (cadets) - at least 15 percent of those eligible to vote.

6.6.8.10. Features electoral system manager (Rector) Universities are governed by the Law of Ukraine "On Higher Education", based guidelines for the characteristics of the electoral system and procedure for the election of the head of the university, approved by the Cabinet of Ministers of Ukraine of December 5, 2014  Number 726 and this Statute.

6.6.9. Exemption of Rector

6.6.9.1. Rector may be dismissed by the Ministry of Education and Science of Ukraine, including in connection with the decision to recall its labor collective Conference which elected him to the position on the grounds specified by labor legislation, for violation of the Charter and conditions contract.

6.6.9.2. Presentation of the Rector revocation may be submitted to the Conference of the labor collective of the University at least half the share or the Supervisory Academic Board of the University. The decision to recall the Rector of the University adopted by majority vote if attended by not less than two-thirds of the statutory meeting of the University.

6.7. The head of faculty / research institute

6.7.1. Management Faculty dean, educational and scientific institution ─ director (head).

6.7.2. The rights and duties of head of faculty / research institute of the University Charter are determined, the provisions of the relevant faculty / educational institute, rector of the instructions issued by the head of faculty / research institute, and the job description of the head of faculty / research institute.

6.7.3. Features of the powers and duties of the chief of the Institute of Special Communication and Information Protection and Head of the Department of Military Training University are determined by regulations of state authority, in whose jurisdiction belongs to the Institute of Special Communication and Information Protection Department and military training, in coordination with central executive authority in the field of education and science.

6.7.3.1. Procedure for election of the head of the faculty / educational and scientific institution.

6.7.3.2. The head of faculty / research institute of the University Academic Council elected for five years on the basis of proposals faculty / research institute. Rector concludes with the head of faculty / research institute contract.

6.7.3.3. Rector appoints head of faculty / research institute for five years. The head of faculty / research institute shall exercise its powers on a permanent basis.

6.7.3.4. The procedure for electing the head of faculty / research institute determined the appropriate procedure approved by the decision of the Academic Council of the University.

6.7.3.5. The head of faculty / research institute may be dismissed Rector on the proposal of the Academic Council or Local authorities faculty / research institute on the grounds specified by labor legislation, for violation of the Charter and the terms of the contract. Proposal for dismissal of the head of faculty / research institute entered into Local authorities faculty / research institute at least half of votes authorized the Academic Council faculty / research institute. Proposal for dismissal of the head of faculty / research institute shall be taken by at least two thirds of the authorized body of public self-faculty / research institute.

6.7.3.6. Rector of the University in case a new faculty / research institute appoints acting head of the faculty / research institute for a period before the election of the head of faculty / research institute, but no more than three months.

6.7.3.7. The election, appointment and dismissal of the head of a branch of the University made in the manner prescribed by this section.

6.7.3.8. One and the same person can not be the head of faculty / training and research institute, a branch of the University for more than two terms.

6.7.3.9. Head of the Institute of Special Communication and Information Protection and Head of the Department of Military Training appointed by competition. The order of the competition, especially the requirements for the candidate, the order of his appointment as head of the Institute of Special Communication and Information Protection determined by regulations of state authority, in whose jurisdiction it belongs, in coordination with the central executive body in the sphere of education and science. The order of competition for the position of Head of the Department of Military Training University determined the proper order of the competition in coordination with the central executive body in the field of education and science.

7. Working and advisory bodies

7.1. To address the current issues of the University formed working bodies - administration, dean's offices, admissions, etc. Administrative Board.

7.2. In order to develop strategies and directions for carrying out educational and / or research activities of the University Rector of the University has the right to form volunteer advisory (Advisory and consultative) bodies (commissions, councils, including the student, academic council, etc.).

7.3. The order approving the regulations on advisory and working bodies determined by the decision of the Academic Council of the University and come into force by order of the Rector of the University.

8. Procedure for appointment of Rector’s advisor

8.1. After retirement from the post of rector of the person who has worked in this position for at least 10 consecutive years may be appointed rector’s advisor. Payment of rector’s advisor is made of own revenues of the University.

8.2. Appointment of Rector Adviser is made in accordance with the decision of the Academic Council and comes into force by order of the rector.

8.3. Rector may appoint advisers on a voluntary basis, the relevant order issued by the University.

9. Local authorities:

9.1. Higher collective body of public Authorities of the University

9.1.1. The supreme collective body of public Authorities of the University is a conference of University staff, including elected representatives from the students (cadets).

9.1.2. Higher collective body of public authorities:

  • agrees on the proposal of the Academic Council of the University Statutes or changes (additions) to it;
  • The annual report shall hear the Chancellor of the University and assesses its activities;
  • The Commission shall elect from labor disputes under labor law;
  • considering entered at least half the share of the Supervisory Board of the University or Academic submission of withdrawal from the post of rector of the University;
  • approves the Internal Regulations of the University and the collective agreement;
  • considers other issues of the University.

9.1.3. The highest collegiate Local authorities should be represented all categories of participants in the educational process of the University, namely:

    • at least 75 percent of the delegates should be scientific, pedagogical and teaching staff of the University who work there on a permanent basis,
    • at least 15 percent of the delegates - elected representatives of the students (cadets) who are elected by the students (cadets) by direct secret elections,
    • The rest of the delegates - other categories of employees of the University.

9.1.4. Higher public authorities’ collegial body of the University shall be convened at least once a year.

9.1.5. The procedure of convening and decision-making supreme collective body of public self-determined by the Statute of the University.

9.1.6. The procedure of convening and decision-making meeting of a University

9.1.6.1. Convening regular meeting of a University is based on a joint decision of the rector and the trade union committee of the University and issued the relevant protocol.

9.1.6.2. Conference convened by the labor collective trade union committee university employees without the consent of the rector, if during the last five (5) business days did not give consent for the convening of the next Conference of the workforce.

9.1.6.3. Convening Extraordinary meeting of a University on the basis of written submissions, signed by at least one third of staff of the University, or the decision of the Academic Council of the University.

9.1.6.4. The rate of representation of delegates from workers and students (cadets) schools / educational and research institutions and university departments approved by the Academic Council of the University on the proposal of the trade union committee of employees.

9.1.6.5. The composition of the delegates for the positions include: Rector, vice-rectors, directors of educational and research institutes, deans of faculties, chief accountant, chairman of the primary trade union organization of employees of the University and chairman of the primary trade union organization of students of the University.

9.1.6.6. Delegates from employees to the conference of the labor collective of the University shall be elected at conferences of labor collectives’ schools / educational and research institutions, as well as the general meeting (conference) of employees of departments.

9.1.6.7. Delegates from students (cadets) are elected by direct secret elections faculties / in educational and research institutes under provisions approved by the meeting of a University.

9.1.6.8. Conference of labor collective is legitimate if it is present at least 2/3 of the total number of elected members.

9.1.6.9. The conference opens chairman Trade Union Committee staff members.

9.1.6.10. The Conference of the simple majority of delegates present shall decide on the election of the working bodies of the conference, the chairman and secretary on it and approve the agenda and rules of procedure.

9.1.6.11. Decisions meeting of a University by a simple majority of votes in the presence of a quorum.

9.1.7. Local authorities faculty / research institute

9.1.7.1. Local authorities faculty / research institute is a conference of labor collective of faculty / research institute, including elected representatives from among persons enrolled in the Faculty / in the educational institute.

9.1.7.2. Local authorities faculty / research institute:

  • Commends the head of faculty / research institute;
  • approve the annual report of faculty / research institute;
  • To approve the collective agreement faculty / research institute;
  • University Rector submits proposals for withdrawal from the post of head of faculty / research institute, on the grounds provided by the legislation of Ukraine, this Statute entered into a contract with him for the submission of no less than two thirds of the authorized body of public self-faculty (teaching and research Institute);
  • elect elected representatives to the Academic Council faculty / research institute;
  • elect delegates to the meeting of a University.

9.1.7.3. The structure of self-governance bodies faculty / research institute are:

  • at least 75 percent - scientific, teaching staff faculty / research institute working in the University on a regular basis;
  • at least 15 percent - elected representatives of the students (cadets) who are elected by the students (cadets) by direct secret elections.
  • the rest of the delegates - other categories of workers faculty / research institute.
        • Local authorities faculty / research institute shall be convened at least once a year.

9.1.7.5. The procedure of convening and decision-making body of public self-faculty / research institute determined by this statute.

9.1.8. The procedure of convening and decision-making meeting of a faculty / research institute

9.1.8.1. Convening regular meeting of a faculty / research institute is based on a joint decision of the dean / director and trade union bureau staff issued the relevant protocol.

9.1.8.2. Conference convened by the labor collective trade union bureau of faculty members / research institute without the consent of the dean / director, if the latter within five (5) business days did not give consent for the convening of the next Conference of the workforce.

9.1.8.3. Convening Extraordinary meeting of a faculty / research institute on the basis of written submissions, signed by at least one third of staff faculty / research institute or a decision of the Academic Council of the University or Faculty Council Academic / research institute.

9.1.8.4. The rate of representation of delegates from workers and students (cadets) faculty / research institute approved by the Academic Council faculty / research institute on the proposal of the trade union office employees.

9.1.8.5. The composition of the delegates faculty / research institute on post include faculty dean / director of the research institute, deputy dean / director, senior accountant, chairman of the trade union office staff and head office of the trade union of students.

9.1.8.6. Delegates from employees to a conference of labor collective of faculty / research institute shall be elected at a meeting of faculty / educational and research institutions.

9.1.8.7. Delegates from students (cadets) are elected by direct secret elections in the departments in accordance with the regulations approved by the conference of the labor collective of the University.

9.1.8.8. Conference of labor collective of faculty / research institute is legitimate in the presence therein of at least 2/3 of the elected delegates.

9.1.8.9. The conference opens head office employees union.

9.1.8.10. The Conference of the simple majority of delegates present shall decide on the election of the working bodies of the conference, the chairman and secretary on it and approve the agenda and rules of procedure.

9.1.8.11. Decisions meeting of a faculty / research institute approved by a simple majority vote in the presence of a quorum.

9.1.9. Local authorities structural unit (excluding schools / educational and research institutions).

9.1.9.1. Local authorities structural unit of the general meeting or conference of labor collective unit.

9.1.9.2. General Meeting held in the structural units of the total number of full-time employees not exceeding 100 persons. In the structural units, the total number of staff exceeds 100 people, conducted conference of labor collective unit.

9.1.9.3. Local authorities of the department:

  • Commend the head of department;
  • approve the annual report on the activities of the branch;
  • approve the collective agreement of the branch;
  • University Rector submits proposals for withdrawal from the post of the head of the branch of the grounds provided by the legislation of Ukraine, this Charter;
  • elect delegates to the meeting of a University.

9.1.9.4. Local authorities structural unit meets at least once a year.

9.1.9.5. The procedure of convening and decision-making body of public self-structural unit is determined by this statute.

9.1.10. The procedure of convening and decision-making body of public self-structural unit (excluding schools / educational and research institutions)

9.1.10.1. Convening the Annual General Meeting or a meeting of a structural unit is based on a joint decision of the head office of the trade union and staff issued the relevant protocol.

9.1.10.2. The general meeting or conference convened by the labor collective trade union staff of the Bureau without the consent of the head when during the last five (5) business days did not give consent for convening ordinary general meeting (conference) of the labor collective.

9.1.10.3. Convening an extraordinary general meeting or a meeting of a structural unit on the basis of written submissions, signed by at least one third of staff of the branch or decision of the Academic Council of the University.

9.1.10.4. The rate of representation of delegates of workers in case of a meeting of a subdivision approved by the decision of the trade union office employees.

9.1.10.5. The participants (delegates) general meeting or meeting of a structural unit for posts include head of the branch accountant and chairman of the trade union office employees.

9.1.10.6. The general meeting or conference of labor collective is legitimate in the presence of them at least 2/3 of the total number of participants (elected delegates).

9.1.10.7. The general meeting or conference opens head office employees union.

9.1.10.8. General Meeting or Conference a simple majority of the members (delegates) decide on the election of the working bodies, the chairman and the secretary and approve the agenda and rules of procedure.

9.1.10.9. The decision of the general meeting or meeting of a structural unit by a simple majority of votes in the presence of a quorum.

10. The procedure for reporting and monitoring the proceedings of financial and economic activity

10.1. The University as an institution that is held by the state budget, according to the legislation of Ukraine is approved forms of monthly, quarterly and annual reports and submit them to the relevant authorities.

10.2. Forms of financial, statistical and tax reporting and the procedure for filling installed central executive authority to ensure the development and implementation of public and budgetary policies, unified state tax policy, public administration policy of a single fee for obligatory state social insurance, public policy in statistics. The budget statements reflect the state of implementation of the budget contains information in the context of budget classification. University Financial Statements prepared in accordance with national regulations (standards) of accounting and other legal acts of central executive body that ensures the formation of state budget policy.

10.3. University independently carries, accounts and financial records of their work, statistical reporting is in accordance with prescribed rules, submit it in the prescribed manner to the bodies to which the laws of Ukraine granted the right to control the relevant areas of activity.

10.4. Accountant University provides preparation and presentation of financial and budgetary reporting according to the requirements.

10.5. Rector of the University and chief accountant are personally responsible for the accuracy of financial, statistical and tax returns under the law.

10.6. Control and Audit of the University is conducted in accordance with law.

11. Requirements for persons who may occupy posts of teaching staff

11.1. The posts of teaching staff can take people who have a scientific degree or academic title and persons who have a Master degree.

11.2. The head of faculty / research institute should have a scientific degree and / or affiliation according to the profile of the faculty (research institute).

11.3. The head of the department must have a scientific degree and / or affiliation according to the profile of the department. The head of the department, where the licensed profession on the third level of higher education (PhD training) must have a Doctor of Science or a related relevant scientific and educational specialty and academic rank.

11.4. Conditions of competition may exhibit additional requirements for applicants for vacancies of teaching staff.

11.5. The procedure for the election of persons to contest for vacant posts of teaching staff of the University by the legislation of Ukraine, Order of competitive selection or election to contest in the vacancies of teaching staff and the conclusion of their employment contracts approved by the Academic Council of the University.

11.6. In some cases, failing to ensure the educational process existing staff, vacant posts of teaching staff can be filled under a contract for the replacement of competitive positions in the current academic year.

11.7. University provides Institute with special communication and information protection, which is its structural unit, scientific and pedagogical staff for teaching disciplines defined normative part of educational and vocational training programs for military personnel at the appropriate levels of higher education.

12. Students’ Government (municipality)

12.1. The University and its structural divisions student government operates, which is an integral part of public Authorities of the University.

12.2. Student Government - the right and opportunity to students (cadets, cadets except military personnel)to decide on education and welfare, protection of rights and interests of students and participate in the management of the University. Student Government carried out by students (cadets) directly and through student government, elected by direct secret ballot of students (cadets).
