On the 22 of May, on the premises of our university The Association of Central and East European educational and science networks (CEENET), supported by the EU and the 7th Framework Programme of the development of the EU, held the International Conference on the e-Infrastructure development called CEENET/CEENGINE NRENs Users Workshop "Advanced Services for Research Users – Enablers of Cooperation and Collaboration in Europe" (CEENET/CEENGINE user conference NREN "Advanced NREN services for the researchers - powerful cooperation instruments and cooperation in Europe").

At the Conference had been presented several reports on e-Infrastructure services which are possible and desirable to implement in the Eastern Partnership countries. The researchers from Poland, Italy, Sweden and Ukraine told about real e-services in the field of medicine using Grid-computing, as well as meteorology, seismology and other scientific fields.

The Conference is considered to be a step on the way of development of e-Infrastructure (e-Infrastructure's) as an important tendency of development of information and telecommunication technologies (ITT) and information society.

Nowadays ITT sector is booming and is an important instrument of social life humanization, national cultures, science and technology development. The EU supports the development of ITT in neighboring countries, especially in Ukraine, as well as in the countries of so-called Eastern European partners (Moldova, Belarus, Georgia, Armenia, Azerbaijan). The tangible assets for research and infrastructure programmes performance are allocated for these countries.

Thanks to the efforts of our diplomacy in the EU and benevolent oncoming traffic from the EU, was made an successful attempt to begin the developing process of large-scale infrastructure project connected with development of Ukrainian infrastructure and other counties of the Eastern partnership and integration of national components of such infrastructures with corresponding structures of Europe.

The network GEANT, which has already been established and is actively being developed, covers the vast majority of universities and research centers of EU countries and incorporates with American network (Abilene), scientific network in Japan and other countries. Ukraine is also connected to the GEANT, which is officially represented by УРАН network and technically connected through its optical connection with a potential speed of 100-300 Gb/s ( now it is used 10 Gb of connection). In fact, GEANT is a center of scientific consolidation processes connected with ITT development and information society.

The most important part of the Conference was devoted to the consideration of the Ukrainian conceptual design - "Towards Eastern Partnership Countries e-Infrastructures Development" (TEPID). (Movement towards the development of e-Infrastructures of the countries of Eastern partnership).

The participants discussed the main project components which included the development of network connection between the NREN and GEANT by making the border crossing with a potential speed of 100-300 Gb, particularly Ukraine – Romania, Ukraine – Belarus, Ukraine – Georgia – Azerbaijan – Armenia, the development of local and regional networks at the Ukrainian universities and bringing the high-speed Internet access to every student, the introduction of DOI system of international standard – online registration and account system of scientific publications for global mutual access of EAP countries to the scientific publications, as well as for search performance and assessment of citing level of scientific publications. At the Conference also were discussed the problems of providing access of scholars to scientific publications, including sources and financial schemes.

A certain number of reports had been made online – including the speech of the European Commission representative Mr. Jean-Luc Dorelya connected with principles of future project financing.
