Temporary regulations on the organizations of educational process in NTUU “KPI”: 7.2. Quality Assurance System in University



European standards of quality assurance includes a three-tiered system of quality assurance:

  • Internal quality assurance in higher educational establishment;
  • External quality assurance of higher education;
  • Quality assurance agencies of external quality assurance.

The basis of the proposed standards and recommendations for internal quality assurance in higher educational establishments are based on the following main principles:

  • Universities have the primary responsibility for the quality of their educational services and how this quality is ensured;
  • The core importance of the autonomy of higher educational establishments, balanced realization that autonomy is a very serious responsibility;
  • The quality assurance processes should be used to improve the efficiency of higher educational establishments;
  • A culture of quality in higher educational establishments should receive full support;
  • Need to develop the processes by which higher educational establishments can demonstrate their openness and accountability;
  • Universities must demonstrate its quality at both the national and international level.

European standards and recommendations include:

1. Identification of policy and related procedures to ensure the quality and standards of curriculum and diplomas. Development and implementation of continuous quality improvement strategies. The strategy, policy and procedures should have a formal status and be available to the public, the participation of students and other stakeholders in the process of quality assurance.

Policy Statement on the policy of quality assurance will include:

  • The relationship between teaching and research work in the establishment;
  • Establishment strategy for quality and standards;
  • Organization of quality assurance;
  • The responsibility of departments, institutes / faculties and other units and individuals for ensuring quality;
  • Methods of implementation of policies, monitoring and review.

2. Approval, monitoring and periodic review of training programs, which provides:

  • Care in developing programs with clearly defined learning outcomes expected to ensuring their relevance and demand for them;
  • Formal program approval procedures by the body that carries trained under this program;
  • Availability of appropriate learning resources;
  • Monitoring progress and achievements of students;
  • Regular review of programs (also involving external experts);
  • Regular communication with employers, representatives of the labor market;
  • Student participation in quality assurance activities.

3. Assessment of students, providing consistent usage of published criteria, regulations and procedures.

Student assessment procedures must meet the following requirements:

  • The ability to determine how to achieve its learning outcomes and other program objectives;
  • Providing diagnostic control and all other kinds of control;
  • Availability of published methods for assessing learning outcomes and clear criteria for assessment;
  • Placement materials of students' learning activities on web resources of the university in the public domain;
  • Strict regulation of all possible situations during the evaluation of students;
  • Appropriate and proper qualification of examiners;
  • Availability of administrative inspections that will establish the accuracy of the implementation procedures.

4. Quality assurance of teaching staff, which implies the presence certain procedures and criteria in education establishments to provide qualified and high professional level of teaching staff. These procedures should be used for the selection and appointment of teaching staff that correspond to certain criteria. Research and teaching staff will have access to information about how their work is evaluated. Should be created conditions and possibilities for improving professional skills and training of teaching staff and the atmosphere in which their professional skills are appreciated.

5. Availability of learning resources and student support to be adequate and conform to programs offered by the higher education establishments, able to respond to students' comments.

6. Availability of information system of higher educational establishment. The educational establishment must ensure that it collects, analyzes and sees the appropriate information for effective program management training and other activities. Information system that provides quality monitoring should reflect:

  • Achieving students and their performance indicators;
  • The possibility of university graduates to find work and results of employment;
  • Satisfaction of students training programs;
  • The effectiveness of the teaching staff;
  • Characteristics of student composition;
  • Available training resources;
  • Core indicators of higher educational establishment.

7. Publicity of information anticipate regular publication of the latest, impartial and objective information - both quantitative and qualitative - on the proposed training programs, expected results, qualifications, teaching, learning and assessment results and more.

According to Art. 16 of the Law of Ukraine "On Higher Education" the system of supplying the quality of educational activities and quality of higher education provided by the higher education establishments (system of internal quality assurance) involves the following procedures and measures:

  • Definition of principles and procedures for quality assurance;
  • Monitoring and periodic review of education programs;
  •  An annual evaluation of higher education applicants, scientific-pedagogical and teaching staff of higher educational establishment and regular publication of the results of such assessments to the official website of the university, on notice boards and in any other way;
  • Providing training educational, scientific and teaching staff;
  • Providing the necessary resources to the educational process, including independent work of students at each educational program;
  • Ensuring the availability of information systems for the efficient management of the educational process;
  • Publicity of information about education programs, higher education degrees and qualifications;
  • To ensure an effective system of prevention and detection of plagiarism in academic scientific workers of higher education institutions and applicants of higher education.

Internal quality assurance system on the proposal of the University is estimated by the National Agency for Quality Assurance in Higher Education or its accredited independent institutions evaluation and quality assurance in high education for its compliance with the requirements of the quality assurance system of higher education approved by the National Agency for Quality Assurance in Higher Education.

University quality assurance system includes the following components:

  • Competitive selection of applicants for higher education curriculum at each level of higher education;
  • Conducting of Rector control of Mathematics and Physics residual knowledge for first-year students at University;
  • Carrying out interim attestation of students on the 8th and 14th weeks semesters in all academic disciplines and semester control;
  • Conducting and analyzing the results of semester control on departments and scientific councils of institutes / faculties;
  • Conducting and analyzing the results of final attestation of students in graduating department and scientific councils of institutes / departments;
  • Statistical analysis of the results of controls of discussion at the meeting of Methodical Council of the University;
  • Examination of manuscripts of textbooks and manuals Expert Council of educational publications;
  • Examination of manuscripts teaching materials teaching institutions commissions / departments;
  • Definition of scientific and pedagogical potential graduating department and the distribution of quotas Master training under this potential;
  • Analysis of enrollment of students in the master's program training;
  • Conducting of the annual Rector quality control of residual knowledge of students 1-4 courses covering the following subjects: higher mathematics, science, foreign language, professionally oriented disciplines, professional disciplines and expertise custom-protected graduation projects (works) and master's theses;
  • Determination of the annual ranking of every scientific and pedagogical workers and introduction of management staffing departments on the basis of ratings;
  • The definition of comprehensive ranking university departments (departments and institutes / faculties).

All the above components were combining into a coherent university system of quality assurance. On the basis of the system were laid following basic principles:

  • Taking into account the results of the main activities;
  • Most of the indicators should form the "outer portrait" of the unit and the university;
  • The use of weight factors to determine the importance of each indicator;
  • Use of objective indicators and measuring performance;
  • The use of indicators that do not require the submission of departments additional information , except for official statements.

In accordance with the guidelines defined by four components, which conducted the performance measurement units (faculties and institutes / faculties) with appropriate weights:

  • Training specialists - 0.4;
  • Scientific and pedagogical potential - 0.25;
  • Research and innovation - 0.25;
  • International activities - 0.1.

Each component of the rating system is characterized by certain indicators with certain coefficients.

The component "Training is" characterized by parameters: Rector of control results (results rector tests and selective peer review of degree projects / papers and master's theses), the results of final evaluation and external evaluation of educational activities. The structure parameters of specialists training shown in Fig. 2.

Indicators of scientific and pedagogical potential (with the exception Quality staffing) are determined on the basis of rating scientific and pedagogical staff in the "rating AIS NPP".

The value of "Rating NNP department of educational and methodological work" is corrected by normalized ratio, taking into account the results of a questionnaire survey of students' "A teacher through the eyes of students".

The indicator of "quality staffing" takes into account the respective share of doctors / professors and PhDs / associate and share of young (under 35) teaching staff with academic degrees. And taken into account only active scientific research and pedagogical workers, ranking scientific innovation which more than 100 points.

"Scientifically-innovative activity" includes the following indicators: activity and effectiveness of academic training, funding scientific research, patent activities, publications and publications in Ukraine and abroad, the number of indexed pages webometric systems. The structure of indicators "Research and Innovation" given in Fig. 4.

International activities department is characterized by indicators: activity of international activity, activity in the international market of educational services, academic mobility of students and teaching staff, as well as rankings of departments site. The indicator structure of international rates given in Fig. 5.

All figures are calculated based on more than 40 indicators provided by the relevant departments of the university on the basis of the annual accounts departments of their activities, as well as information from the individual rating of teaching staff, which providing AIS "Rating NPP" , results Rector control according to materials of Institute monitoring Education Quality and Materials Research Center of Applied Sociology "Socio Plus" as for the external evaluation of graduates for certain specialties.
